For lobbying aimed at EU institutions, start with the EU Transparency Register. For lobbying aimed at a national government or parliament, use the relevant country’s register instead: there is no single harmonized, complete Europe-wide record. To investigate EU-level activity, compare register declarations with published Commission meeting records and relevant official documents.
Start by identifying the jurisdiction
“Lobbying in Europe” can mean attempts to influence EU institutions, a particular country’s government, or both. These records have different scopes and reporting rules, so keep EU-level and national evidence separate unless you have reconciled their definitions and reporting periods.
- EU institutions: search the EU Transparency Register for declared interest representatives, whom they represent, and the interests and resources they report.
- A national government or parliament: locate that country’s register and check what it covers, who must report, and which information is disclosed.
The European Commission describes the EU register as “a database of special interest groups whose goal is to influence policy and law-making at the European institutions.” It is a useful discovery source, not a complete census of corporate lobbying or every route through which influence may be exercised.
Find EU-level declarations and downloadable data
Search organization profiles
Use the EU Transparency Register to look up interest representatives and review their declared interests, represented parties, and resources. Treat each profile as an organization’s declaration within the register’s remit, rather than proof that every relevant contact or activity has been recorded.

The EU Data Portal’s Transparency Register catalogue describes downloadable registrant lists updated daily, a daily list of people accredited for access to the European Parliament, and a historical registrant list since January 2015 published twice a year. The catalogue notes that downloads can fail under heavy load; retry later or use the live register if a file is unavailable.
The register homepage displayed more than 12,000 registered interest representatives when accessed in 2026. The site does not give a precise as-of date for that live figure. It counts register entries, not companies or lobbying contacts across Europe, and should be cited with the access date rather than presented as a stable total.

Check meeting records and underlying documents
Review Commission meeting disclosures
The Commission publishes information and minutes for covered meetings involving Commissioners, their cabinet members, and Commission staff holding management functions. Its page states: “Meetings relating to law or policy formulation or implementation in the EU can only take place if the interest representatives are registered in the EU transparency register.” Read this as the Commission’s description of its meeting rules, not as evidence that all lobbying contacts across EU institutions are disclosed there.
Meeting records and register profiles answer different questions: a profile shows what an organization declares about itself, while a meeting record can show a particular covered interaction. Compare them when investigating a specific organization or issue.

Search official documents
The Commission’s access-to-documents guidance points readers to the Commission document register, EUR-Lex for EU law and case-law, the Transparency Register, and open-data resources. Use the source suited to the record you need; if a relevant Commission document is not online, consult the guidance on requesting access to documents.
Find national lobbying registers
The EU Transparency Register’s reports and publications page links to national register resources, including those for Austria, France, Germany, Ireland, Italy, Lithuania, the Netherlands, Poland, Romania, and Slovenia, among others. It also links to the 2021 comparative analysis Transparency of lobbying in EU Member States.

Use the page as a directory, then verify the current rules on the country’s own register. The directory and 2021 comparison do not establish that national systems share definitions, disclose the same fields, or cover all lobbying. Record the country and the source’s reporting period when using its data.

- Jurisdiction and target officials: Does it cover EU institutions, a national executive, a parliament, or another public body?
- Who reports: Are disclosures made by interest representatives, public officials, or both?
- Coverage and obligation: Which actors, contacts, activities, and officials are included, and is reporting required or voluntary?
- Fields disclosed: Can you identify the organization and its clients, stated interests, specific policy targets, meetings, financial resources, and reporting period?
- Access and reuse: Is there a searchable interface or bulk download? How often is it updated, and are formats and identifiers usable for comparison?
- Verification and limits: What validation or correction mechanisms exist? Could informal or indirect influence, or missing records, affect the picture?
The OECD’s 2026 assessment notes that weak disclosure of specific policy or legislative targets limits what observers can understand about lobbying activity. A missing published record therefore should not automatically be treated as proof that no lobbying took place.

A practical workflow for an EU lobbying question
- Define the scope. Specify whether you are investigating influence directed at EU institutions, a national authority, or both, and identify the organization or policy issue.
- Search the relevant register. For EU-level activity, find the organization in the Transparency Register and note its declared interests, represented parties, resources, and any relevant dates.
- Look for covered meetings. Search the Commission’s meeting disclosures for records relevant to the organization, officials, or issue.
- Check official documents. Use the Commission document register, EUR-Lex, or other routes described in its access guidance, depending on the record you seek.
- For national activity, switch to the country’s own source. Find it through the EU register’s directory, then read the national register’s current scope and reporting rules.
- Document your method. Record the jurisdiction, date accessed, reporting period, disclosed fields, and any known gaps. Do not combine EU and national figures into one total unless their definitions and periods have been reconciled.
