Account recovery is difficult because a service has to verify that you are the legitimate account owner after the usual sign-in methods are unavailable. If it makes that fallback too easy, an attacker may be able to take over the account. That is why recovery can require extra evidence or a wait, even when the person asking for help is telling the truth.
Why account recovery is harder than a password reset
A password reset is usually straightforward when you can still prove your identity with another registered method, such as a trusted device or recovery email. Account recovery is different: you have lost access to the authenticators needed to meet the account’s security requirements. The service must establish trust again using whatever evidence it has available.
NIST distinguishes recovery from ordinary authentication and recognizes options such as saved recovery codes, designated recovery contacts, repeated identity proofing, or other methods assessed for the specific application. Which options exist depends on the account’s configuration and the provider’s design. NIST SP 800-63B-4 notes that recovery is generally less convenient than authentication and may involve extended waiting times.
Why providers add checks and delays
The provider has to weigh two costly outcomes: lock out the genuine owner, or give an impostor access. A claimant’s assertion alone is not enough to distinguish the two, so the system may require another signal—such as a surviving authenticator, a recovery code, a previously designated contact, or additional identity proofing.

Some services also use a waiting period to give the account holder time to spot and stop a recovery attempt they did not make. Google says an unusual request can trigger a security hold lasting from a few hours to a number of days, depending on risk factors. It may notify the owner through existing channels so they can deny an unfamiliar attempt. Those timings describe Google’s process, not a universal rule. Google’s account recovery guidance explains the hold and suggests trying recovery on a device where you are already signed in.
Why recovery varies by account and service
There is no single recovery procedure that applies to every account. A personal email account, a workplace identity account, and a high-assurance service may use different proof requirements and recovery routes. NIST’s guidance sets different evidence expectations at different assurance levels; a provider’s process also depends on which methods the account holder registered beforehand.

For example, Microsoft Entra’s organizational account-recovery feature is intended for users who have lost all registered methods. Its documented workflow verifies identity before restoring access and allowing new methods to be registered. That is an example for organizational accounts, not a description of every Microsoft consumer account or every service. Microsoft Entra account recovery describes that workflow.

- Use the provider’s official recovery flow. Enter the requested information carefully and follow its steps; do not assume a general support phone number can bypass identity checks.
- Check for a hold or notification. If the provider says recovery is delayed, monitor the recovery channels you still control and follow its instructions. If you did not start the request, use the provider’s stated way to deny or report it.
- Use an already trusted device if available. Google suggests trying recovery from a device on which you are already signed in; that may help verify you or speed recovery, but it is not a guarantee.
- Follow account-specific support guidance. For a personal Microsoft account, Microsoft says a denied recovery request can be retried up to twice per day and recommends its Sign-In Helper in some cases where listed security details are not recognized. Microsoft also says support agents cannot send password-reset links or access and change account details. See Microsoft’s recovery-form guidance for current instructions.
- Treat a lost or stolen method as a possible compromise. If you think an authenticator or device was taken or exposed, use the provider’s security process to invalidate or remove it when possible. NIST says compromised authenticators should be suspended, invalidated, or destroyed promptly after the compromise is detected.
How to reduce the chance of being locked out again
- Keep recovery details current. Check that your recovery email address and phone number still work and that you can access them. Google recommends keeping recovery information up to date.
- Enroll more than one method. Register backup methods before you need them. Microsoft recommends that organizations encourage users to register at least two strong methods; that is organizational guidance, not a universal rule for consumer accounts. Microsoft’s authentication-strength guidance includes phishing-resistant options such as FIDO2 security keys.
- Store recovery codes securely offline. NIST describes saved recovery codes as intended for offline storage, such as a printed or handwritten copy kept securely. Treat the code like a key: someone who obtains it may be able to use it in recovery. Avoid keeping the only copy somewhere you could lose access to during the same lockout.
- Consider a second physical security key if supported. It must be enrolled in advance, and it will not help if it is inaccessible along with every other registered method. A key is an extra sign-in option, not a guarantee of account recovery.
- Preserve a signed-in device when possible. A current session may help with a recovery attempt, but it should not replace maintaining independent recovery methods.
How to judge whether a recovery system is usable
If you are choosing a service or reviewing an organization’s policy, compare the parts of recovery that determine whether a real owner can get back in without making account takeover easy:

- Evidence required: Does recovery rely on a code, a surviving factor, a designated contact, or repeated identity proofing?
- Redundancy: Can users configure more than one recovery route?
- Notification and response: Does the service notify the owner about a request and provide a way to object?
- Usability after common losses: Can the process still work if the user loses a phone or changes devices?
These are useful questions for assessing a recovery design; they do not establish a ranking of providers.
