Keep HTML as the primary experience when users need interaction, filtering, navigation, or constantly changing data. In many products, the right design is both: interactive HTML for day-to-day work and PDF export for a stable record.
What a PDF generator adds to a web app
A PDF is a document artifact rather than another interactive screen. The format is intended to represent a document independently of the application, hardware, operating system, or output device used to create or display it. That makes it useful when the recipient may use a different browser, device, or office system than the person who created the document.
Generation is worthwhile when the output itself has value after the user leaves your application:
- Printing: invoices, forms, shipping documents, and reports need predictable page dimensions and breaks.
- Downloading and sharing: a recipient can open a self-contained file without an account in your app.
- Archiving: a dated snapshot can preserve what was shown at a particular point in time.
- Submission: customers, auditors, schools, insurers, or government offices may require a document upload.
- Recognizable document workflows: invoices, certificates, licenses, statements, and formal reports are expected to look like documents.
A PDF is not automatically better than HTML. If the main task is searching a live table, changing filters, editing a record, following links, or seeing frequently updated information, HTML usually remains the better primary interface.

When HTML alone is enough
Stay with HTML when users do not need a fixed artifact and the content changes often. A responsive page avoids the cost and maintenance of a second representation, works naturally with accessibility tools and links, and can expose current data immediately. Adding export merely because a page looks document-like can create duplicate templates, inconsistent corrections, and extra testing.
Offer PDF export when users have a clear document need, not as a replacement for an interactive workflow. For example, a financial dashboard can remain interactive while providing a “Download statement” action for a selected date range.
Choose the generation approach
There are three practical families of PDF generation. Select based on the document, data sensitivity, operational capacity, and required control—not on a universal claim that one approach is fastest or cheapest.
Browser-rendered HTML to PDF
A headless browser loads a URL or supplied HTML, applies print CSS, and writes a PDF. This is a strong fit when your team already builds the document in HTML and needs CSS layouts, web fonts, images, page margins, headers, footers, or page-number placeholders. Browser services can also wait for network activity, filter requests, and control when rendering starts.

Test page breaks, lazy-loaded images, remote fonts, long tables, print-specific styles, authentication, timeouts, and failed asset loads with your own documents. One managed browser endpoint documents a 50 MB request-body limit and a maximum 4,500 ms network-settle wait; those are that service’s limits, not general limits of all browser renderers.
Direct PDF libraries
A PDF library constructs pages, text, graphics, and tables directly in code. This can provide precise control and avoid running a browser, but layout work is often more explicit. It is suitable for reports with a controlled design, generated forms, or systems that need PDF primitives rather than a web page. Check the current library version and license before deployment; for example, Vaadin’s OpenPDF example identifies LGPL/MPL licensing and directs developers to Maven Central for current versions.

Managed document and PDF APIs
A document service can handle rendering infrastructure and may provide conversion, creation, combining, splitting, compression, security, template-based document generation, or accessibility auto-tagging. Adobe’s documented services include those categories, while managed browser endpoints provide HTML-to-PDF rendering. Verify current pricing, data residency, retention, request limits, contractual terms, and supported features for your workload.
A decision framework for your team

Measure with representative documents. The available vendor documentation does not establish a universal cross-provider benchmark for speed, throughput, reliability, accessibility, or value.
Design the data and security path
Generate from authoritative application data rather than trusting values posted by a browser. Re-check authorization for the record and date range, then render a server-side view or document model. Decide whether PDFs are immutable records: if so, include a generated-at timestamp, document identifier, relevant account or transaction identifiers, and a clear version policy.
For external services, classify the document before sending it. Contracts, health information, identity data, and financial records may require a specific region, retention setting, encryption arrangement, or legal review. Do not place secrets in a public URL. Use authenticated, short-lived access to private assets, or provide the HTML and assets through a protected rendering request.
Make HTML-derived PDFs readable and accessible
Adobe’s accessibility guidance states: “A PDF that you create from a web page is only as accessible as the HTML source that it is based on.” A visually attractive page can still convert to a confusing tagged structure if its reading order is wrong.

