Android can stop or reject a foreground service for several different reasons: a background-start restriction, a missing service-type permission or prerequisite, a missed promotion deadline, or a runtime timeout. The first step is to inspect the exception and logs—not to assume the phone is killing the app. The right fix depends on the service’s failure, the device’s Android version, and the app’s target SDK.
What “stopped” can mean
A foreground service performs work noticeable to the user and shows an ongoing notification. Android distinguishes that work from background tasks that do not need persistent, user-visible status; for those tasks, it recommends considering another background-work option. A service that vanishes is not, by itself, a diagnosis. Android may reject its start or creation, the app may crash because it failed to promote the service, or a time-limited service may fail to stop when required. A device-specific disappearance is also possible, but the symptom alone does not establish a universal cause.
Start with the failure evidence
- Capture the exact exception or ANR. Check the app’s crash stack trace, Logcat, and any relevant ANR report. Look for names such as
ForegroundServiceStartNotAllowedException,SecurityException,ForegroundServiceDidNotStartInTimeException, or a timeout-relatedRemoteServiceException. Match the recorded exception and message to a rule before changing code. Android’s foreground-service troubleshooting guide describes these failure paths. - Record both Android release and target SDK. Restrictions depend on the app’s target SDK as well as the device OS. Android 12 (API 31) introduced general background-start restrictions for apps targeting API 31 or later; Android 14 (API 34) added stricter type prerequisites; Android 15 (API 35) added limits for certain service types.
- Trace where and how the service was started. Determine whether the app was visible, what initiated the work, and whether the exact conditions for a documented exemption were satisfied.
- Check the service type, permissions, and runtime prerequisites. Compare the service’s actual work with its manifest declaration and verify required permissions and grants before starting it.
- Check startup and completion paths. If the caller uses
Context.startForegroundService(), verify that the service promptly promotes itself. For time-limited services, confirm that work ends within the applicable limit and that timeout handling stops the service.

Check whether the start was allowed
For apps targeting API 31 or later, Android generally restricts foreground-service starts from the background. Exceptions exist, but they have specific conditions; some apply only within a short window. A background message or event is not automatically permission to launch a service. Check the relevant exemption in Android’s background-start rules and verify that the event met its conditions.

When no exemption applies, change the flow so the user begins the operation while the app is visible, or choose a background-work API suited to the task. If the start follows high-priority Firebase Cloud Messaging, inspect the message’s delivered priority rather than assuming it remained high priority.
Check service types and access prerequisites
For apps targeting API 34 or later, Android checks foreground-service type prerequisites when the service is created. The manifest should declare the type that matches the work, and the app must meet that type’s permission and runtime requirements. A correctly declared type does not bypass restrictions on access to sensitive resources.

In particular, camera, microphone, location, and some health permissions are limited by while-in-use rules. The app’s being eligible for a background service start does not necessarily mean it can begin using one of those resources while backgrounded. Review the type-specific prerequisites and the point at which the service is created.
Promote the service promptly
When code calls Context.startForegroundService(), the service must promptly call ServiceCompat.startForeground() and supply a valid notification and the appropriate type. Doing lengthy initialization or work first can leave the service unpromoted long enough for Android to raise ForegroundServiceDidNotStartInTimeException. Keep promotion on the fast startup path, then proceed with the work.

Handle Android 15 time limits
For apps targeting API 35 or later, Android 15 gives dataSync and mediaProcessing foreground services an aggregate six hours of background runtime per type during a 24-hour period. This is a platform limit described by Android’s documentation, not a per-service allowance: same-type services share the app’s budget, and the two types have separate budgets. The documentation says the timer resets when the app returns to the foreground. When a limit expires, Android invokes Service.onTimeout(int, int); the service has only a few seconds to stop. Implement the timeout callback where applicable and stop the service promptly. Do not start new work in the callback or assume that catching a timeout-related exception will extend the limit. If the task regularly outlasts the budget or does not need continuous user-visible operation, use a more suitable background-work approach.

Android 15 also changes some start conditions: certain foreground-service types cannot be launched from a BOOT_COMPLETED receiver, and for apps targeting API 35 or later the SYSTEM_ALERT_WINDOW background-start exemption requires an overlay window to be currently visible. Choose a different background-work approach when needed
A foreground service is appropriate when the work is noticeable to the user and merits its ongoing notification. If it does not need that user-visible treatment, or cannot meet the service’s start and duration limits, consider another background-work API. Make the choice based on:

- Visibility: Does the user need ongoing status in a notification?
- Start conditions: Must the work begin while the app is backgrounded, or can a visible user action initiate it?
- Access: Does the task need location, camera, microphone, or other access restricted by while-in-use rules?
- Duration and interruption tolerance: Can the task finish within applicable limits, and can it tolerate deferral or interruption?
- Delivery needs: Can a job-oriented API meet the required timing and completion behavior?

When logs do not identify the cause
If no relevant exception or ANR appears, collect the app and system traces, then record the device model, Android release, app target SDK, and the sequence that preceded the disappearance. Those details help distinguish an app-level failure from device-specific power management or other behavior. The available Android guidance does not establish a single cause for every unexplained, vendor-specific service disappearance.
