GitHub Actions most often cancels a run because concurrency settings replace or stop work in the same group, or because a job or step condition behaves differently during cancellation than expected. To identify the cause of a particular run, compare its timeline with the workflow configuration and job logs; a generic explanation cannot establish what happened in a run without that evidence.

Why GitHub Actions cancels a workflow run

A concurrency group replaces or cancels work

Start by checking whether the workflow or an individual job defines concurrency. Runs or jobs that resolve to the same group are treated as related. A new run may replace an older pending run; if cancel-in-progress: true is set, new work in the group can also cancel work already running. Group names are case-insensitive, so differences in capitalization do not create separate groups. See GitHub’s concurrency documentation.

Inspect both workflow-level and job-level settings, then work out the actual group expression for the event that triggered the run. Check whether queue behavior is configured and whether it matches your intent. If every run must be preserved, verify the queue behavior supported by the workflow syntax you use rather than assuming that pending runs will accumulate.

Conditions can keep jobs or steps running during cancellation

Cancellation is staged: GitHub reevaluates conditions on running jobs, sends cancellation messages to jobs selected to stop, and then evaluates conditions on unfinished steps in jobs that continue. A job or step whose condition remains true may therefore keep running while other cancellation activity is visible.

GitHub identifies always() as a common source of apparent unresponsiveness: it evaluates as true even during cancellation. Its workflow troubleshooting guidance suggests ${{ !cancelled() }} when a job should not continue after cancellation. Do not replace every use of always() mechanically. It is often intentional for cleanup; decide whether that work must run, then adjust the condition to match that requirement.

Cancellation takes time to reach processes

For a step selected for cancellation, the runner first interrupts its entry process. GitHub’s cancellation documentation says it waits 7,500 milliseconds before escalating to a termination signal, then waits another 2,500 milliseconds before killing the process tree. The server forcibly terminates jobs and steps still marked for cancellation after a five-minute cancellation timeout.

These are cancellation mechanics, not a promise that every child process or external side effect is immediately rolled back. A deployment or other operation that has already affected an external system may need its own recovery or cleanup process.

Duration is a possibility to verify, not assume

GitHub’s usage limits documentation states that a job on a GitHub-hosted runner can execute for up to six hours. Check the runner type and applicable current limits before attributing a canceled run to duration; the limit alone does not explain an individual run’s cancellation.

How to diagnose a specific canceled run

  1. Open the run summary. Record the triggering event, branch or ref, start time, status, and job or step activity. Compare its chronology with other runs, especially whether another run in a likely concurrency group began around the same time. The run page exposes status and activity; see GitHub’s run-history guidance.
  2. Inspect the workflow and reusable workflows. Find workflow- and job-level concurrency settings, group expressions, cancel-in-progress, queue settings, and if conditions on running jobs and unfinished steps. Evaluate the expressions using the event and ref for this run, not just their apparent values in the YAML.
  3. Read the affected job’s logs. Open the job and examine the step sequence around the cancellation. If needed, download the log archive. For unexpected condition behavior, inspect system.txt in the job archive: GitHub says its Evaluating, Expanded, and Result lines show how an expression was evaluated and which runtime values it used. See GitHub’s workflow-log documentation.
  4. Rerun with debug logging if ordinary logs are insufficient. With GitHub CLI, use gh run rerun RUN_ID --debug to enable runner and step debug logging, or gh run rerun RUN_ID --failed --debug to rerun failed jobs with debug logging. Refer to GitHub’s debug-logging guidance and the gh run rerun manual. A rerun is a new diagnostic action; it does not prove what caused the original run to stop.
  5. If a normal cancellation request does not finish, check conditions before escalating. GitHub documents a force-cancel endpoint for runs that do not respond to standard cancellation, including cases involving conditions such as always(). Use the permissions required for your repository and token type; the cited fine-grained-token requirements include Actions repository write permission. See the force-cancel API reference. Reserve force cancellation for when a standard cancel request has not worked.

Why a cancellation request may appear stuck

First distinguish a cancellation in progress from a request that did not take effect. Check the run and job status, then examine conditions on running jobs and unfinished steps. A condition that remains true—particularly always()—can allow work to continue while cancellation proceeds. The runner’s staged interruption and the server’s cancellation timeout also mean that stopping is not necessarily instantaneous. If normal UI or API cancellation remains ineffective after you have checked conditions, the force-cancel endpoint is the documented escalation path.
