A Galaxy S23 can support eSIM and still fail to download or activate a particular plan. Availability depends on the exact phone variant, country, carrier, plan, and activation method. Check those first, then confirm the phone has a network connection and that the carrier has provisioned the line for the correct device.
Why an eSIM can fail on a Galaxy S23
Samsung lists the Galaxy S23 series as supporting hybrid eSIM dual SIM, but that does not guarantee that every S23 variant or mobile plan can use eSIM. Samsung cautions that service varies by country and carrier, and carrier support can differ by activation method. A carrier listed for one process—such as transferring an existing eSIM—should not be assumed to support every kind of activation.
That makes a failed download insufficient evidence that the phone is defective. The carrier may not support eSIM for your model or plan, the activation route may be unavailable, or the line may not have been provisioned correctly. Check your phone, country, carrier, and plan
Before retrying the download, identify the exact S23 variant and where it was purchased. Ask your carrier whether that specific model and your plan support eSIM in your country. If the carrier requires an unlocked phone for the activation or transfer method you want to use, confirm the device meets that condition.

Carrier compatibility lists are specific to their country and the feature they describe. Check for support for your intended task—new activation, carrier discovery, QR-code activation, or transfer—rather than relying on a general claim that the carrier “supports eSIM.”
Use the activation method your carrier supports
On the S23, open Settings > Connections > SIM manager > Add eSIM. What happens next depends on the carrier and software: the phone may find a plan through carrier discovery, or you may be asked to scan a carrier-issued QR code or enter a carrier-issued activation code. Samsung documents these options in its US support guidance and Canada support guidance.

For a supported download, connect the Galaxy phone to Wi-Fi or mobile data first, as Samsung UK recommends. If your carrier did not give you a QR code, do not substitute a code from another source; ask the carrier how to start activation. For AT&T, its Galaxy S23 support page says to use the carrier app to purchase a plan if no QR code was provided.
If activation was assigned to your phone, check the EID
Some carriers use the phone’s EID to provision an eSIM. Samsung UK says the EID is printed on the phone box or available at Settings > About phone > Status. Give the carrier the EID if requested and ask it to confirm that the plan was provisioned for that device.

If you are transferring an existing eSIM
Instant transfer is not universal. Samsung says the transfer feature works with supported carriers; if your carrier is not listed for the relevant transfer, contact it for help. For Samsung’s iOS-to-Galaxy transfer process, Samsung specifies current software on both devices and Wi-Fi and Bluetooth. Its Canada guidance also says the new device must be unlocked for Samsung’s Galaxy/Android instant-transfer process.
These conditions apply to the transfer method, not automatically to every new eSIM activation. Check the relevant carrier list and requirements for the specific transfer you are attempting: Samsung US and Samsung Canada.

After the eSIM downloads
- Restart the phone so the added profile can be applied, as Samsung instructs in its US eSIM guidance.
- Open Settings > Connections > SIM manager and check that the eSIM is enabled.
- In SIM manager, select the intended SIM for calls, texts, and mobile data.
When to contact your carrier
Contact the carrier if the plan does not appear, the carrier has not supplied working activation details, transfer is unavailable, or the setup still fails after you have checked compatibility and connectivity. Ask it to confirm:

- Whether the line and account are ready for activation or transfer.
- Whether the plan was provisioned for the correct EID, if applicable.
- Which activation method to use and whether any previous QR code or activation details remain valid.
Samsung and AT&T document carrier-dependent setup, but the available guidance does not establish a universal fix for a particular error message or account status. The carrier must check line-specific provisioning and eligibility.
