Enterprises are weighing Oracle Java against OpenJDK alternatives as subscription costs, licensing terms and operational concerns prompt fresh scrutiny. Whether switching makes sense depends on the organization’s actual Java estate, applicable agreements, support needs and the effort required to test and operate another distribution—not on a universal promise of savings.
Why enterprises are reconsidering Oracle Java
Cost is a prominent concern, but it is not the only one. Survey results published by Java provider Azul suggest interest in alternatives; they are vendor survey findings, not a representative census of enterprises.
- In its 2023 survey release, Azul said 82% of surveyed Oracle Java users were concerned about new subscription pricing. Azul described the 2023 change as shifting the cost metric from Java processor count to total employees and contractors. In the same release, 72% of respondents said they were considering open-source alternatives, and 60% of surveyed companies had chosen an OpenJDK distribution over Oracle Java SE. - In 2025, TechRadar reported Azul research focused on ITAM/SAM leaders: 79% of organizations had migrated, were migrating or planned to migrate to open-source Java, while 14% planned to continue with Oracle’s Java subscription. Among those who had migrated, 51% cited cost as a reason and 57% cited security and reliability concerns. The report also identified budget unpredictability, scalability, licensing compliance and difficulty understanding Oracle’s terms as concerns. TechRadar’s report on the 2025 research.
These figures indicate reported interest and concerns within the surveys’ populations; they do not show that every enterprise will save money by switching or that every Java distribution is interchangeable in production.
What Oracle’s current terms mean for Java 21 and Java 25
Oracle’s guidance is release- and update-specific. In an August 14, 2026 post, Oracle said JDK 21 updates through and including September 2026 were available under Oracle No-Fee Terms and Conditions (NFTC). Oracle plans to offer further JDK 21 updates, beginning with the October 2026 Critical Patch Update, under the Java SE Oracle Technology Network (OTN) License. The exact rights depend on the release, update, use and applicable agreement; this announcement does not establish that every use of Java requires a paid subscription.

Oracle describes JDK 25 as the current long-term support (LTS) release and says its updates are planned to remain under NFTC until October 2028. It also says commercial support for Java 21 through Java SE Universal Subscription remains available until at least September 2031. These are Oracle’s stated plans and support terms, not a blanket licensing determination for an organization’s specific use.

Oracle describes Java SE Universal Subscription as an enterprise-wide, term-based offering with per-employee pricing covering cloud, server and desktop licensing and support. Oracle lists fleet visibility, vulnerability insights, updates for older versions, management services and support among its benefits. Compare the actual cost and terms before deciding
A useful comparison starts with the organization’s documented Java inventory and the agreements that apply to it. Compare an estate-level Oracle cost estimate with the full cost of moving and operating a specific alternative, including support. The survey findings do not establish a universal price advantage for either route.

How to make a lower-risk decision
- Inventory the estate. Record Java versions and update levels alongside the applications, environments, deployment images and teams that use them. Identify who owns updates and support decisions.
- Review the applicable agreements. Map each release, update and use to the relevant terms. For JDK 21, review Oracle’s August 2026 guidance and the planned October 2026 transition; do not infer a subscription obligation solely from the fact that an application uses Java.
- Build comparable cost estimates. Confirm the population and other scope used for any Oracle pricing estimate, then include migration effort and continuing support for the proposed alternative. The sources do not establish a guaranteed saving.
- Name a specific alternative and support arrangement. “OpenJDK” alone does not specify the license, source of updates, support level or operational responsibilities. Verify current documentation and terms for the distribution under consideration.
- Run application-focused compatibility tests. Exercise representative workloads, libraries, deployment images and tooling in a controlled environment. The available evidence does not support assuming that every production workload will behave identically after a runtime change.
- Plan ownership and updates before rollout. Assign responsibility for runtime inventory, patching, support escalation and compliance records, then use a staged rollout with a recovery path appropriate to the organization’s systems.
When staying or switching may fit
Staying with Oracle Java may suit an organization whose agreement and release-specific rights are understood, whose support requirements fit Oracle’s offering, and whose estate-level cost and operational needs justify the arrangement.
Evaluating an OpenJDK alternative may suit an organization seeking a different cost or support model, or responding to concerns about licensing clarity, security or reliability. It should proceed as a distribution-specific, application-tested decision—not an assumption that the label OpenJDK guarantees identical terms, support or behavior.
