Valve created Steam in 2003 as a digital distribution channel, not as the full-scale games marketplace it later became. Its first practical purpose was to maintain Valve’s online games, including delivering updates and addressing cheating. Half-Life 2 then brought Steam to a much wider audience in 2004, and the arrival of third-party games in 2005 began its shift into a broader storefront.

Why did Valve create Steam?

Valve says it created Steam in 2003 as a digital content distribution channel, before app stores existed. The platform initially served Valve’s own games rather than a broad catalog of publishers’ releases. Valve’s handbook describes its early tools and services as built for Valve titles before they were offered to third parties.

In practice, Steam helped keep online games such as Counter-Strike maintained. Players needed updates, and Valve faced the challenge of keeping the game current while addressing cheating. A retrospective account of Steam’s early client emphasizes those maintenance and anti-cheat functions rather than shopping or browsing.

That origin matters: Steam did not begin as a mature marketplace. It began as infrastructure for distributing and supporting games Valve already made.

How did Half-Life 2 make Steam hard to avoid?

Half-Life 2, released on November 16, 2004, became the high-profile game closely associated with Steam. Valve’s handbook says it was available both through Steam and in retail stores. PC Gamer’s retrospective reporting says players had to register a Steam account and activate the game online even if they bought a boxed copy.

That requirement made Steam part of the experience for many players who might otherwise have encountered it only as a maintenance tool for online games. The significance of Half-Life 2 was therefore not simply that it was sold digitally: its launch tied a major Valve release to Steam across both digital and physical distribution.

Valve’s current Half-Life 2 store listing gives the release date as November 16, 2004. The boxed-copy activation detail is from retrospective reporting, not a quoted statement on that listing.

When did Steam start selling games from other developers?

Valve dates the first third-party games on Steam to 2005. That was the key transition from a service centered on Valve’s own titles to a platform that could distribute games from other developers. Valve describes Steam as an alternative to retail for PC developers, giving it a role beyond keeping Valve games updated.

The change broadened what Steam was for: players could find and obtain games from outside Valve, while developers and publishers gained a digital distribution route. It established the marketplace direction, though Steam’s later identity also depended on creator services and community features.

How did Steam grow beyond a storefront?

Steam’s expansion was gradual rather than a single relaunch. Valve’s handbook records Steam Community in 2007 and Steamworks in 2008. A PC Gamer retrospective also traces additions such as improved storefront search and discovery, cloud saves, Mac support, and the Workshop during Steam’s subsequent evolution.

Together, those features made Steam more than a place to buy games. It became a platform for discovering titles, using developer services, interacting with a community, and accessing game-related content and tools. Was Steam already the biggest PC games marketplace when it began?

No. The evidence supports describing Steam’s creation as a 2003 distribution channel and its later growth into a major PC games marketplace; it does not establish a market ranking for 2003 or prove a current “biggest” ranking. “Biggest” can refer to different measures—including sales, market share, active buyers, or concurrent users—and those measures are not interchangeable. Valve’s changing online-player counter, for example, would be a snapshot rather than a durable comparison of marketplace size.

Valve’s own company history says Steam was created in 2003 to serve as a digital content distribution channel. Its handbook documents the platform’s milestones, while retrospective accounts from PC Gamer and its coverage of Half-Life 2’s launch add context about the early client and activation experience.
