The Delhi Fire Service rejected fire-safety clearance for the Ministry of External Affairs’ Jawaharlal Nehru Bhawan headquarters on Janpath Road because two basement issues remained unresolved, according to reports published October 1, 2026. The reported defects involved a damaged fire-check door and temporary basement rooms that lacked extended fire-detection and sprinkler coverage.
Why was fire-safety clearance rejected?
Hindustan Times and The Times of India reported that a Delhi Fire Service inspection on August 29, 2026, found two outstanding deficiencies at Jawaharlal Nehru Bhawan. An MEA representative was present, according to the reports. The department’s rejection was described in a letter dated September 25; the letter itself has not been independently reviewed. Hindustan Times and The Times of India both identify the basement defects as the basis for the rejection.
Damaged fire-check door and missing closers
In the basement, glass in a fire-check door was broken, and door closers had been removed at some locations. A fire door is intended to help contain fire and smoke; a damaged door or missing closer can compromise its ability to close and perform that role.
Partitioned basement rooms without system coverage
Temporary rooms and partitions had been created in part of the basement, which the reports say was being used as a residential “barrack.” Existing firefighting systems—including fire detection and sprinklers—had not been extended to those areas. The Times of India quoted an unnamed Delhi Fire Service official describing this as the second concern.

What has to happen before another inspection?
The reports say the fire department invited MEA to apply for another inspection after completing the outstanding work. That means fixing the fire-check door and closers and extending the relevant fire-detection and sprinkler systems into the newly created rooms.
There is also a separate land-use issue: Hindustan Times reported that approval from the New Delhi Municipal Council (NDMC) was required for the basement’s change of use before fire-safety clearance could be granted. The reports do not establish that the approval has since been obtained or that MEA has applied for re-inspection.

The warning described in the reports is that occupation without the required fire-safety arrangements would be at the owner’s or occupier’s risk and liability. It should not be read as confirmation of the building’s current occupancy or present clearance status.

The latest inspection followed an earlier inspection in 2025. Hindustan Times dates it to January 24 and says it identified eight shortcomings, including non-functional staircase and lift-shaft pressurisation, unsealed electric shafts, a non-functional basement smoke-management system, improperly positioned sprinklers, inadequate exit signage, and a non-functional diesel engine pump. It reports that those other items were subsequently addressed. The Times of India describes most earlier deficiencies as rectified but places the earlier inspection in February 2025, so the precise month differs between the accounts.
