There is no single legal streaming website with every cartoon. For U.S.-leaning starting points, try free ad-supported services such as Tubi or Plex, children’s programming on PBS KIDS, library access through Hoopla or Kanopy, official studio and network uploads on YouTube, or a subscription service such as Hulu, Netflix, Disney+, or Crunchyroll. The right choice depends on the show, your country, and whether you want on-demand episodes, scheduled channels, anime, or child-focused programming.
How to choose a place to watch cartoons
“Free” can mean several different things: a service supported by ads, selected episodes available without a subscription, official clips or episodes uploaded by a rights holder, or streaming included through a participating library. These are not interchangeable. A live channel may be free but show episodes on a schedule, while an on-demand catalog lets you select from the titles currently offered.
Before signing up or telling a child a particular show is available, search the service for the exact title and episode, then check whether access is free, ad-supported, subscription-only, or tied to a library card. Catalogs, territorial rights, plans, and device support can change; the examples below are starting points, not guarantees of availability in every country.
Free and library-linked options
Tubi
Tubi is identified in general guide coverage as a free legal option for cartoons. Check its catalog for the specific show and confirm availability in your country; the service name alone does not establish that a particular title is available.
#1 Best Overall
Pluto TV
Pluto TV is another free option cited in guide coverage. It offers a distinction worth checking: scheduled live channels are not the same as choosing any episode on demand. Look at the current schedule or on-demand catalog to see which format includes the cartoon you want.
PBS KIDS
PBS KIDS is a starting point for younger children. Check the official service for current episodes and regional availability rather than assuming every program or episode is accessible where you live.
Official YouTube channels
Studios and networks sometimes publish selected episodes, clips, or other cartoon content on their official YouTube channels. Use the verified channel of the rights holder or broadcaster; unofficial reuploads may be unauthorized and can disappear without notice.
Hoopla and Kanopy
Hoopla and Kanopy may provide streaming through participating libraries. Eligibility and the available animation catalog depend on your library, so check its digital-services page and search the service catalog. A library card does not necessarily mean your library offers either service or a particular cartoon.
Rank #3
Plex
Plex is named in guide coverage among free streaming options. Check its current catalog and access conditions directly, since the presence of the service does not confirm a specific title or the same availability in every location.
Subscription services for cartoons and animation
Crunchyroll
Crunchyroll is oriented toward anime. Its official membership page describes paid membership features including ad-free streaming and offline viewing. Check the exact anime, membership terms, and regional availability before subscribing; those features do not mean every title is available on every plan or in every country.
Rank #4
Hulu
Hulu’s cartoons hub lists cartoon programming. Hulu notes restrictions on some Disney+ access, so do not assume a Hulu cartoon is automatically available through Disney+ or that either service has the same catalog everywhere.

Netflix and Disney+ are also cited as paid options in general cartoon-streaming coverage. That does not establish their current title-by-title catalogs or plan prices. Search each service for the exact show in your region and review the current plan details before paying.

Watch on a television or another device
A streaming device can make it easier to watch on a television if the service supports that device. It is optional: if you already have a compatible smart TV, phone, tablet, computer, or other streaming device, you may not need to buy anything. Check the service’s official device-support information before purchasing hardware; support for Fire TV generally does not confirm that a particular Fire TV Stick model is supported.
