Creating a document in an app is difficult because “Word document” and “PDF” describe two different production problems. A DOCX file is a structured Open XML package made of coordinated parts, relationships, styles, media, and settings. A PDF is a fixed-page rendering that must preserve both visual layout and, for accessibility, semantic tags. HTML can provide a convenient starting point, but it cannot express every Word feature or guarantee identical pagination. Fonts, rendering engines, unsupported features, and accessibility requirements add further variables.

The reliable approach is to choose the output contract first—editable DOCX, fixed PDF, or both—then build, render, and validate against the environments your users actually have.

DOCX and PDF solve different problems

A Word document is not a text stream with formatting sprinkled on top. Microsoft describes .docx as an Open XML formatted Word document. The file is a package whose parts work together: document content, styles, themes, settings, headers and footers, numbering, media, fonts, and relationship definitions. A viewer can only render the result correctly when those parts and their references are coherent.

A PDF is usually the end of a layout process. It records pages at fixed coordinates rather than preserving an editable document model. Export therefore has to decide where every line, table row, image, header, and footer lands. If the PDF must be accessible, the generator also has to write PDF/UA semantic tags so assistive technology can understand headings, paragraphs, tables, links, reading order, and figures.

That is why “insert this HTML and save” works for a small note but becomes unreliable for a report with numbering, fields, tracked changes, complex tables, or accessibility obligations.

What actually happens when an app creates a Word file

Content is split across package parts

Programmatic creation commonly starts by opening a WordprocessingDocument and creating a main document part containing a Document, Body, Paragraph, Run, and Text. A heading may also depend on a style definition; an image depends on a media part and a relationship; a page number depends on fields; a table depends on table properties, grid definitions, and cell content. Omitting or mis-linking one part can leave a document that opens with warnings, loses content, or renders differently in another application.

Styles and direct formatting interact

Word resolves appearance through named styles, theme colors and fonts, numbering definitions, and direct formatting on individual runs or paragraphs. Two pieces of content that look identical in one editor can behave differently when a style is changed or when a different theme is applied. Reliable generators define a small, explicit style system and apply it consistently instead of emitting ad-hoc formatting for every run.

Unsupported features can be changed or discarded

Microsoft warns that an application may read only part of another format and that unsupported features can produce changes or loss of content. An HTML coercion path is therefore a compatibility convenience, not a promise that every Word feature or position will survive. Complex drawings, section-specific settings, advanced fields, revisions, and exact table behavior are typical reasons to use Open XML directly or to start from a carefully designed template.

Why HTML insertion is attractive—and where it stops

HTML is easy to produce from a web application. A paragraph, list, table, or inline style can be serialized quickly, and a Word add-in can use HTML coercion for limited cases. The drawbacks are formatting and positioning differences: browser CSS and Word layout are not the same engine, and CSS concepts do not map one-to-one to WordprocessingML.

For a simple memo, HTML may be sufficient. For precise content, use an escalation rule:

  • Simple text and basic tables: HTML or a high-level document API can reduce implementation time.
  • Brand-controlled reports: use a DOCX template with named styles, content controls, and predefined sections.
  • Complex or exact Word behavior: generate or modify Open XML parts and relationships directly.
  • Fixed visual output: render through a controlled PDF engine after the document content is finalized.

Do not assume that producing a DOCX and then converting it to PDF is equivalent to rendering the same HTML directly to PDF. The two paths can use different layout engines and have different font inventories.

Fonts turn small differences into page-level changes

Font metrics determine how many characters fit on a line. Microsoft states that embedding custom fonts helps preserve layout and styling and can prevent substitution during online PDF conversion. Without the intended font, a fallback face may be wider or narrower, have different ascent and descent values, or lack a glyph entirely.

The cascade is easy to underestimate: one substituted font changes line wrapping; changed wrapping moves a paragraph; the move pushes a table or heading to the next page; the new page count changes headers, footers, cross-references, and table-of-contents fields. A PDF that looked correct in development can therefore be visually wrong in production even when the source data is identical.

