Agent evaluation is harder because an agent is more than a model answering a prompt: it uses tools, reacts to results, changes an environment, and may need several attempts to finish a task. A good model benchmark score is useful, but it cannot by itself show whether the complete agent will reliably achieve the user’s goal. Evaluation must measure the outcome, the path taken, and the system’s costs and risks.

What changes when you evaluate an agent?

A model-only test often measures one response to one input against an expected answer or a grading rubric. An agent trial can include the task, the model, its harness or scaffold, tools, multiple turns, an interaction trace, and the final state of an environment. Anthropic’s January 9, 2026 guide to agent evaluations describes these components as part of the evaluation problem.

That changes the object being measured. Tool selection, planning, memory, permissions, and recovery behavior can all affect the result even if the underlying model stays the same. IBM Research makes the distinction explicit in its Open Agent Leaderboard overview: how well an agent works depends on how it is built, not just on the model inside it. The leaderboard compares complete systems across benchmark areas and reports quality and cost; it is an example of system-level evaluation, not proof that one benchmark mix represents every deployment.

Why a strong model score may not predict agent success

Failures can come from several components

An agent can fail because its reasoning was wrong, it chose the wrong tool, supplied malformed arguments, interpreted a tool response incorrectly, or encountered a harness or environment problem. Since the evaluated system includes these interacting parts, a failed task is harder to attribute than a poor single response. Recording the system configuration and trace helps distinguish these causes.

Actions change what happens next

In an interactive task, an action can change the environment, and later decisions depend on the resulting state. A plausible transcript or a correct-sounding final response is not proof that the requested outcome occurred. For example, saying that a reservation was made is different from verifying that a reservation exists in the environment’s database. Static expected-answer grading may also unfairly penalize an agent that reaches the right outcome by a valid but unexpected route.

Process quality and task completion are different measures

Step-level checks can show whether individual tool calls were valid, useful, or compliant with a policy. End-to-end checks show whether the requested outcome exists when the trial ends. NVIDIA’s September 21, 2026 technical overview captures the distinction: “Call accuracy is necessary, but not sufficient.” A high tool-call score can conceal an unfinished task; a success score alone can conceal a fragile or unsafe execution path.

One successful run does not establish reliability

Agent outputs can vary from one attempt to another. Anthropic recommends multiple trials because a single run may not represent typical behavior. Report success across repeated attempts under a fixed configuration, along with the trial count, rather than treating one pass as a stable system property.

Evaluation must match the work and its consequences

A benchmark is useful only to the extent that its tasks and operating conditions resemble the intended use. The 2026 ACL survey of agent evaluation covers capability and application-specific benchmarks, generalist-agent evaluation, and benchmark dimensions. Its authors identify cost efficiency, safety, robustness, and fine-grained scalable evaluation as areas needing further work. For a particular deployment, a broad benchmark portfolio can offer useful context, but it cannot replace tasks drawn from that workflow and its failure costs.

How to evaluate an agent in practice

  1. Define the task and success state. Specify what must be true in the environment at the end of a trial. Grade that state separately from the agent’s verbal claim that it succeeded.
  2. Freeze and record the configuration. Log the model, system and developer instructions, harness version, available tools and permissions, memory setup, and relevant starting environment state. Changing any of these can change the measured system.
  3. Build representative tasks. Include ordinary cases, constraints, edge cases, and recoverable failures. Include cases where the right behavior is to ask for clarification or stop. Keep domain-specific tasks even if you also use a broad benchmark suite.
  4. Capture the full trace. Preserve inputs, tool calls and arguments, tool returns, intermediate state, and final state. This makes it possible to diagnose whether a failure came from a decision, an action, or the environment.
  5. Use layered graders. Validate important steps and policy constraints, then independently verify end outcomes against the environment. Use human review or rubric-based judgment for qualities that cannot be checked deterministically. Treat a judge model’s verdict as a measurement, not ground truth.
  6. Repeat trials. Run the same task under the same configuration more than once, and report the number of attempts and the resulting success rate or distribution. Choose a trial count appropriate to the task and the cost of failure; there is no universal count established here.
  7. Measure deployment-relevant trade-offs. Track task success and cost at minimum. Add latency, safety, robustness, and recovery behavior when they matter to the intended use. IBM Research’s leaderboard illustrates reporting quality and cost together, while the ACL survey identifies safety and robustness as important evaluation concerns.
  8. Inspect failures before aggregating. Retain step-level diagnostics and examine failure types and severity. An average can hide a rare but consequential error, while identical success scores may mask very different underlying weaknesses.

What benchmark scores can and cannot tell you

A model benchmark answers a bounded question about model behavior under its test conditions. It can help compare models, but does not establish that an agent built around one of them will use tools correctly, recover from errors, or leave the environment in the required state. An agent benchmark is closer to the deployed system, yet its results still apply only to the tasks, configuration, and operating conditions it measures.

There is no universally sufficient benchmark or trial count established by these sources. Teams need to choose tests and acceptable safety thresholds for their application, based on representative tasks and the consequences of failure. A benchmark result is evidence for that decision—not a guarantee of production reliability.
