Prepare two sets of supplies: a compact kit you can reach quickly for a warning and shelter stay, and a portable bag for evacuation. Follow your local civil-defense authority’s instructions for where to shelter and what to bring; official guidance varies by country and shelter.
Prepare two kits for two different situations
A shelter kit should be easy to reach and suited to staying put. An evacuation bag should be portable and include the documents and essentials your household would need while leaving home. Some items belong in both. Israel’s government advises preparing an emergency bag in advance and refreshing it periodically, while its Health Ministry says to keep several days of supplies in an accessible bag in the selected protected space, near an exit, or in a vehicle (Israel Police emergency guidance; Israel Ministry of Health guidance, 9 March 2026).
What to keep ready for sheltering
- Water and food: drinking water and dry or shelf-stable food that suits your household.
- Medication and first aid: regular medicines and a first-aid kit.
- Light and power: a flashlight with batteries, a phone and charging cable, and a charged power bank.
- Information: a battery radio or another way to receive official instructions recommended by your local authorities. Israel’s Home Front Command lists a battery radio as a communication option for a protected room (Home Front Command guidance).
- Comfort and clothing: a warm layer and, if permitted and space allows, a small item to sit or rest on.
- Children’s needs: child-specific supplies and a note with contact details. Israel’s emergency-bag list includes three days of infant food (Israel Police emergency guidance, published 2022 and updated 21 January 2026).
The Cabinet of Ministers of Ukraine’s 2022 advice for its missile-threat shelter context specifies 2–3 liters of water per person, along with high-calorie food, medication, first aid, a power bank, and a flashlight (Cabinet of Ministers of Ukraine). Treat that quantity as this Ukrainian guidance, not a universal requirement; use local official advice for your situation.
What to pack in an evacuation bag
Keep this bag light enough to carry. Ukraine’s 2024 evacuation guidance recommends taking essential belongings, including documents, money, medicines, food, water, clothing, and hygiene supplies (Cabinet of Ministers of Ukraine).

- Identity documents and copies of important documents; include essential medical information.
- Cash, keys, phone, charging equipment, and a flashlight with batteries.
- Medicines, first-aid supplies, durable food, water, clothing, and hygiene items.
- Children’s identification and family or guardian contact information, plus household-specific care supplies.
The Ukrainian evacuation guidance also suggests distributing cash, taking duplicate keys, and carrying a written record of family blood types and Rh factors if possible. These are optional suggestions, not universal requirements.
Plan for children, older adults, and disabilities
Children
Keep contact details where they can stay with a child. Ukrainian shelter guidance suggests a note in a child’s pocket or attached to clothing with the child’s and parents’ names, home address, and mobile numbers. Its evacuation guidance recommends a copy of the child’s birth certificate and family contact details (Cabinet of Ministers of Ukraine, shelter guidance; Cabinet of Ministers of Ukraine, evacuation guidance). Adapt the details to your family’s circumstances and local privacy considerations.

Older adults and people with disabilities
Pack the medicines, medical information, and assistive devices the person relies on. Israel’s Ministry of Social Affairs and Social Security advises older adults and caregivers to include information about medication, allergies, communication difficulties, and vision; devices such as hearing aids, glasses, or a cane; and backup batteries for equipment requiring electricity. That ministry recommends at least ten days of medication for older adults in its 2023 guidance (Israel Ministry of Social Affairs and Social Security). Israel’s Health Ministry separately recommends keeping several days of accessible emergency supplies, including water, dry food, light, phone charging, document copies, and cash (Israel Ministry of Health).

Items suitable for an evacuation bag may not be allowed or practical in a shelter. Ukraine’s Cabinet of Ministers says not to take flammable substances, strongly scented substances, or bulky objects into the shelter; follow the rules issued for your own shelter (Cabinet of Ministers of Ukraine, 10 October 2022). For the correct place to shelter and other protective actions, rely on your local civil-defense authority.

Keep supplies where your household can reach them quickly. Periodically check food dates, medication dates and replenishment, batteries, and power-bank charge. Israel’s government specifically advises refreshing the emergency bag from time to time (Israel Police emergency guidance).
