Before a protest, agree with trusted people on check-in times and a meeting place, and save essential information on your phone. If mobile internet stops, assume messaging, maps and uploads may not work until you have confirmed otherwise. There is no universal workaround: a block on selected services is different from slow service or a complete network blackout, and each calls for a different response. Put physical safety first.
First, work out what may have stopped
“Mobile internet stopped” can describe several situations: a particular app or website is blocked, data is being throttled, mobile data is unavailable, or internet access is cut more broadly. Your phone may still show signal bars even when it cannot reach online services. Calls and SMS may also be affected, so do not treat them as guaranteed fallbacks. Access Now’s Internet shutdowns and elections handbook explains that shutdowns can vary in scope.
If you can do so safely, check whether the problem affects more than one service and ask a trusted person nearby whether they see the same thing. Do not spend time troubleshooting if doing so distracts you from immediate safety or your agreed plan.
Prepare a plan that works without data
Make arrangements before leaving, when you can still reach the people who need to know them. Keep the plan simple enough to follow if phones are unavailable.

- Set a meeting point and check-in times. Choose a place that is safe and practical for everyone, plus a fallback if conditions change. Agree what to do if a check-in is missed; do not assume silence means someone is safe or in danger.
- Save essentials offline. Keep relevant addresses, directions, transport details, contact information and any needed guidance somewhere accessible without an internet connection. Check in advance that saved maps or files open offline.
- Agree on a contact hierarchy. Decide who should contact whom, by which methods, and when to stop trying and use the in-person plan. Share only the information necessary for the plan.
- Prepare your phone. Charge it, carry a power bank if appropriate, use a strong passcode and consider what sensitive information is stored on the device. The Electronic Frontier Foundation’s protest security guidance discusses device and location risks; it is general security information, not legal advice.
Choose a fallback based on what still works
First ask whether any network path remains, whether the other person has compatible equipment, what information could be exposed, and what happens if the message does not arrive. Local law, surveillance, physical safety, range, setup and battery life all matter. No app or device can be assumed to work at an unspecified protest.

If you are documenting events, preserve safety and context
Do not take risks to obtain footage or keep recording when doing so could endanger you or others. If it is safe to document, notes, photos and video can be recorded and stored offline; uploading can wait until a connection is available and safe to use. Protect the device with a screen lock and password, and consider whether a separate documentation phone would reduce exposure. Keep original files and relevant context, and encrypt and back up material when it is safe to do so.

Access Now’s handbook describes storing notes or files on a thumb drive and sending it with someone traveling outside the affected area. That is one possible workaround, not a universal recommendation: carrying identifiable material can put the carrier, sources or bystanders at risk. Decide whether preserving or moving the material is safer than leaving it alone.
Check emergency alerts for your location
Emergency-alert systems work differently by country. In the UK, the government says, “Your mobile phone or tablet does not have to be connected to mobile data or wifi to get alerts.” UK alerts are broadcast from nearby mobile masts, but a compatible phone may not receive one if it is switched off, in airplane mode, using 2G or 3G, Wi-Fi-only, or incompatible. Check official guidance for your jurisdiction rather than assuming alerts will arrive during an internet disruption. See the UK Government’s How emergency alerts work.

Get help and report disruptions only when safe
Access Now’s Digital Security Helpline is a free, remote, 24/7 resource for eligible civil-society users, including activists, journalists and human-rights defenders. It can advise on digital-security issues related to shutdowns, but it does not provide internet access or emergency medical, evacuation or physical-safety assistance. Its FAQ says an initial response is expected within two hours; resolution time depends on the issue and team capacity. Eligibility vetting applies. Details are at the Digital Security Helpline FAQ.
If you want to report a suspected shutdown, rely on more than one anecdote where possible. Access Now’s STOP methodology combines first-hand accounts, news reports, official orders and internet-traffic measurements. You can preserve time-stamped observations or screenshots if doing so is safe, but do not expose yourself or others to collect them.

What shutdown figures do—and do not—show
Internet Society Pulse reported 133 shutdown incidents in 2024, up from 124 in 2023, and 40 during the first half of 2025. These are tracked incidents, not a forecast or a count of every unreported disruption. UNESCO’s 2026 statement says there were at least 300 shutdowns in more than 54 countries over the prior two years and describes 2024 as the worst year since 2016, attributing that assessment to Access Now. These figures use different reporting periods and should not be combined as though they share a single counting method. See the Internet Society policy brief and UNESCO statement.
