Water and sewer rates rise when a utility needs more revenue to keep service running and repair, replace, or upgrade the systems behind it. Aging pipes and treatment plants, higher operating costs, growth, and public-health or environmental requirements can all contribute. But national trends cannot explain a particular bill: the local rate notice, budget, and capital plan show what is driving a specific increase.
What water and sewer rates pay for
A utility bill is not just a charge for the water used that month. User fees typically help pay for daily operations and maintenance as well as long-term capital work, such as repairing or replacing pipes, pumps, storage, and treatment facilities. The U.S. Environmental Protection Agency (EPA) describes this as the balance between routine costs and longer-term investment in infrastructure. EPA’s overview of water affordability resources explains how those needs intersect.
Water and wastewater systems rely on assets that must keep working as they age. Drinking-water projects may involve treatment, storage, or transmission and distribution. Sewer and wastewater projects can include treatment plants, collection and conveyance systems, green infrastructure, and combined sewer overflow facilities. The work may restore aging assets, add capacity, or improve performance.

Aging assets and deferred maintenance
Pipes, treatment works, pumps, and storage need ongoing upkeep and eventual rehabilitation or replacement. If maintenance or rate changes are deferred, later repairs can become more costly, and a utility may need a larger adjustment to address accumulated needs. EPA warns that postponing rate increases for several years can lead to “rate shock,” leaving customers less time to adapt than if increases had been gradual. That is a general risk, not proof that any particular utility’s proposed schedule is necessary. EPA’s December 2024 Water Affordability Needs Assessment discusses deferred maintenance and delayed increases.

Higher operating and project costs
Labor, supplies, and the maintenance needs of aging plants and pipelines affect routine operating costs. Inflation and supply-chain disruptions can also raise the cost of construction and replacement. A rate proposal may reflect a mix of these operating pressures and capital spending, rather than infrastructure upgrades alone.
Growth and changing requirements
Population or industrial growth can increase demand and require added capacity. Projects may also be needed to protect public health, meet water-quality requirements, protect receiving waters, or help systems withstand climate pressures. Which of these applies depends on the local project and its documented purpose.

How much infrastructure investment is needed nationally?
EPA’s 2024 assessment estimates about $1.25 trillion in clean-water and drinking-water needs over 20 years, drawing on the 2022 Clean Watersheds Needs Survey and the 7th Drinking Water Infrastructure Needs Survey and Assessment. EPA notes that the combined estimate may understate actual need. It describes national needs; it does not predict a particular customer’s bill or identify why a particular utility raised rates. The assessment report sets out the scope and methods.
For context on household costs, an EPA report cites a national average combined drinking-water and wastewater bill of $79.39 per month in 2017 and $95.02 per month in 2023, based on use of 6,200 gallons per month. This is a historical national comparison, not a current local price, and it does not establish that infrastructure alone caused the change. Where project funding comes from
Rates are one part of the funding mix. Utilities and governments may also use municipal bonds, state revolving-fund loans, federal or state grants, and private capital. The blend varies by project and locality. A loan can spread a project’s cost over time, but it must be repaid; a grant can reduce the amount that must ultimately be recovered from customers. EPA’s funding framework overview describes common financing components.
Phasing a rate increase may make household costs more predictable, while delaying increases can leave maintenance needs unfunded or contribute to a sharper adjustment later. Neither approach is automatically best: the utility’s rate study and capital plan should explain the timing, financing assumptions, and expected effect on customers.

Why higher rates can create affordability problems
A necessary project can still make bills difficult for households with low or fixed incomes. EPA’s 2024 assessment estimates that 12.1 million to 19.2 million U.S. households lack affordable water services, with an estimated national cost of unaffordable water-service bills of $5.1 billion to $8.8 billion. These are estimates of national affordability challenges, not counts of households affected by a particular rate change. The EPA report explains its estimates.

How to find out why your bill changed
To connect a local increase to actual costs, look for the utility’s rate notice, rate study, adopted budget, and capital improvement plan. Check the effective date and compare the old and new charges at your household’s typical usage; fixed charges and sewer charges can change separately from the per-gallon price.
If the documents do not make the change clear, ask the utility:
- Which projects or operating costs account for the increase, and where are they explained in the rate study or capital plan?
- What is the expected bill impact at typical usage, including fixed and sewer charges?
- How much of the project is funded by customer rates, bonds, grants, and subsidized loans?
- Is the increase phased, and how does the utility plan to address maintenance needs over time?
- Are assistance, payment-plan, lifeline-rate, or efficiency programs available, and what are their eligibility rules?
A national infrastructure estimate can explain why utilities face substantial investment needs, but only local records can show what prompted a particular rate decision.
