A signed cookie can help a server detect whether signed data has been altered, but it does not by itself grant permission to read or change the object named in a request. For each request, the application must authorize the authenticated requester to perform that action on that specific object.
What a signed cookie proves—and what it does not
A signed cookie carries data whose signature the application can validate according to its implementation. That validation can establish that the signed data is acceptable under the application’s trust rules; it does not automatically establish that the requester may access every resource identified in a request.
These are separate security questions:
- Integrity and trust: Is the signed context intact, and is it valid for this use?
- Object authorization: May this requester perform this action on this particular resource?
A valid signature is not a substitute for the second decision. In systems that pass signed context between services, OWASP says downstream services must validate its issuer, integrity, audience, expiry, and applicability, while retaining service-level enforcement. A signature alone does not authorize a different resource, tenant, or action. See the OWASP Authorization Patterns Cheat Sheet.
What object-level authorization checks
Object-level authorization checks whether the authenticated requester is allowed to perform the requested operation on the particular resource. A request might identify an object with a path ID, query parameter, form field, JSON property, or filename. The application must not treat possession of that reference—or a valid signed cookie—as permission.

OWASP recommends checking authorization for the object or functionality being accessed. Its API guidance is explicit: every endpoint that receives an object ID and acts on that object should implement an object-level authorization check. How missing checks become IDOR or BOLA
An insecure direct object reference (IDOR), also called broken object level authorization (BOLA) in API security, occurs when a user-controlled reference reaches an object without an adequate permission check. For example, an application might accept a project ID from a request and load that project without verifying that the current user may access it.

Authentication alone is not enough: it establishes who is making the request, not whether that person may use every object. Matching a session user ID against a request parameter can prevent some cases, but it does not cover policies that depend on the object, requested action, tenant, ownership, or other permissions.
OWASP’s IDOR guidance illustrates a safer pattern: use the trusted authentication context to scope the object lookup to the requester’s permitted resources, or explicitly check the requester’s permission for the object and action. What a sound authorization check should cover
- The requester: Derive identity from the trusted authentication context, not from an untrusted object reference or client-supplied claim.
- The object: Check the specific resource being accessed, rather than assuming a general login grants access to it.
- The action: Authorize the operation being requested; permission to view an object need not imply permission to edit, delete, export, or administer it.
- The scope: Apply the relevant ownership, tenant, role, or other permission rules.
- Every access path: Enforce the decision on all routes and service paths that act on the object, including alternate endpoints and downstream services.
In a distributed system, signed context may carry identity or an authorization decision between components, but each downstream service still needs to validate that context and ensure it applies to the actual resource and request. If trusted headers are used to convey context, remove client-supplied copies before setting the trusted values.
Why complex IDs do not solve authorization
UUIDs and other hard-to-guess identifiers can make references harder to discover, which may reduce guessing. They are defense in depth, not an access-control rule. If someone obtains a valid reference, the application must still deny access when that requester is not authorized for the object and action.

How to test object authorization
- Create two accounts with different authorization scopes, and create objects belonging to each account or scope.
- Sign in as the first account and try to access the second account’s objects by changing each reference location the application uses: path ID, query parameter, submitted form field, JSON property, or filename.
- Repeat the attempts for reads and relevant state-changing operations, including updates, deletes, exports, and administrative actions.
- Try alternate routes or service paths that act on the same object; each unauthorized object-and-action combination should be denied.
OWASP’s Web Security Testing Guide: Insecure Direct Object References provides additional testing guidance. If revealing whether an object exists would expose sensitive information, a scoped lookup that returns the same not-found response for nonexistent and unauthorized objects is one option described in OWASP’s IDOR prevention guidance.
