No—Meta did not plan to stop moderating content. In January 2025, it announced a shift in how it would enforce its rules: ending U.S. third-party fact-checking in favor of Community Notes, changing enforcement thresholds, relaxing some topic restrictions, and restoring more political and civic recommendations. Meta said it would still proactively remove illegal and high-severity content.
What did Meta mean by “stop over-moderating”?
Meta framed the announcement as a correction to what it considered excessive enforcement. Chief Global Affairs Officer Joel Kaplan wrote, “A program intended to inform too often became a tool to censor.” That is Meta’s assessment of its former U.S. fact-checking program, not an independent finding about its effects. The January 2025 plan changed several parts of moderation and content distribution, not just fact-checking.
Enforcement and removals
Meta said its automated systems would prioritize illegal and high-severity violations, including terrorism, child sexual exploitation, drugs, fraud, and scams. For less severe violations, it said it would rely more on user reports before acting, remove most predicted-violation demotions, and require greater confidence before taking content down. These are descriptions of Meta’s intended enforcement design; they do not independently establish how consistently it was applied.
Meta also said it had added appeal staff, required multiple reviewers for more removal decisions, and used large language models as a second opinion on some enforcement actions. These process changes were reported by the company.

Rules and recommendations
Meta said it would remove some restrictions on subjects including immigration, gender identity, and gender. It also planned to phase more civic content back into feeds through personalization. That does not mean every political post would be recommended, or that all previous restrictions would disappear.
Is Meta ending fact-checking?
In the United States, Meta’s third-party fact-checking program ended on April 7, 2025, according to the company’s April 2025 update. Meta began gradually introducing Community Notes on Facebook, Instagram, and Threads.

How Community Notes work
Meta described a system in which contributors write notes and rate them. A note is published only when contributors with differing viewpoints agree that it is helpful. Meta said the initial system would use X’s open-source algorithm as a basis. It also said a note would add context without applying the distribution penalties associated with fact-check labels.
This is a different model from relying on third-party fact-checking organizations to assess selected claims and publish context. The available Meta descriptions do not establish which model is more accurate or effective. A fair comparison would need evidence about claim selection, contributor expertise, how agreement is measured, language and geographic coverage, transparency, appeals, and errors—including claims that are missed.

Where has Community Notes rolled out?
Meta’s September 2026 announcement about Latin America said it was testing Community Notes in 16 Spanish-speaking countries: Argentina, Bolivia, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Uruguay, and Venezuela.
That was a test, not a completed replacement of fact-checking in those markets. Eligible contributors could register, but Meta said notes would not yet be visible to users during the test and independent fact-checking would continue normally. The company said it would consider full launches and gradual transitions country by country after assessing how the product worked. The announcement does not establish the complete worldwide status of Community Notes and third-party fact-checking as of October 2026.

What do Meta’s reported numbers show?
Meta said that in December 2024, one to two out of every 10 content-removal actions may have been mistakes. The company said this estimate excluded actions against large-scale adversarial spam attacks. It also reported roughly a 50% reduction in U.S. enforcement mistakes between Q4 2024 and Q1 2025, while saying the low prevalence of violating content remained largely unchanged for most problem areas over that comparison. These are Meta’s figures, not independent measurements proving that the policy shift caused the change.
In September 2026, Meta reported more than 1.4 million Community Notes contributors and more than 50,000 published notes across Facebook, Instagram, and Threads since the U.S. launch. It also said more than 200 million U.S. users saw a note in July; the announcement did not specify the year for that July figure. These counts indicate scale, not whether notes are accurate, representative, or more effective than the system they replaced.

What concerns did outside observers raise?
The Oversight Board welcomed the search for a scalable alternative, saying it wanted more detail and emphasizing input from people outside Meta in content decisions. Its co-chairs said the change aimed to “enhance trust, free speech and user voice on its platforms.” The Associated Press reported both praise and criticism of the announcement. Alexios Mantzarlis, director of Cornell Tech’s Security, Trust, and Safety Initiative and a former director of the International Fact-Checking Network, warned that depending on implementation, the decision could increase harassment, hate speech, and other harmful behavior. That was a forecast of potential consequences, not evidence that those outcomes occurred.
Did Meta stop moderating content?
No. The January 2025 announcement retained proactive enforcement for illegal and high-severity violations. What changed was Meta’s stated balance of enforcement: less proactive action on lower-severity cases, a higher threshold for removals, fewer predicted-violation demotions, new approaches to fact-checking, and changes to some rules and recommendations. The company’s descriptions and reported figures are not, by themselves, independent proof of how well those changes worked.
