Business leaders should invest in application quality because it shapes whether customers and employees can complete important tasks, whether operations stay dependable, whether security weaknesses are managed, and how safely the business can change its systems. The case is not that more testing guarantees a fixed return. It is that leaders can treat quality as a business capability, identify the outcomes that matter locally, and fund improvements against measurable risks and needs.

What application quality means to the business

Application quality is broader than defect counts or whether software passes a test suite. It includes the outcomes people experience when they use an application, its reliability in normal and exceptional conditions, its exposure to security vulnerabilities, and the effort and risk involved in maintaining or changing it.

That makes quality a portfolio of observable outcomes rather than a single score. A polished interface cannot compensate for frequent outages; a stable service may still frustrate users or be difficult to change. The right balance depends on the application’s role, the people who rely on it, and the consequences of failure.

Applications are often where customers and employees encounter a business’s products and services. Problems such as confusing workflows, slow or failed transactions, and inaccessible features can obstruct those outcomes. DORA’s 2024 research connects end-user focus with product quality and organizational performance. Operational reliability and the cost of failure

When software failures interrupt important work, the cost can extend beyond the engineering team: customers may be unable to transact, staff may need workarounds, and recovery may consume time and resources. CISQ’s 2021 announcement of its report on the U.S. cost of poor software quality estimated approximately $2.08 trillion in costs for 2020. Its components were $260 billion for unsuccessful IT and software projects, $520 billion for poor-quality legacy systems, and $1.56 trillion for operational software failures. CISQ says the report aggregates publicly available source material. These are historical U.S. aggregate estimates, not current global costs, recoverable savings, or a forecast for an individual business. Security risk management

Application quality also includes how an organization prevents vulnerabilities, finds them before exploitation, and reduces their potential impact. NISTIR 8151 sets out those three categories of technical approaches. It is foundational guidance published on December 1, 2016, not a current vulnerability statistic or a promise that a particular investment will prevent a breach. NISTIR 8151

IBM’s 2024 Cost of a Data Breach report gives a global average breach cost of USD 4.88 million across 604 breached organizations in its study. Changeability and the cost of sustaining systems

Hard-to-change systems can constrain product updates, compliance work, integrations, and other business changes. CISQ’s report identifies poor-quality legacy systems as a material part of the estimated U.S. economic burden. For an individual company, the useful question is not whether an industry total applies directly, but whether the effort, delay, and risk involved in changing its own applications are increasing.

Why speed alone is not a quality strategy

Delivery throughput matters, but it is not a substitute for stability or user outcomes. DORA’s 2024 research reports that AI adoption can improve individual productivity while negatively affecting delivery stability and throughput, and it emphasizes robust testing and small batches. The implication for leaders is to evaluate changes in delivery practice across multiple outcomes rather than treating faster output or deployment as proof of better quality. DORA’s findings describe reported patterns, not guaranteed effects for every organization.

“It just takes one major outage or security breach to eliminate the value gained by speed to market.”

Dr. Bill Curtis, Executive Director of CISQ, made that statement in the organization’s January 6, 2021 announcement of its 2020 report. It captures a tradeoff leaders should test against their own operating context, not a prediction that every fast release causes an outage or breach.

How to build a business case for application quality

1. Start with a local baseline

Choose the application or service that matters to a business outcome, then record its current performance before making a change. Use measures that reflect the way it is used and operated, such as:

  • User outcomes: task completion, failed transactions, user-reported friction, or another signal tied to the application’s purpose.
  • Operational performance: service interruptions, failed jobs or transactions, time to restore service, and the effort required to investigate incidents.
  • Delivery stability and throughput: how frequently useful changes reach users and whether releases are followed by disruptions or rework.
  • Security exposure: relevant vulnerability findings, time to address them, and whether controls are preventing, detecting, or limiting impact.
  • Changeability: the effort and lead time for representative changes, including workarounds or dependencies that make changes risky.
  • Sustainment cost: the time and resources spent operating, supporting, and modifying the application.

Use measures your organization can define consistently. Do not substitute a single engineering metric for the user, operational, security, and changeability outcomes that matter to the business.

2. State a testable hypothesis

For each proposed initiative, say what problem it addresses and what observable signal should change. For example: “Adding automated checks for the highest-risk checkout paths should reduce failed purchases after releases, without materially increasing the time to deliver a change.” This is a hypothesis to measure, not a promised result.

3. Agree on the measurement window, owner, and tradeoffs

Set a measurement window that is meaningful for the application and its usage patterns. Assign an accountable owner, note what else could affect the result, and decide which tradeoffs are acceptable. An initiative may improve one outcome while adding time, cost, or operational complexity elsewhere; record those effects instead of hiding them inside a single quality score.

4. Compare initiatives against the same baseline

Use a common baseline and compare proposals across user outcomes, operational failure and recovery, delivery stability and throughput, security exposure, legacy-system changeability, and ongoing cost or effort. This makes it easier to distinguish a local improvement from a metric that moved for unrelated reasons.

5. Measure iteratively and adjust

Review actual results against the hypothesis, then continue, change, or stop the initiative based on what the evidence shows. DORA advises: “Organizations are encouraged to assess their current baseline, formulate hypotheses, and measure the impact of changes iteratively.” The available sources do not establish a universal quality score, target, or payback period; those need to be set in the context of each business and application.

Where leaders can direct investment

The appropriate investment follows the problem found in the baseline, rather than a generic mandate to buy more testing or adopt a particular tool. Depending on the application, leaders might fund work to:

  • Improve the workflows most important to customers or employees, then verify that people can complete those tasks.
  • Strengthen checks around high-consequence functions and use smaller, well-tested changes where that addresses delivery risk.
  • Improve monitoring, incident diagnosis, and recovery so teams can detect and restore service when failures occur.
  • Integrate vulnerability prevention, detection, and impact reduction into the application’s development and maintenance practices.
  • Reduce the cost and risk of changing a legacy application when evidence shows that changeability is obstructing business needs.
  • Give teams time to measure whether a change improved outcomes and to revise it when it did not.

These are investment directions, not guaranteed-return prescriptions. Prioritize according to the importance of the application, the observed baseline, and the consequences of its failure or deterioration.

How to tell whether the investment is working

Look for a meaningful change in the outcome the initiative targeted, while checking the other dimensions that could be affected. A testing change, for example, should be judged not only by test coverage but also by the relevant user and operational outcomes, delivery stability, and the time required to maintain the checks.

Be explicit about what the evidence supports. A local improvement after an initiative is useful information, but it does not automatically prove the initiative caused the entire change. Account for concurrent product, staffing, platform, and usage changes where possible. Keep the baseline and measurement method consistent so later decisions are comparable.

Is application quality the same as software testing?

No. Testing is one way to find or prevent defects. Application quality also concerns user outcomes, operational reliability, security risk, and how safely and economically an application can change.

Does investing in quality always slow delivery?

Not necessarily, but the effect depends on the work and how it is implemented. Measure delivery speed alongside stability, user outcomes, and the effort required to sustain the changes.

Can an industry cost estimate tell my company how much it will save?