Control the font environment

  • Package the approved font files with the rendering environment where licensing permits.
  • Use the same font versions in document generation, PDF conversion, and automated visual checks.
  • Define a deliberate fallback for scripts that the primary family does not cover, including CJK, Arabic, Hebrew, and emoji.
  • Record the font inventory and version in build logs so a pagination change is diagnosable.
  • Test documents containing long words, combining marks, ligatures, non-Latin text, and characters near the edge of a line.

Pagination is a layout algorithm, not a formatting flag

Page breaks depend on available page dimensions, margins, section settings, line spacing, keep-with-next rules, widow and orphan controls, table behavior, image dimensions, and the renderer’s interpretation of each property. A browser, Word desktop, Word for the web, and a server-side converter may make different choices. Microsoft documents that Word for the web and Word desktop do not have identical feature support; Word for the web cannot open a PDF for editing and may save older formats as DOCX copies.

Consequently, a “same file everywhere” promise is too broad. Define the target environments—such as Word desktop on Windows, Word for the web, a specific PDF converter, or a Linux container—and validate representative documents in each one.

Accessibility adds a second definition of correctness

A visually perfect PDF can still be unusable with a screen reader. Visual placement does not establish heading hierarchy, reading order, table headers, link destinations, alternative text, or language metadata. Microsoft’s PDF guidance identifies PDF/UA tags as the semantic information that preserves accessibility.

Design accessibility in the source model rather than trying to repair tags after export:

  • Use real heading levels instead of bold paragraphs that merely look like headings.
  • Mark table header cells and keep tables structurally simple.
  • Provide meaningful alternative text for informative images and mark decorative images as such.
  • Use descriptive link text and verify that destinations survive conversion.
  • Set document language, title, and reading order deliberately.
  • Run an accessibility checker on the final PDF, not only on the DOCX.

When both DOCX and PDF are deliverables, check both. A source document can be accessible while its PDF export loses structure, or the reverse.

Choose an implementation path by its contract

A reliable document-generation workflow

  1. Write the output contract. Specify whether the consumer needs an editable DOCX, a fixed PDF, or both; list required features, target applications, page size, and accessibility level.
  2. Freeze the design system. Define page dimensions, margins, paragraph and heading styles, numbering, table rules, color palette, approved fonts, image behavior, and metadata.
  3. Choose the least complex generation path that meets the contract. Start with a template or high-level API for ordinary reports; move to Open XML when unsupported features or exact structure require it.
  4. Generate deterministic inputs. Normalize dates, numbers, locale, ordering, and image dimensions. Avoid content whose size changes between runs unless that variability is intentional.
  5. Validate the package. Check that required parts, relationships, styles, media, and settings exist. Open representative files in each supported Word environment and look for repair dialogs or missing content.
  6. Render the PDF with controlled fonts and settings. Keep converter version, page size, margins, and font inventory fixed. Record these values with the build.
  7. Run visual and semantic checks. Inspect page breaks, headings, tables, links, images, headers, footers, and page count. Then run PDF accessibility checks and keyboard or screen-reader checks appropriate to your audience.
  8. Test boundary documents. Include an almost-full page, a table spanning pages, a long unbroken URL, a missing image, a right-to-left paragraph, CJK text, and the largest realistic dataset.

Performance, reliability, and cost decisions

Rendering is usually more expensive than assembling text. Large images, embedded fonts, complex tables, and repeated conversion retries consume memory and CPU. Generate once, cache immutable assets, and avoid converting the same content repeatedly when only delivery metadata changes.

For reliability, make jobs idempotent: assign a document version and input hash, persist the generated artifact, and record the renderer and font versions. Treat a conversion timeout, missing glyph, or accessibility failure as a distinct status rather than returning a partially rendered file. If you offer both formats, keep the DOCX and PDF linked to the same source version so users can identify which files correspond.
