Microsoft Copilot does not have one universal level of access. What it can use depends first on whether you are signed in with a personal Microsoft account or a work or school account, then on the Copilot app or feature, your license, and settings controlled by you or your organization.
For an eligible work account, Copilot can ground an answer in Microsoft 365 material that you already have permission to access, plus content you attach and public web information. It is not an administrator-level view of every company file. Personal-account privacy rules are separate, and Copilot in Edge has its own page-access and data-loss-prevention controls.
Start with the four facts that determine access
Before judging what Copilot can see, identify these four conditions:
- Account: Is the session signed in with a personal Microsoft account or a work or school account managed through Microsoft Entra ID?
- Experience: Are you using the Copilot app, Copilot Chat, Microsoft 365 apps, or Copilot in Edge?
- License: Does the work account have a Microsoft Copilot add-on, or is it using Copilot Chat without that add-on?
- Controls: Is Work IQ enabled, is web search allowed, and has an administrator enabled Edge page access or data-loss-prevention (DLP) policies?
Changing one of these does not automatically change the others. For example, turning off Work IQ is not the same as disabling web search, and an Edge consent prompt is not a substitute for an organization’s DLP policy.

- Compatible Model(s): Magicmoon brand filter only for 24 inch -diagonally measured - widescreen monitor - aspect ratio 16:9 - filter size: width: 20 15/16", Height: 11 13/16" (531mm x 298mm)
- Superior Privacy: The computer privacy filter makes the screen appear dark when looking at it from an angle (the angle is about 30 to 60 degree), but bright when looking directly at it. To change the privacy level - simply adjust your monitor’s brightness accordingly
- Eye and Screen Protection: Privacy Filter does not only protect your private life but also protects your eyes by blocking 30% of blue light , blocking the harmful blue light between 380 to 495 nm, it filters out the blue light and relieves eye strain
- Perfect For Open Workspaces: Great for maintaining screen privacy in open work spaces
- Includes Two Options: Option 1 uses clear adhesive strips that securely attach to any computer screen. Option 2 (for computer screens with a raised bezel only) uses slide mount tabs that easily stick to the display frame, allowing you to slide the privacy screen filter on and off as needed
What each account and license can ground
| Situation | Potential grounding sources | Important boundary |
|---|---|---|
| Personal Microsoft account in the current Copilot app | Sources and controls described in Microsoft’s individual privacy overview for the current app | Do not apply work-account rules or statements written for an older consumer app version |
| Work or school account, Copilot Chat without a paid add-on | Public web data, subject to the organization’s web-search policy | Work-data grounding features described by Microsoft require the add-on |
| Work or school account with a Microsoft Copilot add-on | Public web data, attached material, and authorized Microsoft 365 work data when the relevant feature is available | Copilot only references internal content the signed-in user is allowed to access |
| Work account with Work IQ turned off | Attached content, public web information, the user’s profile, and personalization preferences | The response does not reference Microsoft 365 work data through Work IQ |
| Copilot in Edge at work | The current webpage, website, or PDF when page access is allowed | Admin settings and DLP can block page or file access; the page is not guaranteed to be used merely because it is open |
The table describes Microsoft’s documented boundaries, not a promise that every tenant has every feature. Names, availability, and default settings can change with the app version and administrator policy.
How Copilot uses a work or school account
Work IQ is the work-data grounding path
Microsoft’s Work IQ guidance says an eligible Copilot experience may use work information such as emails, files, chats, meetings, people, projects, accounts, and opportunities. It can combine that material with content you attach to the prompt and information found on the public web.
Work IQ is described as available to users with a Microsoft Copilot add-on license and enabled by default for those users in the documented Copilot app experience. If the toggle is available, you can turn it off. With Work IQ off, the answer does not reference Microsoft 365 work data through that grounding path; it can still use an attachment, public web information, your user profile, and personalization preferences.
Permission trimming prevents an all-files view
Work grounding follows the permissions already enforced by Microsoft 365 and by your organization. Copilot can reference an internal document, message, meeting summary, or other item only when the signed-in user is allowed to access it. It does not elevate your permissions, bypass a SharePoint restriction, or provide an administrator’s view of the tenant.
This means an answer can differ between two colleagues who submit the same prompt. If one person has access to a project folder or meeting transcript and the other does not, only the first person’s response can use that protected material. A vague prompt such as “summarize the launch plan” also cannot grant access to a file that is hidden from the requester.
Attached material is a separate input
You can deliberately add a file or other supported content to a prompt. That attached material is an input even when Work IQ is off, subject to the product’s upload limits and organizational policies. Treat an attachment as a disclosure decision: attaching content gives Copilot the opportunity to process it for that request, while Work IQ determines whether the response may also draw on permitted Microsoft 365 information.

