AI can make it easier to produce code, but that does not automatically make software development faster. The harder work may be deciding what to build, describing the task well, judging whether generated output is correct, and fitting it into a real team and codebase. Current studies show mixed results, so there is no evidence that judgment has become a universal new bottleneck.
Does AI make software development faster?
It depends on the work, the people doing it, the tools available, and what a study counts as progress. Two 2025 findings illustrate why a single productivity claim is misleading.

These results are not a simple head-to-head test. The workplace trials and the open-source study involved different participants, codebases, tools, and work settings. One measured completed tasks across company environments; the other compared time on assigned work in mature projects. Neither supports a universal claim that AI either speeds up or slows down software development.
Why might the bottleneck move beyond writing code?
Software work is more than implementation
Code generation is visible, but it is only one part of getting useful software into users’ hands. Microsoft Research’s New Future of Work Report 2025 notes that earlier studies estimated software engineers spend 15% to 25% of their time developing code. That range comes from studies cited by the report; it is not a new measurement made by Microsoft. The report also cautions that lines of code are not a sound productivity measure: more code can be unnecessary or costly to maintain.

If implementation takes less effort on a particular task, the remaining work may become more noticeable: choosing a worthwhile problem, defining constraints, checking behavior, and deciding whether a change fits the system. But these are plausible places for effort to shift, not proof that every team’s scarce resource is now judgment.
Organizational conditions shape the result
Google’s DORA 2025 report, drawing on more than 100 hours of qualitative data and survey responses from nearly 5,000 technology professionals worldwide, describes AI as an amplifier of organizational strengths and dysfunctions. The report’s authors write: “The research reveals a critical truth: AI’s primary role in software development is that of an amplifier.” A team with clear goals and workable processes may benefit differently from one where requirements, ownership, or delivery practices are already strained. Tool access alone does not tell you which outcome to expect.

Generated code still needs judgment and trust
Producing a plausible-looking change is not the same as establishing that it is correct, secure, maintainable, or appropriate for the product. In a Microsoft Research workplace study, developers’ views of AI-generated code trustworthiness remained unchanged after regular use, while perceptions of usefulness and enjoyment rose. In that study, 84% of participants reported positive changes in daily work practices and 66% reported shifts in how they felt about work. These are participant-reported experiences, not objective measures of productivity or correctness. See the study’s report on generative AI’s impact on software development.
The practical implication is not that code review must absorb all the time saved; the available findings do not establish that. Rather, teams should decide who is accountable for evaluating generated changes and what evidence is needed before those changes ship. Review can include tests, design fit, security, readability, and consistency with the codebase, as appropriate to the risk.

How to tell whether the bottleneck moved in your team
Evaluate a tool against a specific workflow instead of asking whether it makes software development faster in general:
- Name the constrained task. Is work waiting on implementation, requirements, debugging, integration, review, or a decision about what to build? Start with an observable problem.
- Define the outcome before trying the tool. Track a meaningful measure such as task completion time or completed work, and keep it distinct from usage, lines of code, or how enjoyable the tool feels.
- Compare like with like. Use similar tasks and account for differences in developer experience, codebase familiarity, and project maturity. Results from a mature open-source project may not transfer to a company feature team.
- Make evaluation part of the workflow. Specify who checks correctness and fit, which tests or reviews are required, and when a generated change should be rejected or reworked.
- Watch the whole path to delivery. A faster first draft is not enough if integration, review, or maintenance becomes harder. Look for where work accumulates after the tool is introduced.
- Revisit organizational friction. If requirements or ownership are unclear, a faster way to generate code may amplify that confusion rather than resolve it.
Where software roles may overlap
Cheaper prototyping can make boundaries between product and engineering tasks less distinct without erasing the responsibilities of either role. Microsoft Research’s New Future of Work Report 2025 cites a study of 885 product managers in which 12% reported using GenAI for prototyping and coding. That is an example of task overlap, not evidence that product managers generally build production software or that engineering roles are inevitably changing in one direction.

The useful questions are specific to your work: Which tasks are genuinely constrained by implementation? What outcome would demonstrate improvement? Who judges whether an output is correct and fits the system? And what strengths or dysfunctions might the tool magnify?
