Amazon’s public policies explain why some Amazon program data cannot be treated as a general-purpose product catalog, but they do not establish why our specific pipeline rejects Amazon. The documented constraints are narrower: rights depend on the program, locale, approved use, and applicable terms. Until the team’s decision record is available, the pipeline’s exact internal rationale remains unconfirmed.
What Amazon’s Associates terms allow
Amazon Associates Product Advertising Content is licensed for a defined purpose: advertising and marketing an Amazon site and driving sales there. Participation in Associates is not, by itself, a blanket license to copy that content into an independent product catalog or research database. The US Associates policies also state: “This license does not include any downloading, copying or other use of Program Content for the benefit of any third party, or any use of data mining, robots, or similar data gathering and extraction tools.”
That restriction is specific to Associates Program Content and the US policy. It should not be read as a universal statement about every Amazon page, API, or data product. The practical point for a product-data pipeline is that a permitted affiliate use does not automatically authorize a different use, such as building and maintaining a separate catalog.

Amazon Ads data is governed by separate rules
Ads Partner Network integrations
The Amazon Ads Partner Network policy applies to approved Ads integrations and Amazon Ads data. It restricts publication, commercial aggregation, and retention of Amazon Data beyond what the permitted integration use allows. Those conditions matter when the proposed source is Ads Partner data; they are not a general rule for all Amazon APIs or product data. See the Amazon Ads Partner Network policy.
Ads API eligibility
The Ads API has its own eligibility requirements. Its eligibility guidance excludes companies operating a significant ecommerce business, including an online shopping or comparison-shopping service. This is an Ads API-specific restriction, not evidence that a product-data pipeline is ineligible for the separate Product Advertising API.
PA API access depends on locale and current terms
Amazon’s Product Advertising API documentation directs users to license terms for the relevant locale. A pipeline therefore needs to assess the terms for the marketplace it would serve, rather than assume that one country’s rules apply everywhere. For example, the UK license says Amazon may change or deprecate the API or Data Feed. That creates a maintenance consideration: an integration depends not only on current permissions and access requirements, but also on the continued availability and terms of the interface. The UK wording should not be substituted for the applicable license in another country.
What this evidence does—and does not—say about our pipeline
The public policies establish meaningful limits on particular Amazon programs and uses. They support a cautious distinction between licensed program content and a general-purpose catalog source; they do not document this pipeline’s architecture, approval process, or specific reason for refusing Amazon. Without an internal decision record, claims that the pipeline rejects Amazon because of a particular policy, technical issue, or business decision would go beyond what is established.

A definitive explanation requires the team’s own sourcing policy or decision record. Until then, the accurate conclusion is that Amazon data routes carry program- and locale-specific conditions, and the internal refusal rationale is unresolved.
