If you may later send, resell, or transfer the card outside the United States, check the rules for the specific product, destination, end user, and end use first.
What happened at Micro Center?
On October 2, 2026, Tom’s Hardware reported that a customer buying a workstation containing an NVIDIA GeForce RTX 5090 Founders Edition at Micro Center in Tustin, California, was asked to complete an “Advanced Computing Product Purchaser Declaration.” The report attributes the account and an image of the form to a customer post.
According to the report, the declaration requested the purchaser’s legal name, address, government-issued photo ID, phone number, and email. It also asked for the end user if different from the purchaser, installation location, and intended end use. Its reported terms prohibited export, reexport, resale, transfer, or otherwise causing the product to leave the United States, regardless of destination. The form reportedly used the phrase “NO EXPORT – NO EXCEPTIONS.” Those are reported words from a retailer form, not a statement from the U.S. government.
The report does not establish why Micro Center required the form. It documents one reported transaction, not a policy at every Micro Center location or a general practice among graphics-card retailers. A commenter described a similar experience elsewhere, but that anecdote does not establish an industry-wide policy.

Why do I have to sign a no-export form to buy a graphics card?
The report documents the form and the buyer’s surprise, but does not establish the retailer’s reason. A store may set conditions for a sale; that does not mean the government requires that particular declaration. The available information does not show that federal law requires buyers to sign Micro Center’s form.
Ask the retailer whether the declaration is a store condition or a government-required certification. If staff say it is legally required, ask for the legal authority or written policy. The distinction matters: a store may refuse a sale under its own terms even where the form itself is not a government-mandated document.

What to check before signing
- Read the exact form. Check whether it covers only export or also reexport, resale, transfer, and indirectly causing the card to leave the country. The reported form’s scope went beyond a promise about one destination.
- Clarify the retailer’s basis. Ask whether this is a condition of sale or a legal certification, and request a written explanation if it is described as legally required.
- Ask about your personal information. The report lists the information requested, but does not establish how the retailer handles it. Ask what is collected, who can access it, how long it is kept, and whether it is shared.
- Sign only if you can truthfully comply. If you already intend to export, reexport, resell, transfer, or otherwise cause the card to leave the United States, do not sign a declaration saying you will not. Decline the purchase if you cannot make the promise.
- Keep a copy. If you sign, retain the exact form and any written explanation. A later move, gift, resale, or shipment could conflict with a broad promise even if you believe the destination is allowed under export law.
- Check the rules before an international transfer. Determine the item’s applicable classification and check requirements for the destination, parties, and intended use. For a specific high-value GPU transaction, consult an export-control lawyer or contact the Bureau of Industry and Security (BIS) if the answer is unclear.
A retailer’s promise is not the same as export law
A signed store declaration and the legality of a later export or transfer are separate questions. The form does not, by itself, establish whether an export is lawful, and a retailer’s requirement does not prove that the government requires that form.
BIS explains that end-user restrictions can apply to items subject to the Export Administration Regulations (EAR), including EAR99 items, and in situations where a license would not otherwise be required based on item classification or destination. End-use controls can also trigger a license requirement even when classification alone would not. That does not establish that a particular RTX 5090 transaction needs a license: the product classification, destination, end user, end use, and transaction details matter. BIS provides links to its regulations and classification guidance, country guidance, and end-user resources. Export-control rules can change, so check current guidance for the specific transaction.

What BIS’s “red flags” guidance means for buyers
BIS’s Know Your Customer guidance is directed primarily at exporters and firms, rather than serving as a consumer signing checklist. It tells firms to investigate circumstances that suggest an inappropriate end use, end user, or destination. If concerns remain unresolved, firms should not proceed with the transaction or should advise BIS and wait. The agency warns that proceeding despite unexplained red flags can create risk under the EAR.
“If they can, you may proceed with the transaction. If the ‘red flags’ cannot be explained or justified and you proceed, you run the risk of having had ‘knowledge’ that would make your action a violation of the EAR.”

For a buyer, the practical point is not to treat a consumer graphics card as automatically exempt from every restriction, or to assume that the reported form means this particular card cannot legally be exported. Check the applicable rules for the actual product and transaction rather than inferring the answer from the form alone.
