Pack a fully charged power bank, the cable that fits both it and your phone, and—if you can use one safely—a compatible car charger. Add a battery-powered or hand-crank NOAA weather radio for another way to receive information. Before an outage, prepare contacts, alerts, offline information, and your phone’s emergency features. These U.S.-focused recommendations draw on guidance from Ready.gov, the CDC, the FCC, and the Department of Energy; local alert options and device and carrier capabilities vary.
What to pack in a phone emergency kit
A compact kit should cover backup power, a way to receive essential information, and a way to contact people if your phone is unavailable. FEMA advises having alternative charging methods in case of power outages. No charging item guarantees a particular number of phone recharges: results depend on the power bank, phone, cable, and how you use the device.
- Charged power bank: Choose a reputable unit compatible with your phone. Charge it before forecast severe weather and check and recharge it regularly.
- Phone-compatible cable: Match the connector to both the phone and the power bank. Store the cable with the bank so the backup power is ready to use.
- Compatible car charger, if useful: This can provide another charging option, but it is not worth reaching a vehicle in unsafe conditions. Never run a vehicle in a closed garage; only use it outdoors in a well-ventilated place when it is safe to access.
- Battery-powered or hand-crank NOAA weather radio: A radio can provide information without mobile data. Some models have a USB port that may be useful for charging, but USB output, alert reception, and local radio reception depend on the model and location.
- Written contact details: Keep key family and emergency numbers somewhere accessible if your phone dies.
- Communication plan: Agree on a family check-in method and identify an out-of-area contact before an emergency.
The CDC’s 2024 power-outage guidance says people experience about four hours of power loss per year on average. That is a general average, not a prediction for your household or a recommendation for how much battery capacity to buy.

Prepare your phone before an outage
Phone readiness is more than packing a charger. Complete these setup tasks while you have power and connectivity:

- Charge phones and power banks before forecast severe weather.
- Configure emergency alerts and install or set up the FEMA app if it is relevant to you. Check which alert services are available where you live.
- Save essential information and maps for offline access when your phone and apps support it. Downloading them in advance does not ensure that live internet, updates, or location data will be available during an outage.
- Learn how to use your particular phone’s emergency SOS feature. If it offers a demo or setup process, try it before you need it.
- Keep written contact details and your family communication plan with the kit, rather than relying only on information stored on the phone.
How to stay in touch when service is disrupted
Use calls for emergencies and keep them brief
FCC and FEMA guidance says, “Keep all phone calls brief.” Their September 2011 communication tips also advise keeping a contact list, trying another available service such as text, email, or a landline, and waiting before redialing instead of making repeated calls. Reserve emergency calls for emergencies.
Try a text for non-emergency updates
FEMA’s 2025 Get Tech Ready fact sheet explains that mobile networks can be overwhelmed during emergencies and that SMS uses less bandwidth than a voice call. A text may therefore get through more reliably when demand is high, but it can still be delayed or fail if service is unavailable.

Conserve the phone’s remaining charge
Use the phone for essential tasks and avoid nonessential video or streaming during a prolonged outage; sustained use drains the battery and can add network demand. Follow the manufacturer’s instructions for device-specific battery settings. No setting guarantees cellular or internet service.

What satellite SOS can—and cannot—do
Satellite emergency features are limited to particular devices and locations. Apple’s support documentation describes Emergency SOS via satellite on supported iPhone models and in supported regions. Google’s Pixel Satellite SOS documentation covers supported Pixel phones and locations and warns that availability can depend on network coverage and conditions, as well as government or carrier factors.

There is no universal capacity threshold established for every phone emergency kit. Choose gear against your own device, likely use, and ability to keep it ready rather than assuming a stated capacity means a fixed number of recharges.

- For a power bank: Check connector compatibility, usable capacity and weight, the number and type of outputs, how the bank itself recharges, and whether you can keep it charged.
- For a radio: Check whether it uses batteries, a hand crank, or both; whether it receives NOAA weather alerts; whether its USB output suits your needs; and whether it is suitable for your conditions and local reception.
- For a car charger: Confirm it is compatible with your phone and charging cable, and treat it only as an option when reaching and using the vehicle is safe.
Verify specifications for the exact product you are considering. Radio reception and charging performance depend on the equipment and local conditions.
