Wind projects can reduce bird-collision risk through careful siting, wildlife monitoring, and targeted turbine curtailment—but no measure makes every turbine harmless. A Wyoming field study found fewer eagle fatalities after automated detection was linked to turbine shutdowns; its results apply to that site and species, not to wind farms everywhere.

How wind projects reduce bird collision risk

Mitigation works at different stages: planners can avoid high-use areas before construction, while operators can monitor wildlife and change turbine operation when risk rises. The U.S. Department of Energy (DOE) describes avoiding places where birds fly, roost, feed, mate, or raise young as a basic risk-reduction approach. Preconstruction field surveys can help identify bird activity and nest sites. DOE’s overview of protecting birds and bats from wind turbines also describes temporary shutdowns during bird migration as one possible operational measure.

Siting and surveys

Choosing a lower-risk location can prevent exposure rather than trying to manage it after turbines are built. Surveys help developers understand where birds use a proposed site, but their value depends on how well they capture relevant activity and nesting areas.

Monitoring and curtailment

Curtailment means slowing or stopping turbine blades under specified conditions. It can be temporary—for example, during a higher-risk migration period—or triggered by wildlife detected nearby. Automated systems can connect detection to turbine operations, allowing an operator to curtail individual turbines when a system identifies a potential threat.

What the eagle study found—and what it did not

A U.S. Geological Survey (USGS)-reported study by McClure and colleagues examined automated detection and curtailment at a Wyoming wind-energy site. The camera system detected flying objects, classified them, and decided whether to curtail individual turbines. The study abstract states: “Automated curtailment of wind turbine operation substantially reduced eagle fatalities.” The 2021 USGS study record reports two estimates that describe different comparisons:

These estimates are evidence that targeted curtailment can help in a particular setting, not a prediction for every wind project. The follow-up emphasizes that the result is site- and species-specific and calls for studies at other locations, involving other species and curtailment regimes. The USGS follow-up sets out those limits.

Why “safer” does not mean risk-free

DOE says modern turbine design and siting have reduced bird impacts, and characterizes current land-based turbines as posing little hazard to most birds. “Most” matters: collisions still occur, and risk varies with species, location, and conditions. The available evidence here does not establish a comparable national time series showing how bird fatalities changed as turbine designs evolved, nor a single fatality estimate that applies across species, sites, and turbine generations. The Wyoming eagle findings therefore support a targeted mitigation approach, not a claim that the industry-wide trend has been quantified or that all turbines are safe for birds.

Keep bird and bat findings separate

Bat-curtailment research is relevant to wind operations but cannot be presented as a bird result. A 2024 USGS publication of a North American synthesis by Whitby and colleagues estimated that a 5.0 m/s cut-in speed reduced total bat fatalities by an average of 62% across the analyzed treatments. That figure concerns bats and a particular operational measure; it is not an estimate of bird fatalities. The 2024 USGS bat-curtailment synthesis reports the estimate.

How to judge a bird-protection claim

When a project or technology says it reduces bird risk, check what part of the problem it addresses and what evidence supports the claim:

  • Timing: Does it avoid risk through siting before construction, or respond to wildlife during operation?
  • Detection: What wildlife does the system identify, and how does detection lead to an operational decision?
  • Outcome: Are results measured as fatalities, a fatality rate, or another indicator—and what is the comparison?
  • Scope: Which species, site, study period, and curtailment rules were evaluated?
  • Transferability: Is the evidence from one project, or does it cover multiple sites and conditions?

DOE-supported modeling has also examined eagle behavior in relation to wind energy, and the USGS study record identifies camera-based automated curtailment as an approach used in the field. DOE’s discussion of identifying lower-risk turbine sites for eagles provides further context on siting. An example technology does not, by itself, establish that the same outcome will occur at another project.
