For organizational records management, ISO 15489-1:2016 is the central concepts-and-principles standard: it describes the work of creating, capturing and managing records, along with the systems and responsibilities that support that work. It applies across record formats and technologies. It is not a specification for an operating system’s filesystem, and it does not by itself certify an organization as compliant.
What does “file management system” mean here?
The phrase can refer to two different things. In an organization, it may mean the policies, processes and systems used to manage business records over time. In computing, it may mean the technical filesystem an operating system uses to organize data on storage. ISO 15489-1 addresses the first meaning: records management. It does not define filesystem formats or operating-system behavior.
In this context, a record is managed information with a role in business activity, rather than simply any file stored on a device. ISO 15489-1 sets out concepts and principles from which approaches to records management can be developed; it is not tied to a particular file type or technology.
What ISO 15489-1:2016 covers
The official ISO entry names the publication Information and documentation — Records management — Part 1: Concepts and principles. It identifies five connected areas:

The standard’s broad scope means its principles can be applied to records regardless of structure or form, in different business and technological environments. ISO lists paper among the publication’s available formats; the scope is not limited to paper records.
How related standards fit alongside ISO 15489
ISO/TC 46/SC 11 identifies related publications for readers who need to explore particular layers of records-management work. They complement the concepts-and-principles foundation rather than replace it:

These descriptions are high-level pointers, not a substitute for checking the scope and current edition of a publication before using it to design an implementation. See the committee’s records-management standards and technical reports listing for its related work.
Does the standard make an organization compliant or certified?
No automatic certification follows from using ISO 15489-1. An ISO-hosted presentation characterizes it as “Not a compliance standard, but a statement of what the work of managing records entails, its main elements,” and describes the edition as technology agnostic. Those are descriptions in a presentation about the standard, not a certification claim. The standard provides principles and a framework for developing records-management approaches; an organization should not present its adoption alone as proof of certification or compliance.

Is ISO 15489-1:2016 still current?
ISO’s entry identifies ISO 15489-1:2016 as edition 2, published in April 2016, and says it was reviewed and confirmed in 2021. That page therefore reports the edition as current following that review. Standards can change, so check the official ISO entry for its status when you need to rely on it.