- Use a logical heading hierarchy and source order that matches the intended reading order.
- Give the document a title and language.
- Use real table headers and captions where appropriate.
- Provide text alternatives for meaningful images; treat decorative images as decorative.
- Use descriptive link text rather than bare URLs.
- Keep form labels and instructions associated with their controls.
- After conversion, inspect tags, reading order, links, tables, and reported accessibility errors.
PDF/UA and other applicable requirements should be evaluated for your jurisdiction and product. Choosing a particular generator does not by itself prove conformance. W3C PDF techniques are useful guidance, but they supplement general accessibility techniques and are not an exhaustive certification checklist.
Plan the viewer separately from generation
A generated file can be delivered as a download, embedded in an iframe using the browser’s native viewer, or displayed through a dedicated viewer. Native controls require little code, but behavior varies between browsers and inline PDF support can be inconsistent on mobile. A PDF.js integration gives you control over layout and behavior but adds implementation and maintenance; a Vaadin example notes an approximately 400 KB PDF.js bundle, a framework-specific detail that can change.
Use download for archival workflows, inline viewing for quick review, and a custom viewer only when search, annotations, permissions, or consistent controls justify the extra work.
Implementation workflow
- Define the artifact: identify the user action, source records, retention period, page size, orientation, language, and accessibility target.
- Choose a representation: reuse HTML/CSS when the document already exists as a print-friendly page; choose a direct library for precise PDF construction; choose a service when operating rendering infrastructure is not desirable.
- Build a print view: remove navigation and interactive controls, set print colors and page breaks, provide stable dimensions, and ensure fonts and images are available.
- Control readiness: wait for required selectors, fonts, images, and data; avoid relying only on an arbitrary delay.
- Generate with authorization: load data on the server, enforce permissions, and prevent untrusted users from turning the endpoint into an open URL fetcher.
- Validate output: test short and long documents, repeating table headers, blank pages, clipped content, missing fonts, broken links, images, RTL or non-Latin text, and mobile viewing.
- Operate it: record document IDs and failures, set timeouts and bounded retries, queue bursts, and alert on sustained render errors.

Performance, reliability, and cost checks
- Benchmark with your real page counts, images, fonts, and burst patterns; published vendor descriptions are not comparable performance tests.
- Separate queue time, page-load time, rendering time, upload time, and download time in your telemetry.
- Cache only when the underlying data and authorization allow it. A cached PDF can be wrong if the source changes.
- Use idempotent job identifiers and bounded retries. Retrying a renderer that is waiting on a permanently missing asset only increases load.
- Set maximum document size, page count, asset count, and render duration to protect capacity.
- Compare total cost: service calls, browser workers, storage, bandwidth, support, and engineering time, plus library or service licensing.
Troubleshooting common failures
Blank or partially rendered pages
Usually the renderer captured before client-side data or lazy assets were ready. Wait for a specific selector or network idle, make the data request deterministic, and verify that required resources are reachable from the rendering environment.
Clipped content or unexpected page breaks
Inspect print CSS, fixed heights, overflow rules, and unbreakable flex or grid containers. Add explicit page-break rules and test the longest realistic rows and headings.
Missing fonts or images
Check asset URLs, authentication, CORS or request filtering, font loading, and whether the runtime contains the required font files. Prefer self-hosted, versioned assets for repeatable output.
PDF is visually correct but inaccessible
Correct the source HTML order and semantics, enable tagging where supported, then inspect the generated tags and reading order. Do not assume a visual match proves accessibility.

Requests time out or fail under load
Profile page-load and render stages separately, reduce unnecessary assets, queue bursts, set bounded retries, and scale workers or service capacity based on measured demand.
Private data appears in the wrong document
Re-check authorization immediately before generation, bind jobs to a user and record scope, avoid shared cache keys, and prevent user-controlled URLs from selecting arbitrary internal resources.
FAQ
Should every web app offer PDF export?
No. Add it when users need a stable document workflow or a fixed snapshot. Interactive, frequently changing content may be better served by HTML alone.
