What’s actually slowing this PC down?

This usually means Nginx and your shell are using different PHP runtimes. The shell’s php command runs the executable selected by your PATH; Nginx typically forwards PHP requests to a PHP-FPM pool. Trace Nginx’s FastCGI target to the FPM listener before changing anything: the version shown by phpinfo() belongs to the PHP process that served that page.
Why the web and CLI versions can differ
php -v reports the version of the CLI executable selected in your shell. A web page’s phpinfo() output reports the PHP runtime handling that web request. With Nginx, that is commonly a PHP-FPM process reached over FastCGI, not the shell’s php executable. Multiple FPM pools can have different settings and listen on different endpoints, so both versions can be installed and active at once. PHP’s FPM configuration manual documents pool-specific configuration and listener settings.
The version pair in the question is an example of this mismatch, not proof of which version your application should use. That choice depends on the application and its required extensions.
Check what each context is actually using
Inspect the web request

Record the PHP version, Server API (SAPI), loaded configuration file, and any additional scanned configuration files. These values describe the web execution context, not the CLI. The PHP
phpinfo()documentation notes that its output can include version, paths, environment, server details, and configuration. -
Remove the page or restrict access to it as soon as you have the information. Its output can disclose environment and configuration details.
Inspect the CLI selection
In the shell, run:

These commands do not identify the PHP runtime Nginx reaches. PHP can select configuration differently by SAPI and environment; the PHP configuration-file documentation explains that CLI and CGI read configuration at invocation, while server-module configuration is read when the web server starts.
Trace Nginx to the PHP-FPM listener

Inspect the active Nginx configuration for the PHP-handling location and its

Resolve that exact socket or address to the FPM service and pool listening on it. Check the pool’s
listensetting in the configuration actually used by that FPM instance. Do not assume a socket name or configuration path from another distribution applies to your host. -
Compare the listener’s runtime with the web version from
phpinfo(). If Nginx points to a PHP 7.0 FPM listener while PHP 7.3 is intended, the mismatch is explained: Nginx is reaching the former, while the shell selects the latter.Free tools Windows power users keep installed

How to make Nginx use the intended PHP version
First decide which version the application and its extensions require. Then point Nginx at the listener belonging to the FPM service and pool for that version, or adjust the service and pool configuration so the intended runtime owns the configured listener. The specific service name, socket path, and configuration locations depend on the operating system and installation method; verify them on the host rather than copying a generic path.

Before applying a change, confirm Nginx can access the endpoint. For a Unix socket, check its owner, group, and mode against the Nginx worker identity. FPM pool configuration supports listen.owner, listen.group, and listen.mode for this purpose. For TCP, restrict permitted clients and network reachability; the FPM configuration manual documents listen.allowed_clients.

Validate the Nginx configuration using the validation command appropriate for your installation.

Reload or restart the relevant Nginx and FPM services using the host’s service manager and the correct service names.

Repeat the web and CLI checks. Confirm that Nginx now reports the intended version, and separately verify the CLI executable and configuration if shell tasks also need that version.
Keep the FPM endpoint restricted
Do not expose a FastCGI endpoint to an untrusted network. PHP warns that a client able to connect to FPM can influence request configuration and potentially execute arbitrary code; the PHP-FPM introduction describes this risk. For a same-host web server, PHP recommends a Unix socket over TCP. If TCP is required, limit access to trusted clients and keep the endpoint off public or otherwise untrusted networks.