Why the license changes the answer
Microsoft’s work-account grounding documentation distinguishes Copilot Chat without a paid add-on from Copilot Chat with the add-on.
Without the Copilot add-on
Microsoft describes this version as using public web data. It can answer from web results when web search is available, but it does not provide the documented work-data grounding capability for internal email, Teams meeting summaries, Word or Excel summaries, PowerPoint drafting from organizational content, or OneDrive and SharePoint discovery.
With the Copilot add-on
The add-on enables the documented combination of web and work grounding. Examples Microsoft lists include business email, Teams meeting summaries, Word and Excel summaries, PowerPoint drafts, and discovery across OneDrive and SharePoint. These examples still operate inside your existing permissions and whatever security or governance controls the organization has configured.
License assignment alone does not guarantee that every surface is enabled. The app must support the feature, the tenant must have the required configuration, and an administrator may restrict web search, connectors, files, or other data paths.
What Microsoft says about work-account privacy and logging
Enterprise data protection applies when you sign in at work
Microsoft says that signing in to Copilot Chat with a work or school account automatically provides enterprise data protection. Prompts, including work content included in a prompt, and Copilot responses are not used to train foundation models, according to Microsoft’s support guidance. Chat data is encrypted during the session.

Pick the symptom - the matching free tool is one click away.
“Not used for training” does not mean “never logged”
The same guidance says prompts, Bing search queries triggered by prompts, and responses are logged. Microsoft provides tools that allow IT administrators to search and audit that logged information. Therefore, do not describe a work chat as disappearing immediately or as being invisible to IT.

Bing queries generated from a prompt are described as short query fragments informed by the prompt and not linked to the user or organization on that support page. Bing has separate data-handling practices, so the privacy terms for the search service should not be collapsed into the Copilot statement about foundation-model training.
What an administrator can control
Organization administrators can set policies for data access, web search, retention, auditing, connected services, and Edge page context. These controls may change what appears in the interface and whether a prompt can be completed. A missing Work IQ toggle, blocked attachment, or absent web result can be a policy decision rather than a Copilot malfunction.
Personal Microsoft accounts have a different privacy scope
Microsoft’s current individual privacy overview applies to people using a personal Microsoft account in the Copilot app. It identifies an updated Copilot app for web, desktop, and mobile that was available on August 18, 2026. The overview directs users of Copilot inside Microsoft 365 apps, and users signed in with work, school, or organizational accounts, to different guidance.
Recommended Free Tools
That scope boundary matters because consumer documentation can describe controls that do not exist in an enterprise tenant, while enterprise documentation can describe protections that do not govern a personal session. The separate Microsoft Privacy FAQ explicitly limits its model-training section to the older Copilot app version. Do not quote that older-app language as though it automatically describes the current personal app or a work account.
For a personal session, check the privacy overview and the settings shown in the current app version you are using. If you switch accounts in the same browser, verify which account is active before entering sensitive information; the account switch changes the applicable policy framework.
Copilot in Edge can use the page, but only through a separate path
When page context is available
When an organization enables Copilot in Edge, it may use the current webpage, website, or PDF as context for a request. This is distinct from Work IQ’s access to Microsoft 365 items. A page can be relevant to the prompt without being part of the user’s mailbox, OneDrive, or SharePoint permissions.

Consent dialogs are not the whole control system
A user may see a consent dialog before page content is used. Microsoft also says that administrator settings can explicitly enable or disable page access without showing a dialog. Consequently, seeing no prompt does not prove that page access is disabled, and seeing a prompt does not override an organization policy.

