Shared UI components help related services look and behave coherently, reduce duplicated design and implementation work, and let teams share documented practices—including accessibility decisions. But reuse is not a guarantee of good design: teams still need to check that a component fits the task, works for the people using the service, and is current.

What shared UI components do

A UI component is a reusable part of an interface, such as a button, form control, or navigation element. A shared component gives teams a common implementation rather than asking each team to recreate the same element independently. A design system typically adds standards for how components, styles, and patterns should be used.

The GOV.UK Design System explains the practical aim directly: “Using pre-built, core elements allows government teams to build consistent services.” Its component guidance pairs code with advice about usage, so teams can reuse decisions about both appearance and implementation—not just copy a visual asset.

Why visual consistency matters

It makes related services feel coherent

When familiar controls and patterns work similarly across a family of services, users encounter fewer unnecessary variations. A consistent button, for example, is easier to recognize when its appearance and behavior do not change arbitrarily from one service to another. Consistency is most valuable when it helps people understand what an element does and what to expect next.

It reduces repeated work

A shared component can spare each team from independently designing, coding, and documenting the same solution. The Department for Work and Pensions describes design systems as a way to reduce redundancy, time, and effort while maintaining a consistent user experience. That is the system’s purpose, not a quantified promise of a particular productivity gain.

It distributes shared practice

A component library can carry usage guidance and implementation examples alongside reusable code. That gives teams a common reference and makes design decisions easier to apply consistently. It also gives maintainers a place to clarify when a component is appropriate and how it should be used.

It can spread accessibility improvements

Centralizing components gives teams a route to share accessibility work: improvements to a common component can inform more than one service. GOV.UK’s accessibility strategy describes a focus on components and patterns, with automated tools and manual testing among the approaches used. However, using a shared component does not by itself establish that a whole service is accessible. Teams must still check the component’s behavior and the service’s implementation in context.

Consistency is not the same as suitability

A component can look consistent and still be wrong for a particular task, audience, content, or service constraint. Start with the system’s documented purpose and tested states. Then check whether the component fits the user need and whether the local content or interaction changes its behavior.

GOV.UK guidance advises teams to do local user research for ideas that have not been tested. Its newer component guidance includes information about how and when testing took place. That distinction matters: tested guidance is useful evidence, while an untested idea should not be treated as a proven pattern simply because it appears in a design system.

  • Confirm that the component supports the task users need to complete.
  • Review its documented states and expected behavior, not only its default appearance.
  • Check the implementation with the service’s real content and interaction flow.
  • Research uncertain or locally changed patterns with the service’s users.
  • Include accessibility checks in the service context; shared code is not a substitute for testing.

Keep shared components current

Design systems evolve as standards, brand decisions, and implementation guidance change. The Department for Work and Pensions explicitly describes design-system standards as capable of evolving. Before adopting a component, check the system’s current documentation and the version your team intends to use.

For GOV.UK specifically, the design-system homepage says its brand refresh began in June 2025 and points teams to several GOV.UK Frontend versions intended to help them update. An older implementation should not automatically be assumed to match current guidance. Plan for version review and updates as part of maintaining shared components.

When use of a design system is a policy requirement

Requirements depend on the organization and jurisdiction. UK government guidance published by the Government Digital Service and Central Digital and Data Office on 23 February 2024 says public-facing services must use a GOV.UK domain or another eligible public-sector domain and use the GOV.UK Design System, subject to the stated exemption process. It also says teams developing services hosted elsewhere should still use the system except for branding, subject to that guidance. This is a UK government policy, not a universal requirement for every organization.

How to assess a shared component system

If your team is choosing among systems or deciding whether an existing one fits, evaluate the options against the work your service needs to do. These are useful comparison criteria, not a claim that any particular systems have been tested head to head.

  • Visual and behavioral fit: Does the system cover the patterns your service needs, with behavior that supports a coherent experience?
  • Accessibility evidence: Are component states and behaviors documented and tested, including manual checks?
  • Context fit: Does the component suit your audience, task, content, and constraints? Has local research validated uncertain patterns?
  • Maintenance and currency: Is the system maintained, and can your team keep pace with version or brand changes?
  • Adoption and upkeep: Will reuse reduce duplicated work without making necessary adaptation impractical?

Use screenshots to review consistency across states

In a component review, screenshots can help a team inspect how an interface appears across pages or states. Treat them as review evidence, not proof of usability or accessibility: those questions also require checking behavior and, where appropriate, research with users. A clean capture can make visual review less distracting when a page includes consent notices or overlays.
