AI governance is how an organization keeps track of the AI systems it uses, assigns people to manage their risks, and checks those systems throughout their lifecycle. It is not a one-time policy or a guarantee of safety or compliance. NIST’s voluntary AI Risk Management Framework (AI RMF) treats governance as a continuous part of managing AI risk; the practical work is to make that responsibility visible, owned, and repeatable.
What AI governance means in practice
AI governance connects organizational decisions about AI to the people, processes, and controls that carry them out. It covers more than a written policy: leaders need to know which systems are in use, understand the context in which each is used, decide who can approve or change it, and provide ways to monitor problems and respond.
NIST’s AI RMF 1.0 organizes risk-management outcomes into four functions: Govern, Map, Measure, and Manage. They are not a prescribed checklist or a sequence of steps. NIST describes the functions as continuous, context-sensitive work, with Govern informing the other three across an AI system’s lifespan and the organization’s hierarchy. The framework was published on January 26, 2023, is voluntary, and is being revised, according to NIST’s framework page.
- Govern: establish accountability, policies, roles, and practices for managing AI risk.
- Map: understand the system’s purpose, context, affected people, and potential risks before deciding whether to proceed.
- Measure: assess and analyze risks using appropriate methods and evidence.
- Manage: prioritize and address identified risks, then monitor how they change.
These functions help an organization structure its decisions; they do not by themselves certify a system or establish that a particular legal obligation has been met.

Why governance cannot stop at approval
An AI system can change as its data, software, suppliers, users, or operating environment change. A decision that seemed reasonable at launch may need to be revisited when new information appears or the system is used in a different context. Governance therefore needs to cover the system’s lifecycle, including the possibility of changing or safely retiring it.
The operational value is straightforward: a reliable inventory makes systems visible; named owners make decisions accountable; risk assessment directs attention; and monitoring and incident processes give the organization a way to respond. These practices can improve oversight, but they do not eliminate risk. The appropriate level of effort depends on the system and its context, rather than being identical for every organization.

How to make AI governance operational
1. Build and maintain an AI inventory
Record AI systems used or developed by the organization, including relevant third-party tools and services. For each entry, capture enough context to identify its purpose, where it is used, who owns it, and which business process depends on it. NIST identifies system inventory as a governance outcome; a current inventory gives risk assessment and review a defined starting point.
2. Map the use before deciding to proceed
Describe the system’s intended use and operating context, the people or processes it may affect, and the important dependencies around it. Consider what could go wrong and who could be affected. NIST’s Map function treats this context as support for an initial go/no-go decision about whether to design, develop, or deploy a system—not as an automatic approval.

3. Assign decision-makers and prepare the people involved
Document roles, authority, and communication lines so teams know who can approve deployment, raise concerns, or require a change. NIST calls for executive responsibility for AI risk decisions, as well as training for staff and partners. A policy is more useful when the people expected to follow it understand their responsibilities and know how to escalate an issue.
4. Assess risks and choose controls suited to the context
Use the Map function’s context to decide what should be measured, how evidence will be gathered, and which risks need action. A single review method will not fit every system. NIST’s framework calls for risk-based levels of activity and for legal requirements to be understood and managed; the relevant requirements depend on the organization, system, role, and jurisdiction.

5. Monitor, review, and respond to incidents
Set up ongoing monitoring and periodic review rather than treating deployment as the end of the process. Define how teams identify incidents, test response practices, share relevant information, and decide whether a system needs adjustment. Review policies and decisions as expectations or knowledge change.
6. Account for suppliers and plan for retirement
Include third-party software, hardware, and data in risk-management processes. Consider contingency arrangements for failures involving high-risk third parties, and define how a system can be safely decommissioned. Responsibility for a system’s risks does not disappear simply because a vendor provides part of it.

NIST guidance and EU legal obligations are not the same
NIST’s AI RMF is voluntary guidance for organizing AI risk management. The EU AI Act, by contrast, is law with an enforcement structure. The European Commission says the AI Office and national market surveillance authorities are responsible for implementing, supervising, and enforcing the Act; its oversight structure also includes the European AI Board, Scientific Panel, and Advisory Forum. The Commission page was last updated August 7, 2026. It states that Member States should have designated and empowered national competent authorities by August 2, 2025; that deadline statement does not establish that every authority is fully operational.

Using NIST guidance does not replace determining which laws apply. For a particular system or organization, consult current legal text and qualified counsel rather than assuming that a voluntary framework settles the question.
Where to start with NIST resources
The NIST AI RMF Playbook offers suggested actions aligned with the four functions. It is voluntary and may be tailored to an organization’s context; it is a starting resource, not a compliance certificate. NIST’s AI Resource Center also provides technical documents, software tools, and guidance related to testing, evaluation, verification, and validation, along with profiles, use cases, and crosswalks.
NIST’s framework page reports an April 7, 2026 concept note for a profile on trustworthy AI in critical infrastructure. The proposed profile is described as guidance for critical-infrastructure operators considering risk-management practices for AI-enabled capabilities; a concept note is not a completed profile or a replacement for AI RMF 1.0.
