Keeping a file on your device while it is processed can reduce what you disclose to an online conversion service. It does not, by itself, make your device or the software safe. The FBI warned in March 2025 that criminals were using free document-converter and downloader tools to install malware; that warning describes a scam pattern, not a reason to assume every legitimate online tool is dangerous.

Why file-processing location matters

When a tool sends a document to a service for processing, the file leaves your device. For sensitive material—such as identity documents, financial records, or confidential work files—that transfer may be more disclosure than the task requires. A tool that processes the file on your device can avoid sending its contents to a processing service.

That is a privacy distinction, not a guarantee of security. Whether an online service receives or retains a file depends on that service’s design and practices; the available evidence does not establish the practices of any particular converter. The Federal Trade Commission’s general guidance for businesses is to collect only the information they need, protect it, and dispose of it securely: FTC privacy and security guidance.

What the FBI’s converter warning does—and does not—show

On March 7, 2025, the FBI Denver Field Office warned that criminals were using free online document-converter or downloader tools to put malware on victims’ computers, potentially leading to ransomware. The warning is about fraudulent schemes using tools presented as converters or downloaders. It is not evidence that all online converters are malicious or that local software is automatically safer. FBI Denver Special Agent in Charge Mark Michalek said, “The best way to thwart these fraudsters is to educate people so they don’t fall victim to these fraudsters in the first place.” A practical response is to verify where software comes from rather than choosing a tool solely because it is free or appears in search results.

What “local” can and cannot promise

A desktop application that reads and converts a file on your device can reduce the need to upload that file to a processing service. But “local” describes where a particular operation happens; it does not certify the program, the download source, or the device. Local software can have vulnerabilities, need security updates, or come from an unsafe source.

A browser-based tool may also process data locally, but a claim of local processing is not the same as proof that the tool works with the network disabled or that no data is transmitted. Downloaded code and network-delivered updates remain relevant considerations. For any tool, look for a clear explanation of what happens to the file and how that claim is verified. Vendor claims about one product do not establish the behavior of another.

How to evaluate a local alternative

Before relying on a local tool for important documents, check the details that determine whether it fits your task and risk tolerance:

  • File handling: Does the tool process file contents on your device, or send them to a service?
  • Offline behavior: Does the required task still work after you disconnect from the network? Test this with a non-sensitive sample file rather than assuming “local” means offline.
  • Supported tasks and formats: Confirm that it handles the specific input and output formats you need. Do not assume an alternative supports every conversion offered by an online service.
  • Source and updates: Download from a source you can verify, and check how the software receives security updates.
  • Your platform and workload: Confirm that it runs on your operating system and handles your files at an acceptable speed and with a usable workflow. No comparative performance testing is established here.

Protect files that stay on your device

Keeping a file local changes where processing happens; it does not replace basic device security. CISA recommends protecting stored data with encryption and maintaining backups. Its guidance covers encryption for devices, removable media, and individual files: CISA guidance on protecting data stored on devices.

  • Encrypt sensitive data: Use device or file encryption so that stored information is harder to access if a device or removable drive is lost or stolen.
  • Keep software updated: Install operating-system and application updates from trusted sources. Outdated or malicious software can put locally stored data at risk.
  • Back up files that exist only locally: CISA recommends an external hard drive or a properly vetted cloud service. Disconnect an external backup drive when it is not being used for backup, which can reduce its exposure to threats affecting a connected device.

Choosing between online and local processing

There is no universal winner. An online service may be convenient, while a local tool may be preferable when you do not want to send a file to a processing service. Make the choice based on the file’s sensitivity, the tool’s documented handling, and whether you can verify its source and maintain the software safely. Neither the FBI warning nor the guidance cited here establishes that local tools are categorically safer or that every online service mishandles files.
