If a breaker keeps tripping with nothing plugged in, unplugging appliances does not rule out a problem: a fixed light or hard-wired device may still be connected, the circuit wiring may have a fault, or the protective device may need testing. Remove plugs completely from outlets on the affected circuit. If the breaker will not reset, or trips again with everything unplugged, stop trying and arrange for a qualified electrician to test the installation.
What “nothing plugged in” does—and does not—rule out
An appliance switched off is still plugged in. The Institution of Engineering and Technology (IET) advises removing plugs completely from associated outlets before assessing whether equipment is involved. Even after that, some loads may remain connected: lights and hard-wired appliances do not use ordinary plugs, and equipment elsewhere on the same circuit may have been overlooked.
If all accessible plug-in equipment is removed and the breaker still trips, the cause could be a fault in the fixed installation or an issue with the protective device. The symptom alone cannot identify which one. The IET recommends having a registered electrical contractor test the installation if the breaker or RCD will not reset with equipment unplugged. Why a breaker trips
A protective device interrupts power when it detects conditions it is designed to guard against. A trip is a safety warning to investigate, not simply an inconvenience to reset. The U.S. Consumer Product Safety Commission (CPSC) advises: “Investigate to determine why a fuse blows or circuit breaker trips. Do not simply replace the fuse or reset the breaker.” CPSC consumer advice

Overlooked or fixed equipment
Removing visible appliance plugs may leave a light, hard-wired appliance, or another device on the circuit in service. This is one reason the phrase “nothing plugged in” does not, by itself, show that the circuit is unloaded.
A fault in wiring or the installation
A problem in fixed wiring can cause trips even when plug-in equipment is disconnected. The IET notes that installation faults can follow DIY work, including hanging pictures or shelves. Do not open the panel or inspect wiring yourself; testing the installation is work for an electrician.

The type of protective device
Different devices respond to different hazards. A standard breaker responds to overcurrent; an AFCI (arc-fault circuit interrupter) detects dangerous arcing; and a GFCI (ground-fault circuit interrupter) or UK RCD (residual-current device) responds to ground-fault or leakage current. The device label can help you describe the issue to an electrician, but it does not diagnose the cause. ESFI overview of home electrical protection
A problem with the breaker itself
A faulty protective device is possible, but a trip with nothing plugged in does not establish that the breaker is defective or make replacement the right first step. Have the circuit and device assessed rather than attempting a replacement or fitting a different rating. CPSC warns consumers about incorrect protective-device ratings in its wiring safety guide.

What to do safely
- Identify the affected circuit. Switch off and unplug accessible equipment on it. Remove plugs fully from outlets rather than relying on appliance switches. Do not open the panel or touch wiring.
- Make one normal reset attempt, if there are no warning signs. If everything accessible is unplugged, a single attempt can show whether the breaker will hold. Do not keep resetting it; the IET advises minimizing reset attempts because repeated resets on a continuing fault can damage the device.
- If it stays on, reconnect items one at a time. If connecting a particular item causes another trip, stop using that item until it has been repaired or assessed.
- Stop if it will not hold. If the breaker will not reset with everything unplugged, or trips again before anything is reconnected, arrange for a registered or otherwise appropriately qualified electrician to test the fixed installation.
- Act promptly on warning signs. Burn marks, a hot outlet, buzzing or crackling, smoke, or a burning smell warrant professional attention. Do not keep using the affected outlet or circuit. Electrical Safety First warning-sign guidance
Which terminology applies where you live?
The IET guide is UK-oriented and refers to a consumer unit, RCD, and registered electrical contractor. ESFI and CPSC provide U.S.-oriented guidance and use terms such as circuit breaker, AFCI, and GFCI. Follow local electrical-safety guidance and use an appropriately qualified professional in your jurisdiction.

For breaker- and fuse-related tripping calls, respondents reported standard breakers in 38%, AFCIs in 24%, GFCIs in 19%, fuses in 10%, and dual-function AFCI/GFCI breakers in 9%.
