A phone rated for 165Hz can run its display below 165Hz much of the time. The specification describes a supported maximum, not a promise that the screen will refresh at that rate continuously. The active rate depends on the content, app requests, available display modes, operating-system scheduling and power-saving settings.
Three different rates explain the difference
It helps to separate the display’s maximum, the app’s frame rate and the rate the system currently selects for the screen. They are related, but they do not have to match.
- Maximum display rate: the highest refresh mode the phone supports—in this case, up to 165Hz.
- App frame rate: how often an app produces new frames. An app may request a preferred rate, but that request is not a guarantee.
- Active display rate: the mode the operating system selects from those available, taking account of the app, other active screen surfaces and device policy.
Google’s Android frame-rate documentation explains that an app’s requested rate may not become the display rate; the app must continue to work if the system does not switch. So a 165Hz-capable panel, a game requesting a high frame rate and the display’s current refresh rate can all describe different things.

Still or slowly changing content
When the screen is static or updating slowly, a high refresh rate may provide little visible benefit. Android can select a supported mode that better suits the active content instead of keeping the display at its maximum.

As one manufacturer example—not a rule for all phones—Xiaomi says the LTPO screen on the Xiaomi 15 lowers its refresh rate when content is not updating. That example explains an adaptive-display approach; it does not establish that the Xiaomi 15 is a 165Hz phone.
Video and app frame cadence
Video may produce frames at a lower fixed rate than the display’s maximum. Android considers active app surfaces and content cadence when managing refresh behavior, so video playback does not necessarily require the screen to stay at 165Hz. The goal is to choose a supported display mode suited to what is being shown, not to force every type of content to use the highest possible rate.

Apps can request preferred frame rates, but those requests are only one input to the system. Android may account for other surfaces and device policy rather than switching to the requested rate.
Adaptive refresh behavior
Adaptive refresh is intentional variation, not necessarily a fault. Android describes it as a way to match display behavior to content, avoid unnecessary high-rate operation and reduce power use. Depending on the phone and its software, the display may use lower rates for still or slow content and raise the rate when motion or interaction can benefit.

Some transitions or animation launches may also receive a temporary refresh boost. Android 15’s adaptive-refresh support depends on device implementation of the required APIs, so having Android 15 alone does not prove that a particular phone supports the feature or behaves in a specific way.
Battery saver
Power-saving policy can impose a lower ceiling. The Android Open Source Project’s multiple-refresh-rate documentation says Battery Saver may restrict the display to 60Hz or lower. This is a documented platform behavior, not a universal guarantee about every manufacturer’s implementation.

Does a lower reading mean the display is faulty?
Not by itself. Seeing a rate below 165Hz during static content, video or Battery Saver is consistent with the ways Android and phone makers manage refresh rates. A single lower reading does not establish that the display is defective.
The exact modes and behavior depend on the phone model and software. Check your manufacturer’s guidance and your phone’s display settings to see whether it offers a fixed high-refresh option, an adaptive mode or per-app controls. There is no universal settings path, and selecting a high-rate option—where available—does not guarantee that every app or condition will use 165Hz.

How to interpret the 165Hz specification
Treat 165Hz as the display’s supported maximum, not its always-on operating rate. To compare phones, check more than that headline number: look for the selectable refresh modes, the range and implementation of adaptive refresh, any fixed-rate or per-app controls, Battery Saver behavior and the frame rates supported by the apps or games you use.
Those details are model-specific. Android’s platform documentation explains why requested and active rates can differ, but it does not establish the behavior or settings of every 165Hz handset.
