Automation can reduce repetitive work, but it does not automatically reduce the total effort needed to get a job done. New work can appear in setup, monitoring, exception handling, maintenance, and coordination. Whether the change pays off depends on the whole workflow: who does what before and after automation, how often it needs attention, and whether the redesigned process improves end-to-end results.

Why does automation create more work?

Automation changes where work happens; it does not make every surrounding task disappear. A system may perform a routine step quickly while people take on new duties to configure it, watch for failures, handle unusual cases, and keep it aligned with changing software or business processes. Those costs can outweigh time saved in some settings, but that is not inevitable: suitable job design can also improve productivity.

Maintenance grows as systems and workflows change

An automated process depends on its inputs, interfaces, rules, and connected software continuing to behave as expected. When one changes, someone may need to diagnose defects, update dependencies, revise the workflow, or improve the surrounding process.

A 2024 study of GitHub Actions workflow files examined their evolution in almost 200 mature projects across ten programming languages. The authors identify defect correction, dependency updates, refactoring, bug fixing, and CI/CD improvements as relevant maintenance activities. Those projects describe a software-workflow setting, not the maintenance burden of automation in every industry. IEEE study on GitHub Actions workflow maintenance.

Robotic process automation (RPA) has a similar lifecycle concern: maintenance can become more burdensome as implementations scale. A chapter by Noppen and coauthors proposes 11 guidelines for low-maintenance RPA implementations, drawing on literature and four case studies and validating the guidelines with experts. The public university record summarizes the work but does not expose the full set of guidelines, so the number should not be mistaken for a checklist reproduced here. Oversight shifts work rather than removing it

When a system performs the routine action, an operator may still need to monitor it, intervene when it fails, and decide what to do with cases it cannot handle. The task becomes less hands-on in ordinary conditions but may require attention at precisely the moments when a mistake is costly.

The European Union Agency for Railways cautions that automation can increase or decrease mental workload depending on circumstances. Too little workload can also be harmful: underload may reduce performance, just as overload can. Its rail and human-factors guidance is a useful reminder that reducing manual steps alone is not a complete measure of whether work has improved. ERA, Automation Myth Busting Paper #3.

Implementation adds learning and coordination work

People need to adapt when technology changes task boundaries. They may learn new skills, agree on who approves or recovers work, and coordinate decisions across human and digital systems. If those responsibilities are unclear, the automation may add handoffs and case-by-case work instead of simplifying the process.

NIST’s manufacturing guidance warns that human and digital knowledge systems can remain separate, leaving people and machines disadvantaged even when they share goals. It recommends a hybrid approach in which technology augments human intelligence, and notes that adoption is hindered when the organizational or cultural problem being addressed is unclear. A process study of five robotization projects in one chemical-industry organization found that workload and skill requirements could expand during implementation. The researchers theorized that demands may contract once workable configurations emerge; involving employees in defining automation and augmentation was associated with protecting accountability. How can you avoid creating extra work when automating a process?

Start with the work problem, not a tool. Then map the full task, decide how people and automation will share responsibility, and test whether the complete process improves. The following steps are practical design recommendations informed by the cited sources; they are not a universally validated formula.

1. Define the problem and the outcome

Write down the bottleneck, who experiences it, and what measurable change would count as an improvement. For example, distinguish “reduce time spent entering routine records” from “improve end-to-end turnaround without increasing review or correction time.” NIST’s guidance highlights unclear organizational or cultural purpose as a barrier to using technology effectively.

2. Map the whole task, including exceptions

Before automating, record the normal path as well as what happens when information is missing, an approval is delayed, an input is unusual, or a connected system is unavailable. Include handoffs and recovery steps. Otherwise, the apparent time saving may simply move work to a reviewer or support team.

  • List the inputs, decisions, approvals, and outputs.
  • Identify common exceptions and the person responsible for resolving each one.
  • Note which interfaces, rules, or dependencies could change and what must happen when they do.

3. Design human and automated responsibilities together

Make it explicit who monitors the workflow, makes decisions the system cannot safely make, handles exceptions, and owns recovery. Check both workload extremes: continuous alerts and frequent interventions can overload people, while long periods of passive monitoring can create underload. The ERA guidance supports treating workload as something to optimize, not simply minimize.

4. Involve the people who do the work

Ask affected employees where automation would remove friction, which judgments should remain human, and what information they need when something goes wrong. Their participation can expose hidden steps and clarify accountability during the transition. The chemical-industry study supports active inclusion in its bounded setting; it does not establish that the same approach guarantees a particular result everywhere.

5. Assign an owner and budget for upkeep

Automation needs a named owner and time for monitoring, documentation, bug fixes, dependency or interface changes, and periodic review. Include this work when estimating the expected benefit, rather than treating maintenance as an unexpected exception. RPA research and the GitHub Actions study both document maintenance as a real part of automated workflows.

6. Pilot the redesigned task and measure net work

Test the automation in the setting where it will be used. Compare time saved in the automated steps with setup, review, exception, maintenance, and coordination time. Also check accuracy, delays, backlog, and workload for the people involved. There is no single measurement formula established across the cited sources, so choose measures that reflect the actual bottleneck and costs in your process.

Job design matters alongside the technology. In a supermarket cashier field experiment, Gong and Png found that specialization enabled by automation increased scanning productivity by more than 10% in the studied setting. That result is specific to that experiment; it is not a general estimate of automation’s productivity effect. Gong and Png, Management Science.

What the evidence does—and does not—show

The examples establish several plausible sources of added work: upkeep, oversight, adaptation, and coordination. They also show that automation can improve productivity when paired with suitable task design. They come from different contexts—manufacturing guidance, rail human-factors guidance, RPA implementations, GitHub Actions projects, a supermarket experiment, and five robotization projects in one chemical-industry organization—so they should not be combined into a universal estimate of work gained or lost.

No cross-industry figure in these sources quantifies how much extra work automation creates overall. The useful test for an individual project is therefore its own end-to-end result: whether time and effort removed from routine steps exceed the ongoing work introduced elsewhere, without creating unacceptable workload or accountability gaps.