DLP can block protected pages and files
Data-loss-prevention controls can prevent Copilot from accessing protected webpages and PDFs and can block sensitive files from being uploaded. Edge page content in a work profile is handled under organization data-protection policies, and the exact handling can vary by feature. If a protected document produces an access error, do not work around the control by copying the text into another service; ask the administrator which approved workflow applies.
How to check what your current session can use
- Confirm the account: Open the account menu in Copilot and verify whether the address is personal or organizational. In a shared browser, sign out of unused accounts or use a separate profile.
- Identify the surface: Note whether the request is in the Copilot app, Copilot Chat, a Microsoft 365 app, or Edge. The same wording can invoke different grounding paths.
- Check the license and tenant: For a work account, ask the Microsoft 365 administrator whether the Copilot add-on is assigned and whether the relevant Copilot experience is enabled.
- Inspect Work IQ: In the Copilot experience that exposes the setting, check whether Work IQ is on. Turning it off removes Microsoft 365 work grounding from that response but does not remove attachments, public web use, profile data, or personalization preferences.
- Check web-search status: A work tenant can restrict Bing queries. An answer based only on attached or work data may be expected when web search is disabled.
- For Edge, check page access: Review the organization policy for Copilot in Edge and DLP. A consent prompt is only one signal; policy can enable or block access independently.
- Review audit expectations: Assume that work prompts, triggered Bing query fragments, and responses may be logged and available to approved IT audit tools, even though Microsoft says they are not used to train foundation models.
Common misunderstandings and the correct interpretation
“Copilot can see everything in the company.”
Incorrect. Work grounding is permission-trimmed. Copilot can use only internal items that the signed-in user can access, and organizational security and governance controls still apply.
“Turning off Work IQ makes the prompt private from every system.”
Incorrect. It stops Microsoft 365 work-data grounding through Work IQ for that response. Attachments, public web searches, profile information, personalization, product logging, and tenant policies remain separate considerations.
“No training means no record exists.”
Incorrect for the documented work-account experience. Microsoft separates foundation-model training from service logging and says that prompts, triggered Bing queries, and responses can be logged and audited.
“If a PDF is open in Edge, Copilot can read it.”
Not necessarily. Page access must be allowed for the organization and the feature, and DLP can block protected PDFs or sensitive uploads.

“A consumer privacy FAQ covers every Copilot app.”
Not necessarily. Microsoft marks the model-training section of its Privacy FAQ as applying to an older Copilot app version and sends work-account and Microsoft 365 users to different guidance.
A practical privacy checklist before entering sensitive content
- Use a work account only in an organization-managed profile when the request concerns company information.
- Do not assume that a colleague’s Copilot result proves you have the same access; permissions may differ.
- Check whether Work IQ is enabled before asking for summaries of mail, meetings, files, or projects.
- Attach only the material needed for the task, and verify that organizational upload policies permit it.
- Expect work prompts and responses to be logged for audit even when they are excluded from foundation-model training.
- For Edge, confirm whether the page is public, protected, or governed by DLP before relying on page context.
- When Microsoft updates the Copilot app or your tenant changes license assignments, recheck the current support guidance and in-product controls.
What to do when Copilot gives an unexpected access result
It cites a file you cannot open
Stop and verify the link and your Microsoft 365 permissions. If you cannot open the source directly, report the mismatch to the workspace administrator rather than treating the answer as proof that you should have access.
It ignores a file or meeting you can open
Check the active account, the Copilot surface, the add-on license, and whether Work IQ is off. Tenant indexing, service availability, or policy restrictions can also prevent a permitted item from being used in a particular response.
It cannot use a webpage or PDF in Edge
Confirm that you are in the managed work profile, then ask whether page access is enabled and whether DLP classifies the page or file as protected. An administrator can block the context even when the page is visible in the browser.
The response contains web information when you expected only company data
Web grounding may be enabled, and Copilot can combine work and public sources when the license and policy allow it. Check the web-search setting and request citations or a work-only workflow if your tenant provides one.
