Cellular data connects it to a mobile carrier’s network. Either connection can carry internet traffic, but Wi-Fi does not guarantee internet access, and cellular access depends on coverage and your plan.
What Wi-Fi and cellular mean
Wi-Fi is a local wireless connection
When a phone, laptop, or tablet joins Wi-Fi, it makes a short-range wireless connection to a nearby network. At home, a router typically provides that network. Internet access usually comes from a separate broadband service connected to the router; Wi-Fi itself is not the internet. A Wi-Fi network can work locally even if its internet connection is down. The FCC distinguishes Wi-Fi from mobile broadband and describes how mobile traffic can be offloaded to Wi-Fi connected to fixed broadband.
Cellular data uses a carrier network
Cellular data—also called mobile data—uses your mobile carrier’s network rather than a nearby fixed Wi-Fi network. It can provide internet access away from Wi-Fi when your device, service plan, and the carrier’s coverage support it. Apple explains that an iPhone can connect to its carrier’s cellular data network when Wi-Fi is unavailable in its iPhone internet connection guidance.
How your device chooses a connection
Devices can use Wi-Fi and cellular at different times, and some settings allow cellular data to help when Wi-Fi is weak. On iPhone, Apple describes a connection sequence that tries the most recently used available Wi-Fi network, lets the user select an available network, and then uses the carrier’s cellular data network if Wi-Fi is unavailable. Exact behavior depends on the device, software version, and settings.

On supported Apple devices, Wi-Fi Assist may use cellular data when Wi-Fi connectivity is poor. This can keep an app connected, but it can also use data from your mobile plan. Apple outlines the feature and its data implications in About Wi-Fi Assist. Feature availability, names, and settings differ across devices and operating-system versions.
Which connection should you use?
Choose based on what is available where you are, whether the Wi-Fi network has working internet, your need to stay connected while moving, and your plan’s data terms. There is no universal rule that Wi-Fi is always faster, cheaper, safer, or more reliable than cellular; results depend on the network, location, device, and service plan.

- Use Wi-Fi when a suitable network with working internet is available and you want your device to use that connection.
- Use cellular data when Wi-Fi is unavailable and your carrier has coverage and your plan supports data use there.
- Check your settings and plan if your device may switch to cellular automatically or if data limits and charges matter. Apple notes that cellular data use can result in carrier charges; see Apple’s guide to cellular data settings on Wi-Fi + Cellular iPad models.
How hotspots fit in
Phone hotspot
A phone’s Personal Hotspot shares its cellular internet connection with nearby devices, often over Wi-Fi. The connecting laptop or tablet uses Wi-Fi to reach the phone; the phone uses cellular service to reach the internet. Apple’s iPhone internet guidance covers Personal Hotspot.
Portable cellular Wi-Fi hotspot
A portable hotspot is a separate device that connects to a carrier’s mobile broadband network and creates a Wi-Fi network for nearby devices. It can help connect Wi-Fi-only equipment away from fixed Wi-Fi, but it requires compatible cellular service and coverage. The FCC describes this general hotspot architecture in its 2013 report on mobile wireless services.

In either case, the hotspot supplies a local Wi-Fi link; it does not create cellular coverage or remove the need for a suitable mobile data plan. Hotspot availability, allowances, and charges depend on the carrier and plan.
