A very low price is a reason to verify a phone offer—not proof that it is either genuine or a scam. Before paying, confirm who sells it, exactly what condition and model you will receive, the full delivered cost, and how you can get help if something goes wrong.
How can I tell if an online phone seller is legitimate?
Start by identifying the business that will take your order. On a marketplace, the platform may not be the seller: an independent third party may set the price, ship the phone, handle returns, and provide customer service. Check the listing’s seller name and the marketplace’s explanation of who is responsible for fulfillment and returns. The Government of Canada describes how those responsibilities can sit with a third-party seller: Office of Consumer Affairs: Online shopping.
- Look for a business name, location, working contact details, and clear seller terms. Be cautious if details are missing, inconsistent, or difficult to verify.
- Check recent buyer feedback on more than one source. Star ratings alone are not enough: reviews and ratings can be misleading or fake, the FTC warns in its marketplace buying guidance.
- Check the website address carefully. A misspelling or address resembling a known retailer can be a warning sign; New Zealand Consumer Protection also flags unusually low prices, missing contact details, and pressure to buy quickly as reasons to investigate: Check before you buy online.
- Ask the seller specific questions through the platform or another written channel, then keep the replies. A seller who avoids basic questions about condition, delivery, or returns is not giving you enough information to buy confidently.
A padlock or HTTPS connection protects information in transit; it does not verify the business behind the site. The FTC puts it plainly: “The ‘s’ means the site is encrypted — but it doesn’t mean it’s a legitimate site.”
Why is this phone so much cheaper?
Compare the offer with the same model and storage configuration from other sellers, then find out what explains the difference. A bargain may reflect a different condition, an older variant, or costs excluded from the headline price; a much-lower-than-comparable price can also be a warning that the item or seller needs closer scrutiny. Price alone cannot establish which explanation applies.

Confirm the exact phone and its condition
- Match the full model name, model number, storage capacity, and any regional or carrier variant against the manufacturer’s product information. “Same phone” is not a useful comparison if the configuration differs.
- Check whether the listing says new, used, refurbished, or “as is.” Look for what refurbishment means, what is included, and whether cosmetic wear, missing accessories, or defects are disclosed.
- For used or refurbished phones, look for photos of the actual item when available rather than relying only on generic product images. Ask about the device’s condition in writing if the listing is unclear.
Compare the total cost, not just the listed price
Add shipping, taxes, import duties, currency conversion, and any private courier or customs-broker fees that may apply. The Government of Canada advises checking these costs for international purchases and notes that resolving problems with foreign vendors can be difficult. The actual total and available remedies depend on the destination and transaction.
What should I check about delivery, returns, and refunds?
Read the complete listing and seller terms before paying, including who handles a marketplace dispute. A return policy is useful only if you know its conditions and how much it could cost to use.

- Delivery: Find the estimated shipping time, shipping method, and what happens if the parcel is delayed or never arrives. If no delivery time is promised, the FTC says its US rule generally requires shipment within 30 days after the seller receives the relevant order information or payment authorization. This is a US-specific rule, not a universal delivery guarantee: FTC: Online Shopping.
- Returns: Check the return window, whether the phone must be unopened or in a particular condition, who pays return postage, and whether a restocking fee applies.
- Refunds: Confirm how refunds are issued and what happens if the seller sends the wrong item, a damaged device, or nothing at all. Check whether the marketplace offers a buyer-protection or dispute process, and note any deadline for using it.
- Warranty: Establish who provides coverage, what it includes, and whether it applies where you live. Do not assume a manufacturer warranty applies to every regional version or international purchase.
Consumer rights differ by country and transaction. For example, the European Commission’s page, last updated 16 July 2026, describes an EU 14-day withdrawal right for many online product purchases and minimum legal guarantees of two years for goods and one year for second-hand goods bought from a professional seller. How should I pay safely?
Prefer a payment method with a dispute process, and keep the payment on the marketplace if you are relying on its protections. Do not pay an unfamiliar seller by gift card, cryptocurrency, wire transfer, or direct bank payment when that removes practical options for challenging the transaction. The FTC, European Commission, and New Zealand Consumer Protection all advise checking payment safety and avoiding risky payment demands.

Save a copy of the listing, seller terms, order confirmation, payment record, and all messages. Screenshots or downloaded copies can help if the page changes or you need to explain a dispute.
Buying in Brazil? Check the phone’s IMEI and Anatel status
These are Brazil-specific checks, not universal legal requirements. Anatel recommends buying from a reliable shop, supplier, or manufacturer and checking for the Anatel seal or certification number. Compare the IMEI shown on the phone with the one on the box; on a dual-SIM phone, check each IMEI. Use Anatel’s tool to look for restrictions such as theft, loss, or misplacement.

If the phone was acquired abroad, Anatel also advises checking for contract limits, carrier restrictions, and compatibility with Brazilian networks. The regulator warns that convincing counterfeits and false invoices can occur. Follow its current guidance at Anatel: Antes de comprar. Elsewhere, ask your local regulator, carrier, or the phone manufacturer which certification, blacklist, and network-compatibility checks apply.

- Proceed cautiously if you can identify the seller, verify the exact model and condition, calculate the full cost, understand delivery and return terms, and pay through a method with recourse.
- Pause if the unusually low price has no clear explanation, the listing leaves out important details, or the seller has not answered your written questions. Resolve those uncertainties before paying.
- Walk away if you cannot identify who is selling the phone, the condition or total price remains unclear, return and refund terms are missing, you are pressured to act immediately, or the seller accepts only hard-to-reverse payment.
Keep the listing and messages whichever option you choose; they record what the seller offered and promised.
