Concrete defenses can reduce erosion and flooding for the places they are designed to protect, but they cannot address every coastal risk or replace the work done by wetlands, reefs, dunes, and other living systems. The strongest approach depends on local hazards, habitats, engineering, upkeep, and how well each option has been monitored.

What concrete defenses can—and cannot—do

Seawalls, levees, and other engineered structures are established tools for limiting shoreline erosion and flood impacts. They can protect particular assets under the conditions considered in their design. That does not make them a complete coastline strategy: a fixed structure cannot by itself restore ecological processes, provide habitat, or deliver the other benefits associated with natural coastal systems.

Protection is site-specific. A structure’s performance depends on the hazard it faces, its design and maintenance, and local conditions. It should be assessed against the actual risks to people and assets, rather than treated as a universal answer for every shore.

What nature-based and hybrid protection mean

Natural and nature-based features

Coastal protection can involve salt marshes, mangroves, oyster and coral reefs, seagrass, kelp, and dunes. Depending on location and conditions, these features can help reduce hazards while also supporting habitat, water quality, recreation, and other ecosystem services. Those co-benefits matter, but they do not guarantee protection at every site or remove the need for engineering and monitoring.

Hybrid approaches

Hybrid projects combine engineered structures with nature-based features. A 2024 meta-analysis found that hybrid measures provided the highest hazard reduction among the categories it assessed, and reported soft and hybrid measures as more cost-effective than hard measures in its comparison. The authors advise applying these findings with the local risk context in mind; they are not a universal ranking for every coastline or project. Read the 2024 meta-analysis.

How the options compare

No approach can be ranked independently of the site. A sound comparison asks whether each option addresses the local hazard, how it may perform during extreme events and as sea levels change, what co-benefits matter, what upkeep and long-term costs entail, and what the evidence actually shows.

What the evidence does—and does not—show

NOAA’s National Centers for Coastal Ocean Science searched 37,000 scientific articles published since 1980 for its synthesis of nature-based coastal protection. That is the number of articles searched, not the number of studies demonstrating effectiveness. Among the mapped nature-based interventions, 45% were in salt marshes, 26% in mangrove forests, and 20% in shellfish reefs; seagrass and coral reefs each accounted for 4%, while kelp accounted for less than 1%. These figures describe where the mapped evidence is concentrated, not which ecosystem works best. See NOAA’s evidence map and synthesis.

The evidence has important limits. NOAA reports that assessments commonly emphasize ecological and physical outcomes, while social and economic outcomes remain under-studied. Many evaluations are local and last less than a year to five years, which limits confident conclusions about long-term performance or transfer to other places.

A 2025 U.S. Geological Survey review identifies a continuing uncertainty: how natural habitats and nature-based features integrated with traditional engineering withstand extreme events, and where their protective capacity breaks down. Long-term monitoring is therefore important. NOAA says it will examine project sites five or more years after implementation to understand the benefits they provide and how those benefits change as sites mature and evolve. What the economic figures mean

NOAA’s Office for Coastal Management estimates that U.S. coastal wetlands provide $23.2 billion in annual storm-protection services. This is a U.S. estimate of annual services, not a guaranteed return for a particular wetland or project. NOAA also reports benefit-to-cost ratios greater than 7:1 for wetland and reef restoration in the Gulf of America. How to choose a protection strategy

  1. Define the risk and what must be protected. Identify the relevant hazards and assets; a measure suited to one location or design condition may not address another risk.
  2. Check local physical and ecological fit. Consider wave energy, sediment, and existing habitat when weighing structures, nature-based features, or a combination.
  3. Compare more than immediate hazard reduction. Include extreme-event performance, changing sea levels, habitat and other co-benefits, maintenance, and long-term cost-effectiveness.
  4. Check the strength and duration of the evidence. Local, short-term evaluations cannot establish how a project will perform everywhere or over decades. Plan for monitoring that can capture changes over time.

Concrete remains useful where engineered protection fits the assets and risks. The limitation is relying on it alone: coastal resilience also depends on local natural systems, suitable combinations of measures, and evidence gathered over time.
