An AI email agent should have only the access needed for its task: usually narrowly scoped, read-only access for summarizing or classifying email. Keep drafting separate from sending, require a person to approve consequential actions, and enforce permissions in the tools and services that carry them out—not just in the agent’s prompt.
What should an AI email agent be allowed to do?
Set permissions by action and mailbox scope. A summarizer may need to read selected messages, but that does not mean it needs permission to send, delete, change settings, or access every mailbox. OWASP’s 2025 guidance uses an email assistant that only summarizes messages to illustrate why read-only access is preferable when sending is not part of the job: OWASP: LLM06:2025 Excessive Agency.
Start with the smallest set of capabilities that completes the documented workflow. Add authority only for a specific need, and enforce it for each action against the relevant identity, resource, and policy. A natural-language instruction such as “never send mail” is not an authorization boundary if the connected tool still permits sending.
Recommended starting permissions

These are practical recommendations based on OWASP and Microsoft security guidance, not a universal formal standard or vendor certification. OWASP recommends minimum permissions, user-context authorization, approval for high-impact actions, complete mediation, logging, and rate limits: OWASP Excessive Agency. Microsoft also recommends scoped tokens and confirmation for irreversible or high-impact actions: Microsoft: Identity, Access, and Least Privilege.

Should an AI email assistant be able to send emails?
Not by default. If the job is summarizing, sorting, or drafting, sending is unnecessary authority and should be unavailable. If the workflow genuinely requires sending, make a human review and confirm the specific message before execution. OWASP’s email example is to let a user review a draft and manually press send; Microsoft likewise calls for fresh confirmation for high-impact or irreversible actions, including sending and deleting.
Make approval specific to the action
Show the approver what will happen before asking for confirmation: the recipient or target, message text, attachments, and whether the operation is a send, forward, deletion, or bulk change. Bind approval to that exact action and target, then re-check authorization when executing it. These interface details are practical safeguards inferred from Microsoft’s exact-action authorization and confirmation principles; they are not a prescribed universal checklist.

Do not treat a model-generated explanation of its intent as the approval record. Where supported, log the agent identity, initiating user or delegated context, requested action, target, authorization result, approver, and execution outcome. Microsoft calls for identity and action logging and monitoring in its AI agent shared responsibility model. NIST’s February 2026 concept paper identifies tamper-proof logs, non-repudiation, and binding actions to human authorization as open technical questions, not settled requirements: NIST NCCoE: Accelerating the Adoption of Software and Artificial Intelligence Agent Identity and Authorization.

An incoming email, attachment, retrieved message, or tool output can contain instructions aimed at the agent rather than the human reader. A maliciously crafted message could manipulate an agent with send capability into searching mailbox content and forwarding sensitive information. Treat email content as untrusted data: it cannot grant the agent new permissions or override policy.

- Remove send, delete, and write functions when the agent’s task does not need them.
- Use narrow, user-scoped credentials and validate each action in the downstream service.
- Require human confirmation for high-impact actions.
- Log and monitor activity; apply rate limits to limit the number of actions possible before detection. These measures reduce potential damage and support response, but do not eliminate excessive agency.
OWASP describes the email-forwarding scenario and recommends least privilege, complete mediation, human approval, logging, and rate limiting in its 2025 Excessive Agency guidance. Its AI Agent Security Cheat Sheet provides additional agent-security control guidance.
Use mail filtering and runtime safeguards together
Email filtering and safeguards inside the assistant address different points in the workflow. Microsoft describes Defender for Office 365 detection at mail flow before delivery, while runtime controls operate when the assistant processes grounded content. A mail filter does not know the assistant’s current instructions, permissions, tools, or full runtime context, so it cannot replace authorization and approval controls at execution time: Microsoft: Prompt injection protection in Microsoft Defender for Office 365.

Instruction-like wording alone can be ambiguous: a message asking someone to share details with counsel could be legitimate or malicious depending on context. Microsoft’s mail-layer guidance focuses on threat objectives and detectable message characteristics; runtime safeguards remain important.

Who is responsible for an AI email agent’s actions?
The organization deploying the agent remains accountable for its data, identity and credential scope, action authorization, human oversight, and acceptable-use governance. Microsoft says control ownership can shift across SaaS, PaaS, and IaaS deployment models, but those responsibilities remain with the organization. Its guidance also identifies risks including prompt injection leading to action, excessive agency, confused-deputy behavior, memory poisoning, runaway loops, and rogue agents: Microsoft: AI agent shared responsibility model.
NIST NCCoE’s February 2026 concept paper frames identity, delegated authority, action-specific authorization, auditable logs, and prompt-injection mitigation as questions for a proposed project. It sought public feedback through April 2, 2026; it is not a finalized standard or evidence that these challenges have been resolved: NIST NCCoE concept paper.
