Businesses outsource IT services to fill skills or staffing gaps, add defined technical coverage, and get specialist help with security or cloud projects—without hiring every capability in-house. The strongest case is usually for a specific function, not an automatic move to hand over all IT. Outsourcing can add expertise and capacity, but it does not guarantee lower costs or better security, and it does not transfer the organization’s responsibility for protecting its systems and customer information.

Why outsource IT services?

Fill a specialist skills or capacity gap

A small business may not have the expertise, time, or budget to hire every IT or cybersecurity specialist it needs. NIST identifies third-party specialists as one option for organizations with those constraints, and a 2026 UK government report describes outsourced cybersecurity as one way to address skills gaps. The value depends on whether a provider has the right experience for the work and can supply it when needed; hiring a provider does not, by itself, establish either.

NIST small-business cybersecurity guidance and the UK government’s 2026 cyber-skills report support this as a reason to consider outside help, not as a guarantee of results.

Add coverage for defined IT operations

Managed service providers may take on scoped work such as cloud solutions, infrastructure management, IT service management, or managed security. A business can outsource one or several of these functions while keeping other IT work in-house. UK government research describes businesses outsourcing particular cybersecurity tasks, rather than necessarily moving all IT outside the organization.

That distinction matters: a provider arrangement should spell out what it covers, what remains internal, and who responds when an issue crosses that boundary. The UK government’s research on managed service providers describes the range of managed services; its scope does not establish that outsourcing every IT function is preferable.

Get help with specific security functions

Outsourcing can provide access to specialist processes or coverage for particular cybersecurity tasks. In the UK Department for Science, Innovation and Technology’s 2026 cyber-skills study, 35% of businesses had outsourced at least one aspect of cybersecurity. Among businesses that outsourced any such aspect, malware detection and removal was the most frequently outsourced basic area at 84%; firewall configuration and incident response or recovery were each at 83%. These percentages describe different survey measures and the latter figures use only businesses that outsourced at least one such aspect as their denominator.

The same study found that 23% of businesses outsourced at least one of the listed advanced cybersecurity functions. These are UK survey findings, not estimates for other countries or for outsourcing IT services generally. They show that security outsourcing often concerns defined activities, not necessarily a complete transfer of security operations.

A separate UK government survey, the 2025/2026 Cyber Security Breaches Survey, found that 48% of UK businesses had an external cybersecurity provider. Its size breakdown was 44% of micro businesses, 64% of small businesses, 70% of medium businesses, and 42% of large businesses. This is a distinct provider measure from the 35% figure above, so the two percentages should not be treated as contradictory or interchangeable. Neither measures the share of businesses outsourcing all IT.

Bring in expertise during cloud adoption or change

Cloud procurement and migration can involve contract terms, performance measures, cybersecurity responsibilities, continuous monitoring, and workforce training. A U.S. Government Accountability Office study of 18 private-sector companies found that companies reported practices in these areas, as well as needs for additional training and cybersecurity-tool investment. Outside expertise may help with a defined part of that work, but the findings also show why hiring a provider does not eliminate internal responsibilities or investment. The study’s sample is not a representative estimate of all companies or proof that outsourcing improves cloud outcomes.

Is it cheaper to outsource IT?

It can be, but the evidence here does not establish that outsourcing is automatically cheaper. Compare the full cost of each operating model rather than only the provider’s recurring fee. Include transition work, tools, any internal staff you retain, and the time and systems needed to oversee the provider. Then compare that total with the cost of hiring or maintaining the equivalent in-house capability, using the same scope and coverage assumptions.

For context, the UK government estimated that the UK managed-services sector generated £52.6 billion in managed-services revenue in 2022, with £29.1 billion in direct gross value added and 294,340 full-time-equivalent jobs. These are historical estimates of the UK sector, not 2026 revenue, global market size, or evidence of customer savings.

What IT services should a small business outsource?

There is no universal list: start with the work your business cannot cover reliably with its current people, tools, and hours. A targeted arrangement may fit better than outsourcing all IT. Common areas represented in the cited government research include:

  • Security tasks: malware detection and removal, firewall configuration, incident response, or recovery.
  • Managed security: a defined set of security processes or coverage that complements internal staff.
  • Infrastructure and cloud: scoped infrastructure management or support for cloud solutions.
  • IT service management: defined operational support and service processes.

Choose based on the capability gap and the consequence of leaving it uncovered. For incident response, for example, clarify how the provider is contacted, what it is authorized to do, and how the business remains involved in decisions. For any service with access to systems or data, treat provider selection and oversight as part of the security work, not an administrative afterthought.

Should you outsource everything or use a hybrid model?

A hybrid arrangement keeps some IT work with internal staff and assigns specific functions to an outside provider. It can suit organizations that need specialist skills or extended coverage but want to retain internal knowledge, decision-making, or ownership of other systems.

In the UK 2026 cyber-skills study, among businesses outsourcing any of the listed basic cybersecurity areas, only 29% had outsourced all nine areas. That finding is limited to the study’s listed basic cybersecurity areas; it is not a measure of how businesses divide all IT work. NIST also frames outsourcing as something an organization may do for some cybersecurity needs while retaining responsibility for protection.

What outsourcing does not hand over

Using a provider does not transfer your organization’s responsibility for protecting its systems and customer information. NIST states: “Recognize that even when you outsource some of your cybersecurity needs, you do not transfer your liability for protecting your business and your customers’ information.” That makes clear internal ownership, oversight, and escalation essential parts of the arrangement.

For cloud services, the Australian Signals Directorate says an organization still needs to decide whether an outsourced cloud service presents an acceptable security risk and, where appropriate, authorize it for its own use. Its Guidelines for procurement and outsourcing (September 2026) also advise considering provider access and documenting shared responsibilities. The guidance is Australian; organizations elsewhere should apply the relevant laws and regulatory requirements in their own jurisdictions.

How to assess an IT outsourcing arrangement

Before signing, compare the proposed arrangement with in-house and co-managed alternatives. Define the service boundary and the organization’s retained responsibilities in operational terms, not just in broad service labels.

  • Function and scope: specify included tasks, systems, locations, exclusions, and work that remains internal.
  • Skills and coverage: confirm the expertise required and the hours, response arrangements, and escalation path the provider will actually supply.
  • Full cost: account for transition, tools, retained staff, and ongoing oversight as well as the provider’s fee.
  • Access and supplier risk: assess what systems, facilities, and data the provider can reach, where relevant data or operations are located, and the supplier’s security practices.
  • Service levels and incidents: document performance measures, reporting, incident notification, response responsibilities, and how disputes or missed targets are handled.
  • Continuity and exit: require usable documentation, knowledge transfer, continuity planning, and practical support for ending or changing the arrangement.

GAO’s cloud-practices report supports making a business case, negotiating clear terms, and assessing performance. Australian Signals Directorate guidance recommends assessing supplier risk, documenting shared responsibilities, and keeping an up-to-date register of managed services, including providers that can access systems or data. These governance steps matter whether the arrangement is fully outsourced or co-managed.
