A busy signal does not prove your Samsung phone is physically in use, and it does not identify one cause on its own. The issue may be a blocked caller, Do Not Disturb, call forwarding, a SIM or network problem, or a carrier account or service setting. Check the reversible phone settings first, testing after each change; if calls still fail, contact your carrier with exactly what callers hear.
First, narrow down what is happening
Before changing settings, ask someone to call and note the result. Does the problem affect one caller or everyone? Can you place outgoing calls, and does your phone show mobile service? Do callers hear a busy tone, voicemail, or a recorded announcement? Did it start after a settings, SIM, or carrier change? These observations can help you explain the issue to support, but none proves the cause by itself.
Check blocked callers and Do Not Disturb
If only certain people cannot reach you, check whether their number is blocked and whether their contact details are saved correctly. In the Samsung Phone app, open the blocked-number list and remove the number if it was blocked by mistake. Samsung also recommends checking relevant blocked-number settings in Messages or Contacts.
Turn off Do Not Disturb temporarily, then ask the caller to try again. Samsung recommends checking this setting when calls are not received, but does not say that Do Not Disturb always makes callers hear a busy signal. Test rather than assuming it explains the tone. Samsung’s call and text blocking troubleshooting covers blocked numbers, contact details, and Do Not Disturb.

Review call forwarding when busy
Call forwarding can route incoming calls to another number when your phone is busy, unanswered, or unreachable. Check the “Forward when busy” option if it is available on your Galaxy and you do not intend to use it.
- Open the Phone app and tap More options.
- Tap Settings > Supplementary Services.
- Select Call forwarding for the relevant SIM, then choose Voice Calls.
- Open Forward when busy and tap Disable if you want to turn it off.
This is Samsung’s path in its Philippines instructions; labels and availability vary by Galaxy model, software version, SIM, carrier, and market. If the menu is missing or looks different, ask your carrier how to check forwarding on your service. Do not assume forwarding is enabled—or responsible—unless you verify it. Restart, then reset mobile-network settings if needed
Restart the phone and test another call. If the problem remains, Samsung’s US troubleshooting guidance recommends resetting mobile-network settings. On supported software, go to Settings > General management > Reset > Reset mobile network settings. The wording can vary by model and software version.

Check the SIM, account, and carrier service
If calls are still failing, check that the SIM is seated correctly and shows no obvious damage, but follow your device’s instructions before removing it. Samsung advises contacting the carrier for SIM testing or replacement. If you can use another active phone on the same network, a carrier-guided SIM swap may help narrow down whether the issue follows the SIM; it is not a substitute for carrier diagnosis.
Confirm with your carrier that your account is in good standing and calling service is active. If you kept the phone when changing carriers, Samsung notes that the new carrier may need to reprogram it. Tell support whether one caller or everyone is affected, whether you can make outgoing calls, and whether callers hear a tone, voicemail, or a recording. If there is an announcement, give the carrier its exact wording. Samsung’s guidance for calls you cannot make or receive recommends checking account and service status and contacting the carrier about SIM or network issues.

Consider apps or a device fault only after simpler checks
If the carrier and basic settings checks do not explain the problem, Samsung’s US troubleshooting flow suggests testing in Safe mode. If calls work there, a downloaded app may be involved; remove recent apps one at a time and retest to identify a possible cause.
Factory reset is a late option, not a first fix: it erases data, so back up important information before proceeding. If calling still fails after device troubleshooting, contact the carrier; Samsung also provides support or repair-service escalation for a suspected device fault. A reset cannot correct a carrier-side service or provisioning problem. Samsung’s call troubleshooting flow includes Safe mode, factory reset, and support escalation.

Other possibilities vary by region and carrier
Samsung Korea’s guidance for calls that cannot be received also lists weak or unstable signal, SIM malfunction, hidden caller-ID filtering, and carrier add-on services as possibilities. It recommends checking signal and carrier services, reseating the SIM where appropriate, restarting, and using Samsung Members diagnostics. These are regional support suggestions, not universal menu instructions: available services and options depend on your carrier and market.
