You need trustworthy data to make decisions that are suitable to the evidence—not merely to collect more information. Data is trustworthy for a particular use when it measures the right thing, comes with enough information about how it was produced, and lets you judge its quality and limitations. Accuracy matters, but it is only one part of the picture.

Why trustworthy data matters

Decisions in technology, business, public services, and everyday life rely on information about the people, systems, or events involved. If that information is incomplete, outdated, biased, or poorly explained, a decision can be confidently made for the wrong reasons. The UK Government Data Quality Framework says data supports evidence-based decisions and service delivery, and warns that poor or unknown quality can weaken evidence and lead to poor outcomes. The UN Statistics Division similarly describes high-quality official statistics as important to informed decision-making, sustainable development, transparent governance, and evidence-based public discussion.

Trustworthy data does not guarantee a correct decision, and not every decision needs perfect data. It gives decision-makers a sound basis for judging what the evidence can support, what it cannot support, and whether the remaining uncertainty is acceptable.

What makes data trustworthy?

Trustworthiness is broader than whether individual values are accurate. The UK framework identifies data-quality dimensions that can affect whether information is fit for a purpose, while Statistics Canada emphasizes that users need quality information to judge fitness for their intended use.

  • Relevance: The data measures the concept, group, or time period your question concerns.
  • Accuracy and bias: Values reflect reality closely enough for the decision, and systematic distortions do not make the results misleading.
  • Completeness and coherence: Expected records and important fields are present, and definitions or values make sense alongside related data. Completeness alone does not prove accuracy.
  • Timeliness: The collection or update date and the period described are recent enough for the intended use.
  • Interpretability and accessibility: Users can find and understand the definitions, methods, caveats, and quality information.
  • Integrity and responsible handling: The data is produced, managed, and shared in ways that support confidence in its origin and use.

The Office for Statistics Regulation distinguishes three related concepts: trustworthiness is confidence in the people and organizations producing data; quality is confidence that data and methods produce assured statistics; and value is whether published statistics meet society’s information needs. These distinctions matter: a reputable source can publish data unsuitable for your question, while technically clean data does not by itself establish impartial or responsible production.

How to assess data before relying on it

Start with the decision you need to make, then check whether the data and its documentation are adequate for that purpose. For a comparison between sources, apply the same questions to each rather than declaring one source universally superior.

  1. Define the decision and population. Ask what you need to know and whether the dataset covers the relevant people, systems, places, or events.
  2. Check how the information was collected. Look for the source, collection and processing methods, definitions, and any known sampling or coverage issues.
  3. Inspect coverage and consistency. Find out whether expected records and key fields are missing, and whether definitions remain comparable across related datasets or time periods.
  4. Check dates and update frequency. Identify the period the data describes, when it was collected or last updated, and whether the delay matters for your decision.
  5. Read the quality notes and limitations. Look for uncertainty, bias, caveats, scope restrictions, and explanations of how the data should or should not be used.
  6. Compare trade-offs against the decision. Consider relevance, accuracy and bias, coverage, timeliness, methods, provenance, accessibility, and interpretability. Choose the source whose limitations are acceptable for this use.

Why metadata and provenance matter

Numbers without context are easy to misread. Metadata should explain what a dataset covers, how and when it was created or updated, where it came from, and what its limitations are. Provenance—the record of a dataset’s origin and handling—helps users understand how information reached its current form.

WHO data principles call for public data to be accompanied by metadata and explanatory notes covering context such as provenance, scope, limitations, application, reuse, traceability, and sharing. They also support transparent audit trails and data that is timely, accurate, comparable, and accessible where technically and legally possible. This documentation helps users assess whether data can be applied to a new question without silently changing what it means.

Why “more data” or a single score is not enough

A larger dataset is not automatically better evidence. More records can still leave out important groups, combine inconsistent definitions, reflect biased collection, or lack the context needed to interpret results. Likewise, a single quality score can conceal a weakness that matters to your specific decision. If a score is used, its dimensions, scope, and intended purpose should be clear.

Quality is also a matter of trade-offs. Data collected quickly may be more current but less complete or less thoroughly checked. Additional validation can take time and resources. The UK Government Data Quality Framework advises prioritizing quality dimensions according to user needs and communicating trade-offs so users are less likely to misunderstand or misuse the data. The practical goal is not perfection; it is making the limits visible and deciding whether the evidence is good enough for the choice at hand.
