Microsoft moved away from growing a standalone phone business and toward building a Windows ecosystem that included first-party devices. The retreat followed weak phone-business results and a costly Nokia acquisition, but Microsoft did not announce an immediate end to all phone production in 2015. Lumia phones continued to appear during the transition; the platform later became a legacy one.
Microsoft’s stated reason was a change in strategy
On July 8, 2015, Microsoft said it was changing the role of its phone hardware business. CEO Satya Nadella described the shift as moving “from a strategy to grow a standalone phone business to a strategy to grow and create a vibrant Windows ecosystem including our first-party device family.” Microsoft’s restructuring announcement framed phones as part of a broader Windows ecosystem, rather than a standalone growth business.
That statement explains the strategic direction, but it does not assign a precise share of the decision to any one cause. Microsoft’s financial disclosures show the business pressures surrounding the shift; they do not provide a complete causal breakdown.
The phone business was under financial and organizational pressure
In the 2015 announcement, Microsoft said it would reduce up to 7,800 positions, primarily in the phone business, and record an approximately $7.6 billion impairment charge related to assets associated with the Nokia Devices and Services acquisition. Its 2015 annual report later recorded $7.5 billion in goodwill and asset impairment charges related to Phone Hardware. These are figures from different company disclosures and should be kept in their original contexts.

The annual report also said Windows Phone operating-system licensing revenue fell by $1.4 billion, or 55%. Microsoft attributed that decrease primarily to prior-year revenue from strategic initiatives with Nokia ending when it acquired Nokia Devices and Services. This is a reported licensing-revenue change, not a measure of device shipments or market share.
The Nokia acquisition came before the retreat
Microsoft announced its acquisition of substantially all of Nokia’s Devices and Services business in September 2013 and completed it on April 25, 2014. At the time, Microsoft said it would continue producing, selling, and supporting Lumia, Asha, feature phones, and Nokia X devices. The completion announcement therefore predates the July 2015 restructuring by more than a year.

The later impairment and job cuts place the acquired phone assets in the financial and organizational context of Microsoft’s strategic change. Those disclosures do not establish that the acquisition alone caused the retreat.
Microsoft kept releasing phones after announcing the shift
The 2015 announcement was a retreat from the standalone growth strategy, not an instant halt to phone development. In January 2015, Microsoft said its goal was for most Lumia phones running Windows Phone 8 and 8.1 to join the Windows ecosystem through an upgrade to Windows 10. In October, it introduced the Lumia 950 and Lumia 950 XL as Windows 10 devices in its Windows 10 device announcement.

Microsoft also streamlined some phone software. In September 2015, it said it was ending support, updates, or online services for several Lumia apps as it focused on Windows 10’s core Photos and Camera apps. That was part of product consolidation, not proof that app availability by itself caused the strategic retreat. See Microsoft’s explanation of the photo experience changes.
What happened to Windows Phone support
Windows Phone 8.1 support ended on July 11, 2017, according to Microsoft’s Windows Phone lifecycle FAQ. The FAQ describes Windows 10 Mobile updates, including security updates, as available for a minimum of 24 months after the lifecycle start date. Support dates can depend on the specific product’s lifecycle entry, so do not assume a date applies to every device.

Windows phones are now legacy devices. If you still use one, check Microsoft’s lifecycle information for the exact model and version rather than assuming it receives current security updates.

Microsoft’s public record supports a straightforward explanation: it stopped pursuing phone hardware as a standalone growth business and refocused on a broader Windows ecosystem, while its disclosures showed falling licensing revenue, major restructuring, and a large impairment tied to phone assets. The available company statements do not quantify how much each factor independently drove the decision, so claims that one issue alone—such as apps or a particular competitor—ended Windows Phone go beyond what these sources establish.
