Keep your distance, avoid fumes and contact, and call for help from a safe place if the spill is active, substantial, unidentified, near a drain or waterway, involves a truck or cargo, or presents fire or injury. Do not drive or walk through the liquid, investigate it up close, or try to clean it up.
What to do, in order
- Stop at a safe distance. Do not drive or walk through the liquid, and do not approach to identify it. If stopping where you are would create another traffic hazard, prioritize getting yourself out of immediate danger without crossing the spill.
- Reduce exposure. Move upwind and uphill if you can do so without crossing the spill or entering traffic. Avoid breathing fumes and touching the liquid. Do not smoke or create flames or sparks. Only remove an ignition source if you can do so without approaching the spill or putting yourself at risk.
- Keep other people away from safety. Warn companions and nearby people from a safe position. Do not stand in traffic or walk along a live lane to place a warning device.
- Call for help when there is a significant or uncertain hazard. Call your local emergency number for a fire, injury, ongoing leak, substantial or unidentified spill, spill from a truck or cargo vehicle, or fuel reaching a drain or waterway. If the situation is unclear, call rather than approaching to assess it. Follow the dispatcher’s directions.
- Give dispatch useful observations. From where you are safe, report the road, nearest landmark or mile marker, direction of travel, whether anyone is hurt or there is a fire, and what you can see about the vehicle. Do not walk closer to read cargo placards. If you cannot safely make the call, ask someone already in a safe place to call.
- Leave containment and cleanup to responders. Do not try to stop a leak, spread sand or absorbent, use a fire extinguisher, or wash fuel away. Those actions can expose you to fumes, fire, traffic, or hazardous material; water can carry gasoline into storm or sanitary sewers, potentially moving the vapor or explosion hazard.
These principles reflect public safety guidance from Illinois Emergency Management Agency / Ready Illinois and the Texas Commission on Environmental Quality. Use the emergency number for your location; 911 applies in the cited US guidance, not everywhere.
Why even a road spill that looks small deserves caution
Fuel can make pavement slippery, ignite, and flow into storm drains or waterways. Petroleum can also affect wildlife, water quality, soil, and groundwater. A puddle’s apparent size alone does not establish that it is safe: the material, fumes, nearby ignition sources, drainage, and traffic all matter. Minnesota’s Pollution Control Agency spill guidance for fire departments specifically warns that washing gasoline away can move vapor or explosion hazards into storm or sanitary sewers.
If the liquid is unknown or comes from a cargo vehicle
Treat an unidentified liquid as potentially hazardous and stay well clear. The same applies if a truck or other cargo vehicle is involved, especially if you can see hazard markings from your existing safe position. Do not approach to inspect the liquid, read placards, or find the source of a leak. Tell dispatch what you can observe and let responders assess the material and control access. Illinois advises treating unknown materials as hazardous until identified; FHWA’s documented practices describe safe-distance assessment and access control as responder work.

If you are in the vehicle that is leaking
There is no single maneuver that is safe for every vehicle, road, and spill. Prioritize reaching a safe place only if moving will not worsen the immediate danger or spread contamination. Then call for help and follow dispatcher instructions. Do not drive through fuel or toward people to investigate the leak.
If there is fire or someone is injured
Call emergency services immediately from a safe location. Do not attempt to fight the fire or reach someone through the spill; follow the dispatcher’s directions and let trained responders handle rescue and fire response.

Why not use a gallon cutoff to decide whether to report
There is no universally safe public size threshold. FHWA’s Hazardous Materials Procedures describes a typical 25-gallon amount at which some responder hazmat procedures are invoked, while noting that practices vary. That is responder-policy context, not a rule for bystanders: it does not mean a smaller spill is safe or should be ignored. Reporting duties described in PHMSA’s hazardous-material incident reporting FAQ concern regulated incidents and specified responsible parties, not a general legal duty for every witness. A witness should focus on staying safe and alerting responders when the situation warrants it.

Cleanup and containment belong to trained responders or responsible parties. FHWA’s field operations guide for safety and service patrols includes containment tasks for patrol personnel; they are not instructions for an untrained road user. From a safe place, report what you see, keep clear, and wait for responders rather than trying to direct traffic or manage the spill yourself.
