For enterprise SaaS, data archival is a governance decision as much as a storage choice. Organizations must keep records usable and retrievable for as long as their business, contractual, or legal purposes require, then dispose of them under an approved schedule. Moving old data to a cheaper tier may help manage cost, but it does not by itself provide sound records management.
Why SaaS data archival is a governance issue
Using a SaaS provider does not transfer an organization’s responsibility to decide what information is a record, how long it must be retained, who may access it, and when it should be disposed of. The service may not support every required disposition, archival transfer, or permanent deletion workflow.
For U.S. federal agencies, the National Archives and Records Administration (NARA) warns that SaaS applications may lack the ability to apply disposition schedules, transfer archival records, or permanently delete temporary records. Its guidance highlights lifecycle integrity, links between records and metadata, authorized access, portability, and provider continuity. NARA Bulletin 2010-05 states: “In the SaaS service model, the agency may maintain records in contractor-provided clouds, and any negotiated contract language will need to address specific records management responsibilities.” This is federal-agency guidance, not a blanket statement of private-sector law; the bulletin was published in 2010 and is labeled as expiring when revoked or superseded. Organizations should check current requirements for their jurisdiction.

UK government guidance likewise calls for assessing record-management obligations and the risks of migrating away from a SaaS tool. It recommends checking that information can be retrieved or removed safely, and points to audit trails, policy-based retention and deletion, and search capability. Its legal references and mandatory language apply to UK government use, so private organizations should apply their own legal and regulatory requirements. See the UK government’s SaaS guidance.

Systematic retention and disposal also affect operational efficiency, risk, and sustainability. AWS recommends defining lifecycle policies, automating their enforcement, and logging disposal actions. That is vendor guidance, not an independent measurement of savings. The strategic benefit is a controlled information lifecycle—not a guaranteed reduction in total cost.
Choose among keeping data active, tiering it, archiving it, or deleting it
Start with the data class, its purpose, and its access pattern. The right choice depends on more than the age of the data or a storage tier’s advertised price.

Microsoft’s Azure Well-Architected guidance distinguishes storage, transaction, and latency costs. Less frequently accessed data may suit a lower-cost, slower tier, while active workloads need faster access. As Microsoft Learn puts it, “Archival data uses a lower-cost resource with slower retrieval time.” The guidance recommends basing retention on legal, regulatory, or internal policies, automating tier movement where appropriate, and simulating large-scale lifecycle actions before executing them. Assess purpose and retention schedule
Identify the business process, legal obligation, contractual duty, or historical purpose that justifies keeping each data class. Define when retention starts, what event ends it, and who owns the schedule. Avoid keeping information indefinitely simply because storage is available.
Match the tier to access needs
Establish how often information is read, which users need it, and the acceptable delay for retrieval. A lower storage charge may come with slower access and additional charges for operations or retrieval. Compare total lifecycle costs rather than storage price alone.
Preserve record integrity and controls
An archive needs more than file contents. Determine whether records remain readable, whether links to metadata and related documentation survive, and whether access restrictions, legal holds, authorized deletion, and audit evidence can be maintained.

Plan portability and disposition
Before data becomes cold—or a contract ends—confirm that it can be exported in usable formats and that export can be tested periodically. Establish how authorized deletion will be performed and evidenced, subject to applicable holds and law.
Decide whether an archive belongs inside or outside the SaaS product
Not every SaaS application needs a separate archive. Some products offer retention labels or mailbox archive functions; other records may need to be exported to an archive outside the application. Choose based on the records’ requirements, not on a blanket rule to move old data.
Microsoft says high-value business, legal, or regulatory recordkeeping should use records-management capabilities rather than relying only on general data lifecycle management. Check current product features and licensing against the organization’s requirements. Microsoft’s Purview records management guidance describes the product category; it does not establish that a particular configuration or license meets every organization’s needs.

Build the archive around an implementation sequence
- Inventory systems and information. List SaaS services, data classes, record owners, data locations, and relevant contracts.
- Identify the record copy and schedule. Assign ownership for the authoritative record copy and its retention schedule. Include metadata and related documentation in the plan.
- Set lifecycle requirements. With legal, records, security, and business owners, define access, preservation, legal hold, archive, export, deletion, and restoration requirements.
- Check provider capabilities and contract terms. Confirm requirements for retention, export, deletion, subcontractors, audit evidence, and handling data when the service ends.
- Select storage tiers by access and recovery needs. Evaluate lifecycle costs rather than relying on a storage price alone.
- Pilot automated policies. Simulate large-scale movement or deletion, preserve logs, test retrieval, and periodically test export portability before relying on the workflow.
- Review schedules and changes. Reassess when business needs or services change, and dispose of data when retention expires unless a hold or other authority requires continued retention.
NARA recommends involving records staff during cloud planning, identifying the record copy, applying schedules, testing transfers, planning format migration, and addressing portability and access. Its guidance assigns these responsibilities to U.S. federal agencies; other organizations can adapt the controls to their own frameworks.
The Cloud Security Alliance’s provider guidance similarly recommends documented retention, archiving, and deletion policies aligned to legal, regulatory, contractual, and business requirements. It also addresses subprocessor agreements, audit logs, recovery arrangements, and deletion of customer data after service termination.

AWS’s service page, checked in 2026, publishes 99.999999999% durability for its archival storage solutions. This is an AWS-published figure, not an independently validated result or a measure that applies to every provider. AWS also says its archival storage solutions start at about $1 per terabyte per month. Treat that as a vendor’s starting-price statement, not a quote for a particular workload: retrieval, requests, minimum storage durations, region, and current pricing conditions can affect total cost. These figures do not answer whether an archive meets an organization’s retrieval, legal, security, export, or deletion needs. Compare offerings using those requirements and total lifecycle cost, and verify current service features and prices before making a decision.
Use a records framework, not indefinite accumulation
NARA’s Universal Electronic Records Management Requirements, Version 3, released in 2023, organizes requirements into six sections: capture; maintenance and use; disposal; transfer; metadata; and reporting. That structure is a useful way to check whether an enterprise SaaS lifecycle plan covers the record from creation through authorized disposition. The requirements are a NARA framework, not a substitute for the laws and schedules that apply to a particular organization.
Archival becomes strategic when it connects the business purpose of information to its retention, protection, access, portability, and eventual disposal. A cheaper tier can be part of that plan, but it cannot replace one.
