Do not enter or start cleaning a flooded home until local authorities or qualified professionals say it is safe. Floodwater can conceal electrical and structural hazards and may contain sewage, chemicals, or microorganisms. Once reentry is cleared, protect people first, document damage if it is safe, then remove contaminated materials, clean, and dry the home promptly.
This is general U.S. guidance, not a substitute for local emergency orders, utility instructions, a building inspection, medical advice, or your insurance policy. Follow the instructions that apply to your home and location.
1. Is it safe to go back inside?
Wait for local officials or qualified professionals to indicate that reentry is safe. A home that looks accessible may still have unstable floors or walls, damaged wiring, or other hazards. The CDC’s reentry guidance, updated August 24, 2026, advises checking for hazards and, if possible, going in during daylight. Use a battery-powered flashlight or lantern, not candles, gas lanterns, or torches.

- If standing water is present and the main power can be shut off from a dry, safe location, do so. Never walk through water to reach a breaker, electrical equipment, or a utility shutoff.
- Use the utility’s and local emergency officials’ instructions for shutoffs; the safe procedure depends on the building and location.
- If the building appears unstable or you cannot tell whether it is safe, stay out and contact emergency officials or a qualified professional.
2. How should you protect people before cleanup?
Treat floodwater, mud, and wet materials as potentially contaminated. The EPA warns that floodwater can contain sewage, chemicals, and microorganisms. Its Flooded Home guidance lists an N95 respirator, goggles without holes, gloves, and clothing that covers exposed skin as baseline protective equipment for entering a flooded home. Wear boots or waders if standing water is present. This equipment does not make an unsafe building safe.

- After leaving a moldy site, shower and change clothes. Keep contaminated clothing out of clean areas if possible, isolate unaffected rooms where practical, and avoid carrying debris or mold dust into them.
3. What should you document before cleanup?
If you can do so safely, contact your insurer and photograph the home and belongings before moving or discarding items. Keep notes and records as appropriate. Coverage, reporting deadlines, and reimbursement depend on your policy and circumstances, so follow your insurer’s instructions. Do not delay an urgent action needed to protect people or prevent immediate further damage in order to take photos.
4. What should you remove, clean, and dry?
Remove standing water and damaged materials
Once reentry and power are safe, remove standing water and wet materials while watching for electrical, structural, slip, and trip hazards. Discard items that cannot be cleaned and dried. Porous materials such as carpet or ceiling tiles may need to be discarded if moldy, because growth can penetrate their spaces. Keep debris contained and follow local disposal instructions; disposal rules vary by community.

Clean surfaces without spreading contamination
The EPA recommends gently cleaning surfaces with clean water and detergent to remove loose dirt and microorganisms, then drying them promptly. Remove visible mold before using fans, which can spread mold if it is already growing. Open doors and windows for ventilation when it is safe and feasible. Never mix cleaning products or add bleach to other chemicals.

The EPA’s Mold Cleanup in Your Home guidance says homeowners can often handle moldy areas smaller than about 10 square feet. That is general guidance, not a safety guarantee: water source, materials, health risks, and building systems matter too.

| Situation | Practical next step |
|---|---|
| Limited damage, no sewage or chemical contamination, no structural or electrical concern, and you can use suitable protection and dry the area promptly | DIY cleanup may be reasonable if you can safely clean and dry affected materials. |
| Moldy area larger than about 10 square feet, substantial water damage, or sewage or other contaminated water | Consider an experienced cleanup or remediation professional; these are EPA escalation factors, not a universal cutoff. |
| Structural uncertainty, unsafe power, extensive contamination, affected HVAC, or household members at elevated health risk | Do not proceed as a routine DIY job. Ask the appropriate qualified professional for an assessment. |
When hiring, ask about relevant qualifications, training, experience, and references. The EPA does not operate a contractor certification program or maintain a cleanup-contractor list, and does not endorse a particular contractor.
5. How quickly should the home dry, and what about HVAC?
Dry the home and its contents as quickly as possible. The EPA recommends aiming to dry them within 24–48 hours where feasible to reduce mold risk; this is a time-sensitive target, not a guarantee that an item can be salvaged or that mold will not develop. Use fans or dehumidifiers only after electrical hazards are resolved and visible mold has been gently cleaned.

Do not use the HVAC system to dry the home if floodwater affected ducts or HVAC components. Have an experienced professional assess affected equipment. The EPA’s instruction is: “Do not turn on your HVAC system until you have completed all the steps to clean and dry the home and have addressed needed repairs and remediation.” After the home is clean and safe, the EPA advises monitoring indoor humidity below 60 percent, ideally 30–50 percent.

6. How can you use a generator safely?
Run fuel-powered portable generators outdoors, at least 20 feet from buildings, with exhaust directed away from doors, windows, and other openings, following the EPA’s flood cleanup safety guidance. Never operate one inside a home, garage, or other enclosed space. Keep it away from standing water and wet areas; elevate it if needed to reduce electrical hazards. Follow the manufacturer’s instructions and local emergency guidance.

7. When is the home ready to occupy again?
The EPA’s Flooded Home guidance describes a home as likely ready for reoccupation when materials that cannot be cleaned and dried have been removed, essential equipment has been replaced, the home and contents have dried, and remaining surfaces and materials have been cleaned. Persistent mold, musty odor, visible water damage, or symptoms may mean more work is needed. If HVAC was affected, have it checked and cleaned by an experienced professional before using it.
The EPA does not generally recommend mold sampling as the first step. Inspection and correcting moisture or contamination are more useful starting points. For additional federal cleanup materials, see the EPA’s Flooded Homes Cleanup Guidance hub, last updated August 10, 2026.
