On later passes, the calculated target may already be in the past. The fix is to give each iteration its own saved target timestamp—or move the delay outside the loop if it should happen only once.
Why the Wait step may stop pausing
The matching article describes a Wait step whose function returns a waitUntil timestamp calculated as three seconds after steps.__self.start. In that account, start is set on the first run. When the While loop reaches the same Wait step again, it reads that original start time; the resulting target may already have passed, so the runtime continues without waiting.
The key distinction is between re-evaluating a step and resetting its state. A loop can run a step again without creating a new step instance or refreshing the timestamp it reads. A target based on initial step creation therefore does not necessarily mean “wait three seconds from the start of each iteration.”
This explanation comes from an indexed article published under the WPS label, not documentation for an identified workflow platform. The platform is not established, so treat the field names and behavior as a diagnosis to verify rather than universal syntax. Read the matching article.

Set and reuse a target for each iteration
If every loop pass should wait, store a target timestamp for each iteration. Create it the first time that iteration is evaluated, then reuse it on retries or restarts. The article’s illustrative pattern is:

Before adapting the example, verify that your runtime supports these fields and allows the output array to be mutated this way. In particular, the available evidence does not establish steps.__self.output.result or steps.loop.output.iteration as stable public fields.

Choose the delay scope that matches the workflow

Check the timestamp when the symptom occurs
- Decide whether the delay is per iteration. If it should happen only once before looping, move the Wait step outside the loop rather than creating per-iteration targets.
- Inspect the timestamp source. Check whether the wait target is calculated from a start time that remains fixed after the first pass.
- Log the iteration and target. Record the loop iteration number and computed target timestamp, then compare the target with the current time when the Wait step runs. A target already in the past explains why it may proceed immediately.
- Check retries and restarts. Confirm that the target is created once for a given iteration and reused on later evaluations, rather than recalculated and pushed forward on every retry.
- Verify the runtime’s fields and state rules. Consult the platform’s own documentation for
steps.__self.start,steps.__self.output.result, andsteps.loop.output.iteration. The matching article does not identify the platform or establish those fields as public API.
