To find out who owns an image, use PicScout’s current Search by Image tool to look for a likely source or rights contact, then confirm that party can authorize your intended use. A result is a lead, not proof of ownership or permission to reuse the image.
What PicScout Image Exchange does today
PicScout’s current Search by Image page describes a free visual search tool for searching a registry of owner-identified images. The aim is to help people find images for licensing. That does not mean the registry contains every image online, or that a search result independently verifies who holds the rights.
PicScout says its registry is “fast-approaching 300 million identified images from more than 200 major content providers and 20,000 photographers.” The page does not give a measurement date, so treat those figures as PicScout’s undated description, not a dated or independently verified count.
ImageExchange also appears in older material, but that material should not be taken as a guide to current availability or features. Getty Images described ImageExchange as real-time visual search of images indexed in PicScout ImageIRC and a browser add-on in a 2011 submission to the UK Parliament. Creative Commons described a beta extension in 2009 that recognized some Creative Commons BY-NC, rights-managed, and microstock images. Those are historical accounts, not confirmation that the old add-on is still available.

Who owns an image, and what does a match prove?
In the UK, the Intellectual Property Office says, “The person who creates an image (“the creator”) will generally be the first owner of the copyright.” But the creator is not necessarily the person who can grant the licence you need. Copyright may have been assigned, the creator may have authorized an agency or another party to license it, and an image may contain work by more than one creator or include other protected material. A picture library may own rights or be authorized to license them.
So, if PicScout identifies a photographer, agency, or source, treat that name as a clue to investigate. Check with the identified party which rights it controls and whether it can authorize your specific use. A visual match is not a legal determination of title, and it is not a licence.

How to check an image before reusing it
- Search PicScout. Open PicScout Search by Image and submit the image if the tool is available to you. It searches the service’s registry; an absent result does not establish that the image is unprotected or free to use.
- Record the result. Note any likely creator, agency, original page, image identifier, or rights information shown. Do not treat a name in a result as proof that the named party owns the copyright or can license every use.
- Check the source and image details. Visit the original page if one is identified and look for credits or copyright information. Google says image details in Search may come from IPTC information embedded in an image or from structured metadata supplied by a site. This can help with provenance, but metadata may be missing and is not, by itself, confirmation of licensing authority. See Google’s guidance on finding images and their details.
- Ask the rights contact about your use. Describe what you plan to do, where the image will appear, the territory and duration, the intended audience, and whether the use is commercial. Ask the contact to confirm in writing that they can authorize it and provide the applicable terms. A licence may permit only specified uses and conditions.
- Choose another route if rights remain unclear. Do not infer permission from an unsuccessful search or an unresponsive rights contact. Consider an alternative image offered under clear licence terms. In the UK, an orphan works licence may be possible after a diligent search; consult the UK Intellectual Property Office’s orphan works guidance.
Why no match or copyright notice does not mean “free to use”
Images can be protected even when they have no visible credit or copyright symbol, and failure to find a rights holder does not remove copyright. The UK Intellectual Property Office states: “Copyright does not disappear simply because the owner cannot be found.” The same caution applies to a missing PicScout result: it tells you only that you did not find a match in that search, not that the image is unprotected.

Copyright rules and procedures vary by country. The ownership and orphan-works guidance here is specific to the UK; for a consequential commercial use, check the rules that apply in your jurisdiction or seek appropriate legal advice.
