Human-in-the-loop AI makes sense in freight dispatch because software can sort information and suggest actions, while a dispatcher can judge whether a recommendation still fits changing operating conditions. The person should have enough context, time, and authority to accept, change, or reject it—especially when a decision could have significant consequences. Human oversight is a workflow design choice, not a guarantee of better safety, cost, or service outcomes.
What human-in-the-loop means in dispatch
The National Academies of Sciences, Engineering, and Medicine distinguishes three oversight patterns in its 2024 Implementing Machine Learning at State Departments of Transportation: A Guide:

The guide’s concise definition of the first pattern is: “A human reviews the output of the system and makes the final decision.” Read the National Academies guide.
Why dispatcher judgment matters when conditions change
Dispatch operates in a changing environment. A recommendation may be based on available information and assumptions that no longer hold when circumstances shift. Human review creates a decision point where the dispatcher can apply operating context that the system may not have, or may not represent well. It is useful only if the system makes the relevant information and uncertainty visible and the dispatcher has a practical way to intervene.

There is dispatch-specific human-factors evidence in railroad operations, but it should not be mistaken for proof about trucking or freight brokerage software. Federal Railroad Administration-sponsored research examined how automation scenarios and task demands affect railroad dispatcher workload. It describes SHADO, a tool for exploring concepts of operation that embed automation, and includes short-line freight rail and commuter rail case studies. Railroad dispatch is relevant to questions of workload and automation, but it differs from road-freight dispatch. Read the FRA-sponsored dispatcher workload report.
Choose the oversight level for the decision
There is no single oversight pattern that fits every dispatch action. A useful design review considers the decision’s consequences, how quickly conditions change, whether the system can explain its recommendation or surface uncertainty, and how much time a person has to intervene. It should also account for monitoring workload and whether staff can still use manual procedures.
- Keep consequential or unusual decisions advisory when a wrong action could have serious effects or the situation falls outside expected conditions. Require a dispatcher to review before action.
- Consider monitored automation for routine, lower-risk actions only when a dispatcher can understand what the system is doing, notice a problem, and take control in time.
- Do not treat monitoring as a substitute for a usable fallback. If the system fails or conditions change, staff need an escalation path and manual process that preserve essential operational context.
This is a decision framework, not a validated scoring tool or a freight-specific procedure prescribed by the cited sources.

Make oversight meaningful, not nominal
Assigning someone to watch a system does not by itself make a workflow safe or effective. The dispatcher needs enough information to judge a recommendation, a clear indication when the system is handing over control or operating outside expected conditions, and authority to act. Monitoring can also create alert load and vigilance demands that make it harder to detect the rare event that needs attention.

The European Data Protection Supervisor also cautions that assumptions about how people interact with and monitor automated decision systems can be overly optimistic. Human oversight should therefore be designed and assessed rather than assumed to prevent errors. Read the EDPS publication on AI and automated decision-making.
Questions to settle before deploying dispatch AI
- Which outputs are recommendations, and which routine actions—if any—may the system execute?
- Which exceptions or high-consequence decisions require dispatcher approval before action?
- What information, including uncertainty and relevant operating constraints, must the system show for a person to assess its recommendation?
- How will dispatchers recognize that the system is outside its expected operating conditions or needs a handover?
- What are the escalation path and manual fallback, and can staff use them without losing essential operational context?
- Will alerts or monitoring duties create excessive workload or vigilance demands?
- How will the organization evaluate workload, handovers, human performance, and error recovery during deployment?
These are design and evaluation questions, not a standard operating procedure established for every freight operation. A procurement review of dispatch decision-support software or dispatcher training should examine them rather than rely on the label “human-in-the-loop.”

What the evidence does—and does not—show
The available sources support careful design of human oversight, not a quantified claim that human-in-the-loop AI improves road-freight dispatch performance. The FRA work is about railroad dispatcher workload and automation concepts. The FMCSA’s 2024 simulator study involved 100 commercial motor vehicle drivers and examined secondary tasks, transfer of control, and training for Level 2 advanced driver-assistance systems or Level 3 automated driving systems. Those are driver-automation questions, not dispatch planning outcomes. Read the FMCSA study information.
That 100-person study does not measure dispatcher workload or show effects on road-freight dispatch cost, safety, productivity, or service. Those outcomes are not quantified in the sources cited here. Do not infer a dispatch benefit from research conducted in railroad operations or automated driving.
