Go all-in on cloud migration only as a portfolio direction—not as a requirement to move every workload at once. A broad commitment makes sense when it serves measurable business goals, you understand the applications and their dependencies, the economics are credible, and your organization is ready to operate the destination. Assess each workload separately; some should move now, while others may be better retained, deferred, replaced, or retired.
What “all-in” should mean
A cloud strategy is not a promise that every system will move on the same schedule or in the same way. It is a decision to make cloud a significant part of the organization’s direction, while still choosing a suitable treatment for each workload.
That distinction matters because a portfolio includes applications with different business value, technical constraints, risks, and costs. A data-center exit may create urgency for some systems; a tightly coupled application or one with unresolved data-location requirements may need more discovery or a later wave. Treating the whole estate as one migration project can hide those differences.
When a broad migration direction makes sense
Cloud migration is easier to justify when it advances a defined business outcome rather than serving as an end in itself. Possible goals include greater agility, innovation, cost efficiency, or resilience, but the organization should state which outcomes matter and how it will measure them. AWS and Microsoft both frame migration planning around business goals and measurable objectives.

There should also be enough portfolio information to form a credible view of scope, dependencies, destination designs, and costs. The first estimate can be directional; it should become more precise as discovery improves. AWS describes assessment as work that informs migration scope and the business case, while Microsoft’s readiness guidance spans business, people, governance, platform, security, and operations.
- There is a clear reason to act: for example, a strategic capability is needed or a data-center exit is approaching.
- Outcomes and accountability are explicit: stakeholders agree on the goals, measures, and ownership of the program.
- The organization can support the change: funding, skills, governance, security practices, and operating responsibilities are addressed.
- The business case includes the whole change: it considers current costs, migration work, any modernization, and ongoing destination costs—not just infrastructure prices.
When to pause, defer, or avoid moving a workload
Do not force a workload into a migration wave merely to make the portfolio look complete. Google Cloud’s migration-risk guidance identifies risks that can arise during and after migration; its recommended approach includes ongoing risk identification, mitigation, and adjusting waves where appropriate.

- Technical or dependency blockers: an application may rely on components, databases, integrations, or systems that are not ready to move or must continue operating elsewhere.
- Unresolved compliance or security requirements: data protection, localization, or security needs may constrain the destination or require a specific design and review.
- Unmet service requirements: performance, availability, or latency targets may not yet be demonstrated in the proposed design.
- Unconvincing economics: if costs or benefits are highly uncertain, improve the estimates before committing to a move.
- Insufficient delivery readiness: a complex modernization may be inappropriate when the necessary skills, time, or operating capacity are unavailable.
Retaining a workload can be a deliberate choice, not a failure of the migration program. So can deferring it while a constraint is resolved, replacing it with another product, or retiring it if its business value is limited. Regulated or safety-critical workloads need review specific to the workload and jurisdiction; general provider guidance does not settle those questions.
Choose a treatment for each workload
Compare realistic choices against business value and urgency, economics, compatibility, risk, organizational readiness, and timing. The table is a practical decision aid, not a universal scoring standard.

Framework labels vary by provider. AWS describes a “7 Rs” strategy taxonomy; Microsoft presents options that include rearchitecture, rebuild, and replace. These frameworks overlap but are not identical, so use a named provider’s terms as that provider’s framework rather than as a universal classification.
Build the decision in six steps
- Set the purpose. Record the business goals, measurable outcomes, constraints, and accountable stakeholders.
- Inventory the estate. Capture applications, infrastructure, databases, dependencies, utilization, performance and security needs, and business context. Treat the inventory as something to improve progressively, not as complete on day one.
- Check organizational readiness. Identify strengths and gaps across people, governance, platform, security, and operations, then assign actions to close the gaps.
- Model costs and value. Compare a documented current-state baseline with plausible destination designs. Include migration and program work, modernization investment, and ongoing operating costs. Account for expected benefits such as resilience, agility, or productivity when they are material to the case.
- Select a workload treatment. Match each application’s business need, compatibility, dependencies, risks, and readiness to a move, modernization, retention, replacement, retirement, or deferral decision.
- Sequence work into waves and learn. Account for dependencies and constraints, validate performance and availability, and revise estimates and priorities as discovery and measured usage provide better evidence.
Keep the business case and plan current
“Cloud is cheaper” is not a safe default. A useful comparison accounts for current infrastructure and utilization, the proposed architecture, destination usage, migration and modernization investment, and expected business value. AWS cost guidance emphasizes assessing infrastructure usage and application dependencies to inform destination architecture and cost optimization; Microsoft likewise advises evaluating the benefits and complexity of modernization. Neither establishes a universal savings percentage or break-even point.

Early estimates are assumptions, not guarantees. As workload discovery improves and real usage data becomes available, update the cost model, scope, and wave plan. A broad cloud direction can remain sound even when an individual workload is retained or its move is postponed.
