Heatwave vulnerability is not determined by temperature alone. A 2026 study of buildings and open spaces in Bilbao, Madrid and Cáceres found that socioeconomic conditions, building characteristics, heat exposure and nearby environmental features all help shape which places and residents are most vulnerable. The findings underscore why citywide averages can miss important differences between neighboring areas.
Why heatwave vulnerability differs from one area to another
Two places in the same city can face different heat risks because risk reflects more than how hot the air gets. It also depends on the people exposed, their ability to protect themselves, the buildings where they live or work, and the conditions of nearby streets and open spaces.
- Heat exposure: Some locations experience higher temperatures than others.
- Buildings and urban form: Building characteristics and the shape of the surrounding urban fabric affect local vulnerability.
- People’s circumstances: Socioeconomic conditions influence how well residents can protect themselves. The study announcement identifies people with low incomes and older people as more vulnerable.
- Environmental context: Nearby green areas and shade can affect the setting for adaptation.
These factors can differ even within a single neighborhood. As researcher Irantzu Álvarez put it, “The risk posed by heatwaves is not measured solely by temperature; it has multiple dimensions.”

What the 2026 study examined
The study, “Assessing urban heatwave vulnerability through a multiscale and multicriteria GIS-based approach: Evidence from three Spanish cities,” was authored by Laura Quesada-Ganuza, Irantzu Álvarez González, Ane Villaverde García and Leire Garmendia Arrieta, and published in Cities in 2026. The University of the Basque Country’s SAREN group applied the method in Bilbao, Madrid and Cáceres, cities described in its announcement as lying in different climate zones. The assessment worked at the scale of buildings and open spaces. It considered urban form, areas experiencing higher temperatures, the number of people affected, residents’ vulnerability and ability to protect themselves, socioeconomic variables, building characteristics and environmental conditions.
The work was conducted within the OLADAPT project, in collaboration with the Polytechnic University of Madrid, the University of Extremadura and the UNESCO Chair in Sustainable Development and Environmental Education at EHU. The announcement says the project is funded by Spain’s Ministry of Science, Innovation and Universities. What the findings mean for residents and planners
The announcement says socioeconomic conditions and urban fabric influence vulnerability in all three cities, and that differences can occur between locations within the same city or neighborhood. It does not provide a numerical ranking of the cities or quantify how much any one factor changes vulnerability.
At building scale, vulnerability maps could help municipal planners decide which buildings or types of buildings to adapt first. The analysis also connects buildings to the surrounding public realm: green spaces and shade can change the context in which adaptation is planned. This is a proposed planning use of the maps, not evidence that a particular renovation has already taken place.

What the study does not establish
The public announcement does not report the model’s validation method, uncertainty analysis, variable weights or city-by-city scores. It also does not show that municipalities adopted the maps, that adaptations were completed because of them, or that the work reduced heat exposure or illness. The study’s stated value is in identifying where vulnerability may be concentrated and informing decisions about priorities; measured health outcomes are not reported.
