Near the equator, daylight hours vary less between seasons, reducing the practical value of shifting an hour of daylight from morning to evening. Each jurisdiction sets its own rules, and places that stop changing clocks do not all keep the same kind of time.
What daylight saving time changes—and what it does not
DST changes the clock, not the amount of daylight. During the relevant season, clocks move ahead one hour, shifting an hour of daylight from morning to evening on the clock. That can make summer evenings seem lighter later, but it does not create additional daylight. NIST explains the U.S. clock change and the rationale commonly given for it.
Why some places choose not to change clocks
Seasonal daylight varies less near the equator
Day length changes less over the year in tropical regions than at higher latitudes. Where sunrise and sunset times remain relatively steady, shifting the clock seasonally may provide less useful change to daily routines. This is a broad geographic tendency, not a rule that determines every jurisdiction’s policy.
Brazil’s Ministry of Mines and Energy says the country’s former DST policy was more effective in the South, Southeast, and Center-West, farther from the equator, where summer days are longer than in the North and Northeast. Latitude helps explain the potential payoff, but does not by itself explain every country’s choice. Brazil’s ministry describes its assessment of the policy.

Energy savings depend on local conditions
DST has often been promoted as a way to reduce energy use by moving daylight into evening hours, but savings are not automatic; NIST notes that the amount of energy saved remains debated. The result can depend on when people use lighting, heating, cooling, and other equipment.
Brazil’s Ministry of Mines and Energy says studies conducted in 2019 found that changing equipment-use patterns had shifted the country’s electricity-demand peak into the afternoon. The ministry concluded that the expected savings and reduction in nighttime demand were no longer materializing, so DST was no longer advantageous from the electricity sector’s perspective. That is Brazil’s policy explanation, not proof that DST has the same effect everywhere. The ministry’s explanation is specific to Brazil.

Residents and institutions may value a stable schedule
A government may decide that consistency for families, businesses, and public services matters more than seasonal clock adjustments. The Northwest Territories is ending its twice-yearly changes on November 1, 2026. Its government says residents will remain at UTC−06:00 year-round, keeping the offset previously used during Mountain Daylight Time rather than reverting to standard time. The territory says its 2022 online survey drew more than 3,500 participants, with over 87 per cent supporting an end to the changes; the most common preference was to keep Mountain Daylight Time year-round. The territorial government announced the change and its rationale.
Who decides whether a place observes DST?
There is no worldwide authority that requires countries to observe DST or sets one global clock-change schedule. Governments establish time-zone rules within their jurisdictions, and the dates and policies can differ. NIST notes that some governments change rules with little notice. NIST describes the international variation.

In the United States, the Department of Transportation oversees time zones and uniform observance rules. Under the Uniform Time Act, a state may opt out of DST by state law. States that observe it follow federally mandated start and end dates; under current federal law, states cannot choose permanent DST on their own. The U.S. Department of Transportation summarizes the governing framework.
Why Arizona is not a simple example
Most of Arizona does not observe DST, as do Hawaii, American Samoa, Guam, Puerto Rico, and the U.S. Virgin Islands, according to NIST. The Navajo Nation does observe DST, including areas within Arizona, so it is inaccurate to say every part of the state follows the same clock rule. NIST lists U.S. areas that do not observe DST and notes the Navajo Nation exception.

Not changing clocks does not always mean staying on standard time
A place that ends seasonal changes can select a fixed offset different from its former winter standard time. The Northwest Territories’ scheduled switch illustrates this: from November 1, 2026, it plans to stay at UTC−06:00 year-round, preserving its former Mountain Daylight Time offset. The territorial government says this will align the territory’s time with Alberta and Saskatchewan. The Northwest Territories announcement specifies the fixed offset and effective date.
How widespread is DST?
In its 2026 compilation, timeanddate counts 70 countries using DST, 73 that used it previously but no longer do, and 106 that have never used it. These are the site’s secondary compilation figures, not an official global census; its tables may count territories and regional arrangements separately, and totals can change as governments revise their rules.
