It is not a one-time launch check: test throughout development and revisit accessibility when meaningful changes are made.
Why does accessibility testing matter for websites?
It helps a team discover barriers before they are embedded in content, components, and user journeys. W3C notes that finding errors early can make them easier to address. Testing also gives teams a structured way to evaluate a site against accessibility requirements and to check whether real users can complete tasks.
Those are related but distinct goals. Conformance evaluation asks whether the site meets specified criteria; usability testing asks how people experience and use it. A site may meet success criteria and still be difficult for some people to use, so both perspectives matter.
When should you test website accessibility?
Make accessibility part of planning, design, and development rather than postponing it until launch. Evaluate as the site takes shape, and test again when meaningful changes introduce or alter content, components, or functionality. Earlier discovery can make issues easier to correct than finding them after a design or implementation has spread across the site.

How do you test a website against WCAG?
Choose and state the target
Use the Web Content Accessibility Guidelines (WCAG) as the technical reference, and name both the version and conformance level in your evaluation. W3C encourages teams to use WCAG 2.2, the latest WCAG 2 version. Published as a W3C Recommendation on 5 October 2023, WCAG 2.2 adds nine success criteria to WCAG 2.1 and is backwards compatible as W3C describes. Its guidance is organized around four principles—perceivable, operable, understandable, and robust—with success criteria at levels A, AA, and AAA. See the WCAG 2.2 Recommendation.
Do not assume one target applies to every organization. A law, contract, or procurement requirement may specify a particular standard or level. Check the obligation that applies to your situation and report the target you actually evaluated.

Set scope, explore, and select representative coverage
For a structured evaluation, WCAG-EM 2 provides a stepwise method: define the evaluation goal and scope, explore the product, select a representative sample when it is impractical to test everything, evaluate that sample, and report the findings. Include important views and complete user journeys in the scope, and document what was sampled and what was not. WCAG-EM 2, published as a W3C Group Note on 23 July 2026, applies to websites, apps, and other digital products; it guides conformance evaluation but does not itself add WCAG requirements. Accessibility still needs to be integrated throughout planning, design, and development. Read the WCAG-EM 2 evaluation methodology.
Combine automated checks, expert review, and user testing
- Run automated checks. Use tools for checks they can perform consistently and to identify likely issues. Depending on the tool, coverage may focus on a page or extend across a site.
- Investigate results and review manually. Have evaluators familiar with WCAG and how people with different disabilities use the web examine aspects that cannot be judged reliably by automation. Treat a tool result as a finding to investigate, not as a complete verdict.
- Test usability with disabled participants. When planning permits, involve people with disabilities in user testing. Their experience can reveal practical barriers that criteria-based conformance checks do not expose.
- Report findings and limits. Record the scope, target, sample, results, and limitations so readers understand what was evaluated and what remains uncertain.
W3C’s testing and evaluation guidance describes the role of evaluation tools and human assessment. Its Accessibility Conformance Testing (ACT) Rules Format 1.1, published as a W3C Recommendation in February 2026, documents rules for automated, semi-automated, and manual testing. The ACT effort aims to make testing more transparent and reduce confusion caused by differing interpretations of guidelines.

Can an accessibility checker tell me if my site is accessible?
No single tool can determine that a site is accessible. Automated tools can help identify potential issues, but some checks require human judgment, and tools can produce false or misleading results. Passing an automated scan is useful evidence for the checks it covers—not proof that every applicable criterion is met or that people can use the site successfully.
Use automation as one layer of a broader evaluation. Pair it with knowledgeable manual review and, where feasible, usability testing with people with disabilities. W3C explains the role and limits of web accessibility evaluation tools.

How should you choose accessibility testing tools?
Choose tools for the work they support, rather than treating any product as a complete accessibility verdict. W3C recommends considering the evaluation task, workflow, and the people who will use the tools. A team may need more than one tool at different stages.
- Purpose: Does the tool run automated checks, support manual review, or simulate an experience?
- Content type: Is the target a website, document, application, or another kind of content?
- Coverage: Does it inspect one view at a time or support broader site scanning?
- Workflow fit: Can it fit the team’s browser, content-management, development, or deployment process?
- Audience and skills: Can the people responsible for testing interpret its results and use it effectively?
- Site complexity: Does the approach suit the site’s content, functionality, and user journeys?
- Cost and license: Does its cost and licensing work for the intended use?
Tool lists and product details change. Compare current offerings against these needs; do not infer from a tool’s features that it can replace expert evaluation or user testing.

What screenshot tools can—and cannot—contribute
A screenshot can help document a visual state or provide an artifact for review, but an image capture is not an accessibility test and cannot establish WCAG conformance. It does not replace inspecting functionality, applying criteria that require judgment, or observing people using the site.
